The Proposal
Surrey County Council, in partnership with the governing bodies of St Martin’s Infant and Junior
Voluntary Aided schools and the Diocese of Guildford is proposing
o To expand the Infant School to allow for a roll of 270 pupils with effect from September
2014
o That the infant school admits up to 90 Reception pupils per year
o To expand the junior school to allow for a roll of 360 pupils with effect from 2017
o To provide sufficient classrooms to accommodate the gradual increase in pupils on site
and to allow the two schools to work more effectively together
The current position at St Martin’s Infant School
o The school has permanent accommodation for 180 pupils plus it has a
demountable classroom which has enabled it to take an extra Reception class in
2012 ( 3 forms of entry) to meet local need
o The school’s current accommodation enables it to admit 60 pupils each year (2 FE)
The current position at St Martin’s Junior School

The Published Admission Number is currently 64 (2 FE)
Both schools share a site and are linked by the kitchen
The site is located within the Green Belt and a separate planning application is
required to seek approval for this proposed expansion
Why we are proposing to enlarge St Martin’s Infant and Junior Schools
There is a need for additional school places in the local area (see information below).
The St Martin’s schools are performing well and both have been judged by OFSTED as providing
a good standard of education for pupils. Both schools are popular with parents.
The infant school has already taken an extra class in September 2012 on a ‘one off’ temporary
basis in order to meet the local need.
We are proposing permanent expansion to provide additional places in these popular schools
where there is the site capacity to expand.
Planning Considerations
The schools’ site is located within the Green Belt and special planning rules apply. We will
therefore have to demonstrate special circumstances in our planning application before approval
could be given. Residents with an interest in the planning proposal will have the opportunity to
make representations as part of that process, which is separate from this consultation which
deals only with the principle of the school expanding in size. The schools, the Council and the
Diocese have commissioned architects to produce plans for the proposed expansion of the
schools; these have been shared with the community and are subject to further development.
The need for additional primary places in the South Epsom and Langley Vale
area
Our forecasts and historical data indicate that school rolls have been rising steadily across
Epsom and Ewell Borough from 2006. Much of the rise is as a result of the rise in the local birth
rate; some is due to housing development and inward migration. Births have increased across
the borough by about 24% since a low point in 2002. Consequently we need to take account of
this trend and provide more school places in the areas where they are needed.
The South Epsom and Langley Vale planning area is served by 6 primary schools: St Joseph’s,
the 2 St Martin’s, The Vale, and the 2 Wallace Fields schools. Additional Reception classes have
been provided in a number of these schools over the past 3 years and most are now unable to
expand further on their present sites.
Our projections for the planning area are given in the table opposite. The ‘PAN’ is the combined
planned admission number for Reception Year of the 6 schools in the planning area. The ‘spare’
columns show the projected shortfall in Reception and in Year 3 places when children transfer
into junior provision (Key Stage 2). Later projections should, however, be treated with caution –
these are based not on actual births but on the current birth trend. Over the next two years or so,
we will be able either to confirm this trend or revise our projections accordingly.

Taking a cautious view, we believe that there is a need for potentially more than 1 additional form
of entry in Reception classes in the area by 2020. There will be a corresponding need to increase
Year 3 places across the planning area in due course and we will match junior provision to infant
places as the pupils move through the system.
The proposal to expand the St Martin’s schools is therefore aiming to meet some of this need;
that is to say it would provide 30 additional places in Reception in September 2014 (ie 90
altogether). This will provide most of the projected 39 places required by 2014 in the infant sector
in this area. It offers the added bonus of providing improved facilities across both schools.

We are going to hold a public meeting at St Martin’s Junior School where you can express your
views, obtain more information and have your questions answered. The meeting will be held:

At the end of the consultation, the Governing Bodies will analyse the responses and decide
whether to continue with the proposal.
If they decide to continue then a Statutory Notice will be published in the local press. A copy of
the notice will also be placed on the schools’ notice boards and in the local library. There will
then be 6 weeks for anyone to comment on the Proposal.
Any responses to the Statutory Notice are reported to Surrey County Council’s Cabinet Member
for Children and Learning who will make the final decision regarding the expansion.
