Outline for standards of behavior for students, plus related consequences for not
adhering to the standards.
Discipline, to be truly effective, must be a joint effort between the home and
the school. Therefore, cooperation and inclusion of parents in the discipline
process is an important step. Parents are given copies of the Student Code of
Conduct at the beginning of school each year, are asked to read and review
the code of conduct, and sign the last page verifying that they understand the
policies. The Student Code of Conduct outlines basic expectations for student
behavior as well as suggested consequences for inappropriate behavior for
students K-12. While expected behaviors apply to all grades, consequences
are developmentally appropriate (distinguished between elementary, middle,
and high schools).
The Onslow County Schools Board of Education and staff are committed to
maintaining a safe and orderly climate within our schools and at schoolsponsored activities. The Student Code of Conduct in designed in accordance
with state statutes.
Define consequences for students under the age of 13 who physically assault and
seriously injure a teacher or other individual on school property or at a schoolsponsored or school-related activity.
The Onslow County Schools has policies in place that authorize mandatory
suspensions and/or alternative placement of student offenders on a case-bycase basis for specified acts according to state statutes. The consequences
outlined in the Student Code of Conduct are recommendations for school
administrators to follow. The principal may consider mitigating factors such
as lack of culpability, lack of danger, and/or lack of harm when
administering the policy.

Outline standards of behavior for school personnel, plus related consequences for
not adhering to the standards.
The Onslow County Schools School Board Policy lists standards for employee
behavior as well as does the district’s job description manual and individual
school staff handbooks. Consequences for violations of these policies include
disciplinary action up to and including dismissal.
Roles and Responsibilities of School Personnel:
Superintendent –
 Evaluates principals’ performance regarding school safety
 Encourages and supports safe schools as a system-wide priority
Principals –
 Coordinates the development and implementation of the plan
 Meet with parents and students concerning disciplinary actions/suspensions
 Make appropriate referrals to Onslow County Learning Center or other
alternative placement
 Maintain a safe, orderly, and secure school environment
 Exhibit appropriate leadership for school personnel and students
 Report all criminal acts
 Communicate expectations for behavior to students and parents
 Provide appropriate disciplinary consequences for disruptive students
 Coordinate, develop, and implement school-specific emergency procedures
Assistant Principals –
 Serve as the principal’s designee in dealing with students, teachers,
parents, committees, etc.
 Share principal’s vision/expectations for student behavior
 Assist principal in the consistent application of discipline policies
 Establish relationships with local law enforcement agencies
 Meet with parents/students in response to student behavior issues
 Work with guidance counselors in making referrals to best serve student needs
Teachers –
 Establish clear, understandable expectations and standards for classroom
behavior.
 Make appropriate referrals to school administration
 Make appropriate referrals/contributions to school-based teams
 Communicate with parents regarding student academic performance and
behavioral expectations.

Instructional Support Staff (Teacher Assts., front office staff, etc.) –
 Assist teachers with the establishment of clear, consistent school rules and
maintaining classroom discipline
 Assist teachers with small group work
 Assist teachers with supervision of students during non-instructional activities
Central Office Staff –
 Monitor and evaluate implementation of the safety plan at the school level
 Coordinate with local law enforcement and court officials
 Serve on various committees with staff and parents
 Help coordinate professional development activities
Custodians, Cafeteria Staff, and Bus Drivers –
 Support established expectations for students behavior and safety
 Serve as positive examples during non-instructional activities
 Communicate with appropriate staff concerning safety, cleanliness,
and behavioral issues

Plan for Working with Law Enforcement and Court Officials:
 Director of Safe, Civil and Caring Schools JCPC member/Social Workers
assist building level staff in establishing communication with local court
officials.
 Building level and Central Office staff have open lines of communication with
local law enforcement agencies through school-based School Resource
Officers.
 Law enforcement are encouraged to visit schools regularly and be visible
through activities like career days, school lunch programs, D.A.R.E. program
at intermediate schools.
 Law enforcement are used at extracurricular events (athletic events, major
elementary and intermediate events, graduation, etc.).
 Local Fire Departments conduct the Fire Safety Programs.
Informing the Community:
 Information about the Safe Schools Plan will be presented to the public at
school board meetings, parent advisory meetings, and civic meetings.
 Information will also be reported in local newspapers and on social media.
 Information regarding the Safe School Plan will also be included on the district
and individual school websites.
Instructions to the School Improvement Teams:
 Individual School Improvement Teams must incorporate applicable portions of
the Safe School Plan into each School Strategic Plan (maintaining safe and
orderly schools and addressing the needs of students who are at risk for
academic failure or who are disruptive or both).
 Safe School Team will review assessments of needs: Facilities Assessment,
School Safety Assessment, Teacher Working Conditions Survey, and
Customer Satisfaction Survey.
 Safe School Team will evaluate implementation of the Safe Schools Plan at
each individual school annually.
