Sector Forum Information Booklet
Introduction
The Halton Children and Young People’s Voluntary Sector Forum (CYPVSF) is a partnership
network consisting of representatives from voluntary, community and statutory sector
organisations that provide services and opportunities for children and young people in Halton.
The status of the members must be:

An organisation delivering service or provision for children 0 -19 (to 25 with additional
need)in Halton Borough. And/or working with the parents of children 0-19 (to 25 with
additional needs).

The provider must operate on a not for profit basis
This booklet gives lists the organisations within the forum and offers some core information
about the organisations services and contact details. The aim of sharing this information is to
promote the range and variety of children and young people’s community not for profit
workforce. It is a useful directorate for commissioners, social care professionals, policy
officers, health professionals and other voluntary sector organisations looking to work
collaboratively to develop quality provision to children and young people.
All the information in this booklet has been gathered and presented in good faith. The organisational profile
information is not designed to replace robust commissioning and tendering processes and should always be

UK. Every service is different, but each has the same
goal – to help children and young people in greatest
need. Our projects therefore work with children and
young people from birth to 25 years and cover the
whole range of concerns including young people in
trouble, homelessness, disability, disaffection from
school, young carers, children and young people with
parents in prison, abuse and child sexual exploitation.
Barnardo’s works directly with over 190,000 children,
young people and their families every year. We run
over 800 services across the UK.

Regionally
All of our services are different because they respond
to and reflect local need. We have experience of
delivering services through formal partnerships, as
lead agency formally sub-contracting to partners, and
as members of consortia. We are particularly
committed to preventive work and have undertaken
research and campaigned on the benefits of early
intervention as well as delivered preventive services.

Canal Boat Adventure Project
Set up in 1976, was restructured by 7 local young
people in 2001 and their vision and commitment
turned this organisation into a highly participative
and innovative project, which has achieved 19
national and regional awards since 2009. Different
cohorts of young people have extended the range
and reach of this local charity into a springboard to
full employment and improved health outcomes for
some of Halton’s most vulnerable young people, from
National Citizen Service, Leonardo Mobility work
placements in Marzahn-Hellersdorf and International
Citizen Service, as well as local and national volunteer
programmes, the Canal Boat Adventure Project has a
strong track record for enabling Neet young people
and NCS graduates to achieve full employment,
quality apprenticeships and university.
The project’s work with young carers, young people
referred from other services and its youth-led work
with young women with mental health issues
(YAMHS), as well as outdoor pursuits, canal boat
expeditions, young advisers, young inspectors, peer
educators and art/cultural projects, is achieved
through external grants and fundraising.
Collaborative working with trusted partners enables
young people to develop and achieve their ambitions.

Greater Merseyside Connexions
Greater Merseyside Connexions
Connexions have successfully worked in Halton since
2001 providing a service for young people not in
education, employment or training aged 16 – 18 and
up to 25 for young people with a learning difficulty or
disability. Over this time Connexions have supported

Innovate Volunteering
Innovate Volunteering CIC are providers of innovative
volunteer led programmes focusing on the
promotion and protection of the emotional health
and well-being of children, young people, adults and
families. Our non-traditional low level interventions
and awareness raising programmes have proven to
be an effective support for vulnerable individuals in
building resilience through a range of problem solving
activities designed to engage, empower and bring
communities together. We also provide a range of

Teen Relationship Roadshow
Which aims to increase awareness of the dynamics of
healthy, unhealthy and abusive relationships amongst

to recruit and train a team of 16 - 18 year old teens to
deliver the key messages through productions,
followed by workshops and in-house awareness
campaigns which will also be developed by young

people are paid a bursary and go out into the
Community undertaking projects which “Do good in
the community” compile a CV and Jobsearch for
Traineeships and Apprenticeships.

Volunteering opportunities lead to a Level One
Qualification together with Short Basic Skills sessions
and 20 weeks of support in Jobsearch, main

Sport 4 All
A sports group who specialise in supporting disabled
young people and their siblings to try and take part in
sport in a non-competitive manner. The group is also
looking at inclusion and how to feel included within a
sports group and also to increase social inclusion in
providing respite for parents and support in activities in

Halton Play Council
Offers two varied services to children and Carers.
Halton Play Council Play Services offer a wide range of
play opportunities for children aged 5 to 18. We offer
open access playschemes during school holidays in
Widnes and Runcorn, which are available to 5-12 year
olds. There are also projects which offer support
afterschool and on Saturday to provide social and
leisure activities for disabled children and young
people aged 4 to 18 all year round. Halton Toy Library
offers parents/carers/childminders/groups the
opportunity to come along to our free drop-in "Play,
Learn and Loan" sessions that are held at various
Childrens centres throughout Halton. There is an
opportunity to hire any toy in our catalogue (we have
over 400 resources) for a 2 week period for just £1.

Vikings Inspire - This is tailored to schools own needs.
A series of awards will commend 'going above and
beyond' be it in the community or within the school.
Pupils or Staff will be nominated. Each term all the
winners will be invited to one of our games for a VIP
match day experience with their families. We also
intend to have a celebratory dinner at the end of the
year were all winners are invited to celebrate their
achievements.
Vikings Against Bullying- A three week programme.
We have developed a particular focus on tackling

coaching in schools but can focus on many different

Vikings Team Teach- This programme has two phases.
Firstly the Vikings staff present a session with school
teachers. We talk about our philosophies to coaching
and how they can be introduced into a teaching
setting. This is followed up with a second phase that
incorporates a ‘team teach’session that facilitates
pupils and teachers working alongside Vikings staff to
deliver an after school club.
After School/Breakfast Clubs - Interactive sessions to
engage the children and make them aware of how
important a healthy lifestyle is. We utilise a range of
different sports and activities.
Healthitude Link up with Halton Health Improvement
Team a deliver one week on the six week healthitude
sessions on cyberbullying.
Fit4Life - Deliver the physical activity aspect of the 3
week primary school intervention programme
alongside Halton Health Improvement. This
partnership also means we deliver the Fit4Life follow
up sessions
Youth Federation- Sustain
To support groups and organisations working with young
people to be Sustainable. Support includes funding
support, FREE training, DBS checks, governance support,
networking and promotion, plus much more.

Offending Service
Youth Offending Teams first came into existence in
2000 following the imposition of the Crime and
Disorder Act 1998, for which the Statutory Functions
are set out in S39(7):
• To co-ordinate the provision of youth justice
services for all those in the authority’s area who need
them; and
• To carry out such functions assigned in the LA’s
youth justice plan
The act also references paragraph 7(b) of Schedule 2
to the Children Act 1989 – the local authority’s duty
to take reasonable steps designed to encourage
children and young people not to commit offences
(essentially the ‘prevention’ area of our work).

Nightstop Communities North West (NCNW)
believes all young homeless people should be valued
and respected and where inclusion and diversity are
enforced and promoted.
Nightstop Communities North West (NCNW) is a not
for profit community project committed to young
people and their right to access safe and secure
accommodation appropriate to their needs and
Mediation, Counselling, Anger Management and
Mental Health support for them and their families
and the wider community in Halton. We also have a
Peace garden based at St Paul’s church where
individuals or groups can volunteer.
Nightstop Communities North West is a new non for
profit organisation which is an initiative which is the
provision of emergency accommodation for single
homeless 16-25 year olds exclusively using the homes
of approved volunteers within the local Borough
community of Halton. It also provides a support
network, empowering and encouraging young people
to rebuild their lives.

Halton Children and Young people Voluntary Sector Forum
Membership agreement
Halton Children and Young People’s Voluntary Sector Forum is open to all not for profit
voluntary and community organisations who deliver services and provision in Halton
borough to children and young people and their families; including full time, part time and
uniformed provision.
Meeting and events cover topical issues; such as funding applications, consortia
opportunities, training needs, feedback from local Council developments.
Membership of the CYP VSF is free of charge, but organisations are expected to fully commit
to the overall aims, which include:







Commitment to Halton Children’s Trust Board priorities
Commitment to children, young peoples and parent/carers involvement at all levels
within organisations and services
Regular engagement with the forum through; attendance at CYP VSF meetings,
training and via facilitating officer of the forum.
Respecting the work of other organisations and services for young people in the
borough, avoiding duplication of provision.
A commitment to collaborative working when this is in the best interests of young
people.
Working together to ensure the long term sustainability of children and young
people’s provision.
To act as an ambassador of the CYP VSF and to promote in a positive light

The benefits of being a member of the forum are;

Support in understanding and working to Halton Children’s Trust priorities, through
training and networking events and opportunities for collaboration.
Opportunities for collaborative working in the voluntary and community sector,
developing quality provision to children and young people.

Access to foundation star standard to ensure organisations are fit for purpose and
able to participate in funding applications or tendering.
The development of partnership networks that share information, best practice and
opportunities that benefit children and young people in Halton.
Enabling voluntary sector organisations to be equal partners in the development and
delivery of Halton Children’s Trust Board priorities through two way communication
and through access to training and networking opportunities.
Halton Children and Young Peoples Voluntary Sector Representation
The Children and Young Peoples forum is supported by Halton Borough council and is an equal
partner within Halton’s Children’s Trust. It is important that the forum is represented at key board
meetings, this achieved through an allocated representatives at each of these meetings from the
CYP VSF.
Voluntary sector representatives will be nominated and approved by networks and forums
members. Where feasible, the voluntary sector will aim to seek to have 2 representatives to provide
support to each other and to be able to cover for any absences.
Role Description


To represent the CYP VSF on allocated meetings, where you are the named representative.

Bringing together the views of the CYP VSF, in order to represent the relevant interests of
parties at such meetings.

Expressing the views and interests of the voluntary and community sector at such meetings.

Providing a two-way information flow, between the partners and CYP VSF, feeding back
relevant information to the CYP VSF and taking shared views and values of the CYP VSF back
to such meetings. (This needs to be completed with the recognition that sensitive
information may not be able to be shared outside of certain meetings).
Reporting back to the Sector at CYP VSF meetings and through other channels as appropriate.

Representatives agree:
1. To attend allocated partnership meetings and CYP VSF meetings regularly
2. If they cannot attend they must send apologies, if this is a prolonged period you are unable
to attend please inform CYP VSF lead officer, a replacement can then be arranged.
3. In cooperation with CYP VSF; to seek to express and promote the views and interests of the
CYP VSF. Achieved by identifying opportunities to table agenda items for partner discussion,
and highlighting opportunities to CYP VSF for further partnership working.
4. Be clear about CYP VSF’s objectives (stated in membership agreement) and support them
with a strong evidence base. Representing the CYP VSF in a fair and constructive manner as
an ambassador of the CYP VSF.
5. To uphold an independent role of the CYP VSF and maintain a non-partisan position in
relation to issues under consideration
Any grievance about a representative should be taken up with the representative in the first
instance. If the issue cannot be resolved then contact should be made with HBC engagement lead. If
there is no resolution this will be raised at with the CYP VSF and the representative may be asked to
give up their role and a new rep will be identified.
