Meeting called to order President Dan McCoy Approval of minutes of April 28, 2015, motion

President Report – President Dan McCoy thanked Charles Kavanaugh for his time served as
President of the NBAFC.
President McCoy advised that in June he was contacted by Mr. Steve Hart who is responsible for a
Round Table discussion regarding Emergency Management and Resiliency. This was brought
forth from the action review which was done re post Tropical Storm Arthur (2014). The intent of
the round table is to foster greater collaboration and to promote public preparedness amongst
responding agencies, including Gov’t. I asked our 2nd VP Conrad Landry to represent the NBAFC.
Also reached out to numerous Fire Chiefs to sit on this table – Chief Price, Chief Clifford, Chief
Pollock, Chief Aresnault and Chief Breau. Steve Hart had invited some of the Chiefs from the
Codiac area.
Attended the Provincial announcement of the TMR (Trunk Mobile Radio) System in Fredericton.

Dealt with the delivery if ICS – Incident Command System Training in the Province. After
discussion with the Fire Marshal the Government has decided to have EMO take responsibility for
ICS training. This makes sense considering the various stakeholders that require training and the
Office of the Fire Marshal or NBCC are not equipped to conduct this training. EMO (Emergency
Measures Organization) will be conducting train the trainer courses and anyone wishing to
become an ICS instructor can contact EMO.
The executive had a meeting with WSNB, which also included the municipalities groups, CAO’s
Assoc. It was a very productive meeting. Although we were not able to convince the board to the
lower rate; they agreed to keep the rate the same.
In August I attended a meeting at the Office of the Fire Marshal regarding the Alarmed and Ready
Campaign. Also met with stake holders from Ottawa.
Oct 7th attended the official launch of the Alarmed & Ready campaign in Fredericton; thanks to
the Fredericton Fire Department and also the site launch in Kennebecasis Valley as well as to the
other Chiefs for hosting the announcements.
As President I attended the NBAFC workshop for the first time. A lot of training happened in a
short time frame. Well done to the committee for their time and commitment and attention to
details to make everything go off without a hitch. I also had the opportunity to talk with Dean
Carter regarding staffing issues within NBCC. He stated he could get us in a room with the right
people to have our concerns addressed. Serge reported this is being worked on as they are
creating the job description.
On Sept 30th attended the Truck Mobile Radio System launch for stakeholders. This was a large
overview of the system and how it works and its benefits.
2nd Vice President Conrad Landry was contacted by the Vice President of Emergency Response
and Safety for the Trans Canada Pipeline. They want to form a relationship with the NBAFC.
Received a call from Serge Serios with an invitation to attend the WSNB conference and the topic
was Combustible dust session.
Oct 13th – received a call from PETL (Post Education Training & Labor) Assistant Deputy Minister
Nason regarding PTSD Post Traumatic Stress Disorder) and what needs to be done in Province.
She has been in contact with Dr. Julie Devlin regarding starting the conversation and where to
start. There will be a meeting in November with stakeholders including ambulance, police and
the NBAFC.
Oct 17 – attended the Volunteer chief’s meeting in Oromocto.
MFCA (Maritime Fire Chief Association)- Chief Kavanaugh will be attending the Board meeting to
be held November 7th Board meeting in Dartmouth. 2016 Conference will be July 10-13 in Sydney,
information is on web site.
Chief Kavanaugh reported on the Flammable Dust session with WSNB. They will have this session
at the Local Government Workshop in November for training. There are various mills with dust

issues that are not being kept up to standard. This issue is throughout Canada; the fatal explosion
in BC brought this issue to the WSNB.
Dan McCoy reported that Chief Kavanaugh has been elected as 1st VP MFCA (Maritime Fire Chiefs
Association) Deputy Chief Conrad Landry will represent NBAFC for the MFCA.
(CAFC) Canadian Association of Fire Chiefs – President Dan McCoy
At the end of September I attended the convention in Victoria. This conference focused on
Mental Health. It was a great conference.
Since May the National Advisory Council to the CAFC Board of Directors has met four times.
There are a number of initiatives being worked on at the Federal level.





The National Volunteer Recruitment Program (Answer the Call) is still ongoing.
Funding has been received to develop a National Fire Information Database.
The CFO program is being revamped and should be out in early 2016.
There has been a National Mental Health working group established, consisting of the
CAFC Board, NAC, IAFF, and Mental Health Canada.
CAFC has secured an additional 10 mhz for a total of 20mhz on the public safety band.
In order for the CAFC to have a strong voice in Ottawa we need membership numbers. All the
initiatives are very important and will benefit all fire services across Canada both volunteer and
career. I encourage everyone to support the CAFC efforts by becoming a member.
NBAFC Committee Reports
Nomination Committee - no report
Leglislation & bylaws- no report
Constitution & By-Laws - there are outstanding issues which could not be clarified at the AGM
2015 the changes have been made and sent for translation. Changes of committee will also be part
of the recommendation for the Constitution and By-Laws.
Finance Fund raising – report given at beginning of meeting
Education & Training –
Awards Committee – Chair Tim Nickerson reported the awards for 2015 date for receipt of
nomination has been changed to January 31, 2016, information of this change will go out the fire
service via web site, outstanding awards for Saint John to be presented at AGM 2016. It was agreed
to change the date of the Medal of Valor plaque to date the presented, this plaque will be
displayed at the Provincial Office of the Fire Marshal.
Hazardous Material Fire Marshal reported a new staff member for his office Mike Lewis was hired
for Hazardous Material Coordinator, he has been attending association meetings and is giving a
short presentation to the associations. He has background of Forest Fire Management and
worked in Alberta and British Columbia. As well he has worked with environmental sector.

Fire Marshal stated there was a couple of calls this past summer. He stated the team from
Bathurst were deployed. The contracts for the teams are being evaluated to determine if more
teams are required, present contracts are under negotiations.
Ricky Nicholson NBAFPO “Beep where you sleep smoke detectors in all bedrooms” was launched
in Grand Falls, and went very well. Alarm and Ready campaign was launched in Fredericton and
promoted through Kennebecasis Valley, Woodstock, and Dieppe Fire. This launch will be
discussed November 14th.
Peter Kavanaugh reported there have been 14 fire units delivered throughout various departments
Upham, Oak Bay and Charlotte being the main area was first to be delivered and others will be
delivered in November. Specifications have been sent for Equipment Vans to LSD Manager for
distribution to the Fire Chiefs. Dan McCoy reported there was an issue at the Volunteer Chiefs
meeting regarding not having Tandems versus the 1800 model. Peter Kavanaugh, reported this
issue is being looked into, and reported there have been no meetings held throughout the
summer.
NBCC – Serge Gallant – summer was very busy with off road rescue courses and Auto-extrication.
Challenge in summer is finding instructors due to vacation. Workshop brought in 157 registration
8 which did not show. The numbers increased by 49 registrations. The ICS system is being
utilized during the workshop which has been excellent for the participants. Serge thanked
everyone for their assistance in the set up and clean up was excellent. Site upgrades has been
improved each year. He asked the Directors to thank their Association. Courses for this fall;
numbers are starting to be received and they will be starting soon firefighter 1 and 2, remote
rescue, and lining up for November start date.
The advertisement for a full time position within his office should be sent out soon. He noted this
position will be looking at the curriculums to ensure it is up to date also translation when
required fits for fire service and will be assisting Serge when he is absent from the office. Dan
McCoy stated that we are looking for a backup for Serge; a number two. Serge stated this person
will be working with Serge full time. Any new curriculums which need to be looked into will be
contracted out.
Jean Claude Roy is being contracted for November to work on the Officer’s Program.
An email will be forwarded announcing a Fire Investigation Level 1 in Moncton for RCMP J
Division, there will be seats available for fire service and dates are November 23-27, 2015.
Officer program translation is complete. He is still waiting for the final draft. Instructors will be
offered training to deliver this program. Pump Operator is the next course they are looking at
hoping for spring delivery.

Certificates are moving forward, departments have been very helpful and information is being
received. Certificates from Nova Scotia; are not being received in a timely manner, he has been
trying to contact the school this is taking too long.
Pre-employment course scheduled spring 2016. Costing of this course is being looked into. He is
requesting any departments that have surplus gear please send to his way if they can. Any type of
equipment would be appreciated. He has received 20 sets of bunker gear to date.
Propane simulator was utilized during the workshop. This was received and purchased by the
NBAFC. A training session will be done for the Instructors; a calendar will be developed for
information.
Upgrades to site. Two wells have been built one for pumping and one primary well for use on site.
Chief Fleming asked if there is advertisement of Train the trainer courses for instructors. Serge
reported is an Association requires instructors they will train; we do not advertise it is more
supply and demand. Chief Fleming stated he has an instructor on staff for Haz Mat. Serge
reported the Association’s trainer sets the schedule for courses. Murray Crouse is the instructor
in the Capital District.
D/C Landry stated they do not hear of the courses such as Auto Extrication, and he cannot
understand why courses are being canceled due to low attendance. ATR are not advertising and
communication at the Association meeting is not be carried out. Auto Extrication courses are
being done per department. Serge reported the college is presently building a calendar on
courses which will be coming up for the fire service on the NBCC web site.
Chief Fleming Information re IFSAC Seals - Fire Fighter Certification Board of New Brunswick
Chair Chief Jody Price. The Fire Marshal reported that the Seals are owned by the Office of the
Fire Marshal with representative from Volunteers Chiefs, Permanent Chiefs, Industrial Chiefs,
NBCC and a member OFM. These members create policies and decision making; application has
been submitted and edits to policy. They were hoping to do on site visit in November however
this will be closer to May, once this happens the Seals should be issued. Serge Gallant advised the
members who have the Fire Fighter 1 exams and practical training; if it lines up with IFSAC
program we can retro back and the seals can be given at a later date. IFSAC does not inspect
grounds they inspect the process, the OFM stated they will make sure the site can carry out the
skills we are saying we can do.
Mobile Burn Unit - St. George and Dieppe area has been booked in order that the funds allocated
for this year be utilized.
AdHoc Committee – License Plates – Nadine LeBlanc reminded the Directors that updates cannot
be received by fire fighters. The Chief must send the updates.

Regional Fire Dispatch – TMRs Saint John, Fredericton and Moncton will be next. There will be
discussion shortly regarding RFD meeting will be held coming up.
NB911 – PSAP managers group.
NBERIC – Larry foreman has been hired to manage this department the last meeting was held on
June 4th.
The following items were discussed.




Gov’t is developing a NB Interoperability Field Operations Guide. This will include radio
frequencies and contacts and phone numbers for all agencies in the province. Still waiting
for a number of departments to give consent to publish their frequency.
There is an MOU (Memorandum of Understanding) between the RCMP and the NBAFC
allowing fire departments to use an RCMP tact channel on joint responses.
Provincial EMO to move from using the ESM system to ICS.
CRTC will be broadcasting emergency alerts over radio and television. Facebook is
starting to be used to get messages out.
Association Presidents were asked to go back to their association to address the issue of contact
information and address changes within departments for FIRS system.
Emergency Management Round Table – Deputy Chief Conrad Landry reported the first meeting
attendance close to 125 people which has been cut back and this committee will be meeting on
Tuesday, October 27, 2015.
Aboriginal no meetings have been held however the competition games are ongoing and meetings
with Chiefs are usually held at this time. He reported some houses have been brought up to code
for smoke alarms. He is working with the Federal Government on this issue.



What is the status of negotiations with the Province?
Radios are expensive – Will the Province provide funding?
VHF Dispatching Direct from PSAP
We need the VHF program. The Miramichi model works well, where everybody hears the call - that’s all we’re asking for, that everybody hears the call and we can stay on the VHF layer with black
boxes under the TMR. Send the message to us via TMR, block boxes in, and let us have our call.
Then give us a seeded portable so we can communicate with other responders.


The three big center’s (Fredericton, Moncton and Saint John) will be running on this system,
but the rest of the ‘world’ won’t be; however, they are going to try to push it on the rest of
the ‘world.’
There was a resolution passed about 10 years ago that there would be a VHF system that
would be maintained.

Composite Fire Departments need a VHF layer – the UHF isn’t being upheld.
We don’t want TMR pagers - - we don’t want a double portable system.
Smaller towns and villages are a little slower in making the transition due to finances.
They should start with the Capital Districts and make sure they can communicate with each
other, but they don’t want to go to the grass roots.
Arbitration Process


Any update on the arbitration process?
There had been talk that Hon. Minister Stephen would take the lead on this.
Emergency Measures Organization Courses



If we provide enough students, can the NBAFC approach EMO to provide a Train the
Trainer course?
We need to convince EMO that we need enough instructors for this course; they could
take the lead.
Can the NBAFC sponsor a Train the Trainer course?

There are inconsistencies in how firefighters are being paid while on Workers
Compensation.
i.e. (Bathurst FD) – One member was out for 2 weeks and got paid $280+; another member
was off for less time yet got paid twice as much.
Volunteer Chiefs – Chief Kavanaugh reported on behalf of Chairman Ben Morin the issue of
notifying departments for road closure was brought to the floor as well as being notified of bad
weather; departments are not receiving reports. The Fire Marshal stated the departments in
question should contact their EMO member as to why they are not receiving bad weather reports.
Industrial Chiefs – Walker Clark reported they are working with Saint John Fire department
regarding NFPA 1081 training; the cost to obtain this training is very expensive.
Fire Marshal reported during this past summer there have been staffing changes Paul Boudreau
has been appointed the Regional Fire Marshal in the North West District.
Level 1 train the trainer sessions will be starting in January and as well, will be able to start Officer
Level 1 Course’s in each region.
Alarm and ready campaign received good media and public education. They have been receiving
applications from department who wish to participate in the campaign. He asked any department
to submit applications to RFM Jeff Cross. All Regional Fire Marshals can also be contacted. The
fire marshal asked the directors to bring word to their Associations that smoke alarms have a life
span of 10 years and information should get out to their communities. As well as Carbon
Monoxide alarms the Fire Marshal asked the members to promote education to the public.

Canadian Council Fire Marshal & Commission (CFMC) promoting “power hour” when switching
clocks check smoke alarms upcoming information will be sent out.
Fire Prevention Act remains on his plate and no update available since May. This could take up to
2 years prior to completion.
ID Cards - Service NB will be used to create the ID card and the picture form license will be
utilized. Local Assistance training will be made available and is presently being translated.
Chief Dave Gallant asked if there was the possibility that the smoke detector would warn the
owner when the 10 year span was up. Fire Marshal stated this is part of the standard. Chief Dave
Gallant asked about certain detector for hearing impaired. Fire Marshal stated they are getting a
block order, however smoke alarms for hearing impaired or other disability are not part of the
order as they cannot tailor to all types. This is the owner’s responsibility. The Fire Marshal stated
the primary goal of this campaign is public education.
Denis Bujold- Local Service Manager reported on the Francophone conference held in Bathurst
this year. There were forty fire fighters which attended mostly from North of the Province. This is
the same conference as is held in Fredericton and the same sessions as 2014. He thanked the Fire
Marshal for his attendance; Deputy Chief Conrad Landry addressed the group on behalf of
President Dan McCoy on updates from the NBAFC. He also thanked Quentin McGrath from the
Chauleur Fire Fighters Association for his help with this conference. There will try to change the
date for 2016.
Peter Kavanaugh reported this year’s conference will be November 27-28. To date they have fifty
seven registered. Presenters this year will include Norman Thibodeau who will speak on pump
test. Atlantic Bunker will be in attendance and speak why bunker gear should be cleaned and time
line for cleaning. NBCC will be attending to speak to the group. Metal Fab will be in attendance
to do a presentation on compressed air foam.
Pump maintenance will also be addressed. WSNB will be doing a presentation, Office of the Fire
Marshal and NBAFC updates. He asked if there are suggestions of other topics of discussion to
please let him know.
Revised fire policy has been sent out this year. A medical form as well as junior fire fighter
application and a waver which must be signed by the parents. Ambulance NB will be requesting
the fire departments to response. Question on how the paramedic knows who to call. Dispatch
will know which department can respond. Deputy Chief Conrad Landry encourages the members
to talk to their operations manager.
Tender disclosed has been sent with low bidder and contract details.

Chief Dave Gallant – Southeast, no report on training.
Deputy Chief Yvon Pelletier Northwest- Fire Fighter 1 course in December 2015, Level 2 will start
in November and also Incident Command scheduled in the Ste. Anne Area.
Royal District – Tim Nickerson reported last meeting was held end of September. A motion was
brought to the floor to discuss avenues to have coverage for PTSD brought to WSNB. Looking to
start a fire fighter 1 course, none have taken place 2015.
Fundy Chief Kevin Theriault reported ten students completed level 1. November they will have
Off Road Rescue training. Access for private roads/lanes with gates at the end of the road. Also
trees hanging over the entrance. Fire Marshal reported of issues trees would on the top of the
highway and the Chief would send correspondence to the owner advising the owner of the
problems with access and the issue of Insurance.
Ambulance New Brunswick – postings of ambulance are going to change.
Capital District – absent – received report email Harry Farrell – obtaining numbers for Level 1 and
2 course as well as Off Road Rescue. This weekend Capital District is hosting a Cambat Ready and
Engine Ops. Training, this consist of lectures on Friday evening and Saturday morning. Practical
training will start Saturday afternoon and will continue all day Sunday. This event is being
instructed by fire personnel from Washington, D.C. and City of New York.
Miramichi Valley- Dwaine Hallihan stated they are in the process of level 1 and plans for level 2
early in The New Year. Off road training is being looked into. Radio Coverage on Plaster Rock
Highway and Renous Highway area has had new repeaters installed.
Quentin McGrath – 21st October attended Local Government conference Bathurst on Oct 2& 3,
Oct 8 attended launch for Alarm & Ready Campaign. Fire fighter 1 and 2 and Pompier 2 have
been carried out. Convention Committee have met three times. Venues have been secured
Budget report for January meeting. Convention dates May 27, 28, 29, 2016 Bathurst, N.B.
Central Valley - Steve Armour reported they are having Train the Trainer program. The fire scene
continuity with smaller departments is becoming difficult for smaller departments. Dan McCoy
reported their departments utilizes the Insurance Company and they have Security Company who
will do this for you. OFM stated he could discuss this issue with Insurance Bureau of Canada. A
legal interruption of the act would have to be looked into and put on the priority list which the
NBAFC brings to Government. However if it can be addressed by the Insurance Bureau this
would be the best way to deal with it. Fire Marshal has advised his Regional Fire Marshal’s not to
go out at night unless there is a fatality.
Eric McLellan – Presentation DNR regional operations there are four regions, 220 fires this season
260 hectares, majority of fires grass fires, 2015 busy in the spring. Wild fire statistics were also
presented to the group; fire departments reported 125 incidents with various agencies reporting.

Eric MacLellan informed the members should DNR not respond to the call they would like to
receive the invoice from the Fire Departments within 24 hours of the fire.
New Business
Correspondence Department of Health
Emergency Volunteer Aid Legislation also referred to as Good Samarian Legislation. This
legislation would bring New Brunswick in line with best practices across Canada. The primary
objective of such legislation is to protect anyone intervening in an emergency situation from
liability resulting from that person’s action.
The board has agree there is a need for this legislation, questionnaire with the correspondence is
as follows with the perspective of the Board members.
 From our perspective, is there a need for such legislation - yes
 Should off duty health professions (physicians and nurses) outside the hospital
environment be included –Agreed
 Any other provincials that should be included-general public within the scoop of training
 Is general immunity for all NB resident sufficient – yes
 Chief Fleming informed the members to keep in mind to give services where you are
trained, assisting is fine be aware of what you can and can’t do.
NBAFC – Convention time frame 2 – 3 years. President Dan McCoy advised the members going to
a central location brings consistency to our convention. Consensus vote was taken to have the
convention committee look at the logistics of having the convention in one location for 3 years.
All voted in favor, except for one nah vote. Committee to look at 3 consecutive years with a
committee struck to look at logistics. It was agreed that a member from Royal, Capital, Chauleur,
Nadine LeBlanc and a member of the Office of the Fire Marshal meet and report back to the
board with findings. Chief Fleming stated 2017 is their anniversary date and would like to host the
convention in 2017, however they would need assistance from Capital District.
Volunteer recruitment program – Executive has brought this to Government to work on a
recruitment and retention campaign for volunteer personnel and government has agreed to this
program. Vince MacKenzie representative for Labrador and Newfoundland has been tasked as
the chair for National Recruiting Campaign on behalf of the CAFC. This site will have each
province with the communities listed for information in regard to recruitment. A letter of
support from the NBAFC was forwarded to the Chair as this was also agreed to by our
Government agencies. The provincial logo was given to the Fire Marshal to have a three Graphic
Designs developed for the National Campaign and will send to the board for a decision.
Fire Fighter Bursary Fund- Discussion took place regarding this issue. The Board was informed
on how this came about. We received a report on some names who have received these bursaries.
This is a concern to the NBAFC as it is part of the NBAFC. Some board members were unaware of
the Bursary and agreed that this should be looked into further as it should not be one person
taking care of this. As this FF Bursary fund was never approved by the Board of the NBAFC;

Fire Chief Mike Walton brought a motion on the floor that we cease the Bursary Program and all
monies currently in the Fire Fighter Bursary account to be put on hold until the Awards
Committee looks into this and brings a report back to the Board for action, 2nd Tim Nickerson,
motion carried.

Mike Walton will negotiate contract coming up in 2016 for fund raising.

Mike Walton stated the President should meet with these committees to ensure they have the
information and explain what is expected of them. The term for committees will be two year
period; should they wish to remain for a longer term there is no problem.
Motion by Tim Nickerson to accept the recommended changes to the committees which will go
forward to annual general meeting for membership approval in May 2016, 2nd Mike Walton,
motion carried.
Awards Committee –Motion by Charles Kavanaugh the 2015 nominations deadline be moved to
January 31st, 2016 for this year only. 2nd Mike Walton, motion carried
Mental Illness and PTSD – this has been on our table for a while. Known as Post Traumatic Stress
Disorder and Occupational Stress Injuries (OSI). Many departments who have staff with such
problems are unaware of what is to be done for their members.
President McCoy has been working with Dr. Julie Devlin and he has discovered there are few
counselors trained in the area for mental health illnesses. This is an issue that the NBAFC should
be going to the Government with, as this is an issue of today and needs to be addressed.
President McCoy stated that this board should be working with Minister’s regarding this illness
and he feels it is bigger than the Cancer Legislation.
President Dan McCoy stated with the assistance of Dr. Julie Delvin they discussed developing a
pilot project with various departments around the province however this has been put on hold
considering an upcoming meeting in November.
That being said a call has been received to Dr. Julie Delvin from the Assistant Deputy Minister
Nason of PETL, advising that Mental Health Illness is an issue within Emergency Services, Dr.
Julie Devlin informed the Assistant Deputy Minister to contact myself. I received the call from
ADM Nason that they are planning to meet in November.
President McCoy advised he is sitting on a committee with the CAFC at the Federal level. This
health issue does not just involve the active members it also involves families and retirees. The
Fire Marshal stated he is pleased to be part of this intuitive. The Canadian Association of Fire
Marshal Council will also be a part of this.
Trans Canada Pipeline (TCP) – Deputy Chief Conrad Landry has been the contact for Trans
Canada Pipeline TCP and will advise.
Appreciation Recognition – Discussion on recognition for outgoing members who volunteer their
time to work on behalf of the fire service in the Province. This was discussed at the Executive
level regarding time frame. The directors were asked to send their date when they started with the
Board to Nadine so records can be kept.
Motion by Chief Paul Fleming that we accept recognition awards to outgoing Presidents and
Directors. President awards shall be retro to Chief Jody Price’s term and present Board members

awards to members serving three years or more going forward, 2nd Yvon Pelletier, amendment to
motion by Tim Nickerson that the Board members recognition be retro to those members serving
since 2009, 2nd Charles Kavanaugh, Motion carried
National Memorial Service - Charles Kavanaugh reported on his attendance to this memorial. 1st
time he attended a bus trip was planned. There have been two NB Fire Fighters who died in the
line of duty. He asked if there would be interest in hiring a bus for 2016. He asked the members
to go back to their Associations to see if there would be interest and if can get numbers in order
to hire transportation.
