INDUSTRIAL SYSTEMS OPTIMIZATION Request for Qualifications Qualified Service Provider Background The ComEd Industrial Systems Optimization program is a part of the ComEd Smart Ideas portfolio, which is funded by Illinois ratepayers and administered by CLEAResult effective June 1, 2014. The Industrial Systems Optimization program (hereafter referred to as “ISO” or “the Program”) offers ComEd industrial customers comprehensive studies to identify low-cost optimization strategies with capital projects to improve the energy efficiency of compressed air, industrial refrigeration, and process cooling systems. Each comprehensive study is performed exclusively by a qualified Service Provider (SP). The purpose of this Request for Qualifications (RFQ) is to identify potential Service Providers for performing the comprehensive studies in the areas of compressed air, industrial refrigeration, and process cooling. Existing ISO Service Providers contracted with the prior Program Administrator must submit a new RFQ, and sign a separate Master Services Agreement (MSA) to remain on the existing Service Provider list for Program Year 7. All contractors with experience conducting studies and implementing energy efficiency measures within the scope of this program are encouraged to apply. CLEAResult will work collaboratively with Service Providers to qualify opportunities, streamline program processes, and promote energy efficiency for industrial customers in ComEd service territory. Who May Apply This RFQ is directed to all qualified companies that can effectively serve the industrial market for compressed air, industrial refrigeration and process cooling. This includes those companies that specialize in equipment sales, installation, and service contracts, as well as consulting based firms with professional energy assessment services. Review Criteria Qualifications of each applicant will be carefully reviewed by CLEAResult. All individuals and organizations possessing the necessary qualifications and experience are encouraged to apply. Providing false or misleading information on the application form will disqualify applicants from participating in the program. RFQ Requirements Individuals and organizations that wish to be added to the Qualified Service Provider List need to complete the Qualified Vendor Application Form attached to this RFQ document. This form contains all the information that the Project Team requires to assess qualifications, including complete contact information, references, and relevant experience. By submitting a reply to this RFQ, applicants must demonstrate their qualifications and experience to perform the services listed in their application. Submit completed Agreement, W-9, certificate of insurance, and copies of required licenses and/or training certificates (if applicable) Industrial Systems Optimization Program Terms and Conditions The Industrial Systems program provides on-site, comprehensive analyses of compressed air, industrial refrigeration and process cooling systems. Each analysis, provided at no cost to the customer (as long as the customer meets the minimum requirements), identifies operational and capital investment opportunities to reduce electric use, and describes cash incentives available. Insurance During the term, participating Service Providers shall maintain and provide proof of the following Commercial General Liability Insurance Minimums: $1,000,000 general liability insurance coverage Worker’s compensation and employer’s liability coverage Business automobile liability coverage including owned, non-owned, and hired vehicles Licenses At all times during the program, participating Service Providers must adhere to all permitting and licensing requirements as set forth by federal, state, county, and/or municipal authorities with jurisdiction overseeing work performed. Safety Service Providers have a responsibility of maintaining a safe and healthy workplace by following applicable environmental, safety and health rules and practices. Service Providers are required to report any OSHA recordable event related to program activities to the CLEAResult Program Manager immediately. 2 444 N. Service Providers may be removed from the Industrial Systems Optimization program at the discretion of the Implementer or ComEd for a variety of reasons including but not limited to: Failure to comply with customer site requirements Data security compromises Unauthorized use of ComEd logos or proprietary information Poor customer service Poor work performance Violation of the Service Provider Agreement False representation or marketing of the program to ComEd customers Poor timeliness of invoicing Fraud Customer Eligibility Customers participating in the program must meet certain minimum requirements: Must be an industrial customer in ComEd delivery service territory with a peak electric demand of at least 500 kW in rate classes C30-C33 and C47-C52. Must be a non-public (taxpayer-funded) entity (public and self-directed customers are not eligible). Must use a qualified Service Provider that is under contract with CLEAResult per the Master Service Agreement. Grumman/Butkus Associates (G/BA) serves a number of Industrial/Commercial/ and healthcare clients throughout the Midwest. G/BA offers MEP design services in addition to energy efficiency consulting. Among the service offerings in G/BA’s repertoire are compressed air, industrial refrigeration, and process cooling consultation services. G/BA’s engineers have extensive experience in comprehensive compressed air studies. On the supply side, data loggers, power meters, airflow measurement devices, and thermal scanning is utilized to evaluate overall compressor efficiency. Additionally, G/BA evaluates ancillary devices such as air dryers, air filters, and compressor control devices. G/BA’s expertise extends into the demand side as well. A top-down approach is implemented to evaluate compressed air distribution effectiveness and efficiency. G/BA starts by looking at compressed air piping sizing, storage tanks, and overall compressed air pathway. In addition to identifying energy conservation measures (ECMs), G/BA studies the modifications that have been made to the compressed air system and works with facility staff to identify specific compressed air needs relating to reliability, redundancy and need for future expansion. Lastly, the investigation shifts to the end uses of compressed air. While major leaks are part of the end use investigation, G/BA focusses on application specific ECM’s. As an example, in manufacturing plants where compressed air is used to dry parts, blowers with equivalent CFM performance are specified. Ultimately G/BA works to provide a high quality deliverable with application specific energy savings calculations, equipment upgrades, and process modifications that would reduce compressed air system costs.
