Terms of Reference for Individual Contract (National) Development of a Government-Private Partnership Strategy and strengthen response functions for National Disaster Management Centre – Pre and Post Emergencies Reference Number: 2014/12 1. Purpose of assignment (attach background documents if any) Background Maldives experiences moderate risk conditions due to a low probability of hazard occurrence and high vulnerability from exposure due to geographical, topographical and socio-economic factors. The country is vulnerable to multi-hazard risks including those resulting from storm surges, cyclones, strong winds, flooding and tsunami. In recent years though, high frequency low impact hydro-meteorological hazards due to changes in weather patterns had seen to be occurring in the Maldives more often causing coastal flooding and storm surges resulting to inundation of settlements, lifeline infrastructures, agricultural farms, schools, etc. The most recent of which is the October 2A12 floods triggered by continuous moderate to heavy rains brought about by local weather systems such as the Low Pressure Trough intensified by a Tropical Cyclone in the west part of the Bay of Bengal reinforced by the succeeding Inter Tropical Convergence Zone (ITCZ) inundating a total of 51 island communities at varying degrees.. Out of the 51 islands affected, 3 islands were identified as severely affected, and 12 islands moderately affected. Increasing frequency of these types of weather phenomenon due to climate change exacerbated by the physical, social and economic vulnerabilities of the population put heavy pressure on the capacities of the government especially the NDMC as the coordinating authority for response and relief, the local councils as the direct link with the affected communities and the people at large to cope and manage life and livelihoods. The Maldives National Disaster Management Centre (NDMC) was established in December 2004 in the immediate aftermath of the Indian Ocean Tsunami through a presidential decree to manage as well as to coordinate disaster management and response operations in the Maldives. Its functions were also extended to monitor, co-ordinate and mobilize national and international assistance and resources to prepare for and respond to disaster incidents in the country. NDMC's Emergency Operation Centre (EOC) is the physical location where all the government and nongovernmental organizations or sectors come together during an emergency to coordinate response, conduct recovery operations and manage resources. This center may alternatively be called a coordination center, where the coordination of information and resources takes place. This terms of reference is to seek a national consultant to provide support to strengthen the capacity of NDMC to respond to national emergency operations and functions in collaboration with the private sector. 2. What is the basic project objective to which the consultancy is related Strengthening of NDMC’s capacity to respond to disasters and emergencies in collaboration with private sector 3. Duty station Male’, Maldives 4. Major tasks to be accomplished (estimate the time required to complete each task) The consultant will work with UNICEF and partner to undertake the following tasks: 1. Formulate a government-private partnership strategy for the private business sector to respond to disasters or local Emergencies 2. Development of MOU's with NDMC and private Sector to Respond disasters and local emergencies 3. Assessment and tracking of available resource to respond to disasters and emergencies 4. Map out probable private businesses for partnerships, clearly articulating their profiles 5. Deliverables Government- private partnership strategy developed Memorandum of Understandings (MOU's) and protocols with private partners to support response to disasters or local emergencies developed and endorsed List of probable private businesses for partnerships, with their profiles Available Resources Tracked and Assessed 6. Estimated duration of contract and deadline for submission of end-product It is estimated that the consultant will work up to 60 days in total 7. Official travel involved (itinerary and duration) Travel within Maldives where necessary 8. Qualifications or specialized knowledge and/or experience required Education and experience: University degree or experience in a relevant discipline (development, social sciences, disaster management, financial management, economics) Sound research and analytical skills Strong organizational skills and the ability to perform multi-tasks Strong interpersonal skills and effective communication skills in both Dhivehi and English Language Experienced in facilitating multi-stakeholder meeting with different levels of government and private sector Experienced in developing standard operating procedures, frameworks and strategies Ability to plan and organize his/her work, efficient in meeting commitments, observing deadlines and achieving results Adaptability and ability to receive/integrate feedback Ability to work under pressure and stressful situations Computer proficiency: MS Office; presentation skills and ability to creatively represent information is an advantage Be able to work both independently and as part of a team Fluent in written and spoken English Excellent communication skills Deadline for applications is 30th June 2014.
