MINUTES OF THE MEETING OF THE CATERHAM VALLEY PARISH COUNCIL HELD ON WEDNESDAY 11TH MARCH 2015 AT THE SOPER HALL HARESTONE VALLEY ROAD, CATERHAM Attendees: Cllr. M Lincoln – Chairman Cllr. Declarations of Disclosable Pecuniary Interest: To receive any disclosure by members of personal interests in matters on the agenda, the nature of any interests, and whether the member regards the interest to be prejudicial under the terms of the new Code of Conduct. Members are reminded of the need to repeat their declaration immediately prior to the commencement of the item in question. Public Participation – a period of up to, but no longer than 15 minutes, to hear questions or statements from members of the public. Individuals are allowed to speak for a maximum of 3 minutes. No members of the public or press were present 4. Reports Part 1 4.1 County Councillor’s Report County Councillor Sally Marks updated the Parish Councillors on the decision taken the previous evening by SCC to close 6 care homes in Surrey, one of which is Dormers in Caterham on the Hill. The decision was not easy as it was acknowledged that the care given is exemplary however new guidelines say that all rooms should be en-suite with ‘living’ space. It is not cost effective to improve the existing buildings. All residents will be rehoused and, if relevant, will be funded by SCC. There will no longer be Council owned care homes but private care homes which may be funded by the Council. Cllr Servant enquired as the situation regarding the gipsy camp at Tupwood Lane which has a permanent portacabin and 24hr surveillance. County Cllr. Marks confirmed that the agreement to change of use is still awaited but the site is being kept secure. Cllr Gaffney reported the road works being undertaken on Croydon Road following the recent resurfacing. It was confirmed that the utility firms are honour bound to restore the road to the condition prior to commencement of work and this needs to be monitored. County Cllr Marks confirmed that the gullies in Timberhill Road should have been cleaned now. 4.2 District Councillors’ Report In their absence the issue of the Marie Curie site was briefly discussed. The planning application will be considered at the TDC Planning Policy meeting on Thursday 12th March. Unfortunately, no member of the Parish Council is available to attend. 5. Planning 5.1 Current Planning The following planning applications were discussed at the Council Meeting on Wednesday 11th March 2015. Applications acknowledged as valid Monday 2nd February – Friday 6th February 2015 There were no applications for Caterham Valley Applications acknowledged as valid Monday 9th February – Friday 13th February 2015 TA/2015/173/NC Quadrant House, Croydon Road Case Officer: Ms M Taylor Change of use of a building from Office (Class B1) to a use falling within Class C3 (dwelling house). (Prior Approval) (Class J Part 3 of Schedule 2) Caterham Valley Parish Council objects to this application on the following grounds: Loss of yet more businesses and employment opportunities in Caterham (so far Caterham Cars, Orbital House, Valley Pub, Adult Education Centre and Social Services Centre have all gone to residential development). With the 53 units there is only an allocation of 45 parking spaces. With the serious lack of parking in Caterham, the TDC minimum of one and a half spaces unallocated or 2 spaces allocated should be applied. With over 100 people in the 53 units, this is a lot of cars using the side road by Waitrose, added to the normal supermarket and station traffic. This road was never designed to accommodate the amount of traffic that would result from the proposed development. Proper parking provision allied to adequate safe vehicle access is therefore essential. The current shops will be deprived of parking, so where are they expected to park. The main road is not an option as parking is restricted to one hour. Applications acknowledged as valid Monday 16th February – Friday 20th February 2015 TA/2014/1916 187 Croydon Road Case Officer: Mr Robin Evans Demolition of existing building. Erection of 2 blocks comprising 12 flats and associated parking. Caterham Valley Parish Council objects to this application for the following reasons: Loss of yet another business in Caterham (so far Caterham Cars, Orbital House, Valley Pub, Adult Education Centre and Social Services Centre have all gone to residential development). The site is 0.057 Hectare which equates to 3.135 units if adhering to TDC own density requirements, so 12 units is far in excess of the recommended maximum outside the town centre. The provision of only 12 parking spaces for 12 apartments is insufficient. Tandridge District Parking Standards state that 1 and 2 bedroom units should have 1.5 spaces unallocated and 2 spaces allocated which would equate to 18 and 24 spaces. Anything less than this will exacerbate already appalling parking problems in Caterham. The 3-storey development is inappropriate in size, density and design for the surroundings in which the vast majority of properties are 2-storey houses of Victorian and 1930s design. Installation of 2 refrigeration units on the car park roof and installation of new generator in the service yard. (Advertisement Consent) No Comment Applications acknowledged as valid Monday 23rd February – Friday 27th February 2015 TA/2015/273 329 Croydon Road Case Officer: Vivienne Riddle Variation of condition 2 of planning application 2014/1881 dated 15 January 2015 to allow for 3.6m long single storey rear extension. This application is to increase floor area of bedroom 2 and kitchen of ground floor flat 1 from the original specified area of 3.0m to 3.6m. Original application in 2010 was for the erection of single storey rear extension and conversion of resulting building into 4 self-contained flats. The variation in condition 2 should be refused as the owner/developer has already managed to get too much on the site. The owner/developer knew what the sizes were when they put in the original application. This is just to get more out of the tiny space. Caterham Valley Parish Council requests that this application is refused TA/2015/285 6 Bradenhurst Close Case Officer: Stephanie Milne Formation of hardstanding Caterham Valley Parish Council objects to the application on the basis that all the houses were built with double garages and the installation of hardstanding due to the removal of the garage will look out of keeping the street scene. The installation of the proposed decking will overlook the house opposite and will also be out of character with the area. TA/2015/294/TPO 3 The Clares TPO 1, 1995 (T) – Reduce crowns of 3 Prunus & 1 Ash to previous pruning points. Reduce height of conifer by 1m & lightly trim sides. Erection of semi-detached dwelling. 5.3 Planning Decisions by TDC TA/2014/2003/TPO 1 Harestone Drive APPROVED BY LETTER TPO 22, 2009 (T) - *T1 Yew – Shorten lower laterals to allow a 2m clearance from building at 77 Harestone Valley Road. *T2 Yew – shorten laterals towards propert at 77 Harestone Valley Road to achieve a residual lateral spread at lower laterals of 3m & at upper laterals of 1.5m. *T3 Yew – shorten lower laterals to allow a 2m clearance from property at 77 Harestone Valley Road & achieve a residual radial spread of 2.5m & raise to clear garage roof. (*Tree Nos. Reference the submitted specification & plan). 6. Minutes of the previous meeting held on 11TH February 2015 were agreed and signed as a true record. 7. Reports 7.1 Clerk’s Report – Part 1 for action i) Newsletter – the newsletter is in progress and is due to be published and circulated by the end of April. It was agreed that an article pertaining to the installation of new play equipment in Timberhill Play Area and the agreed installation in Tillingdown Play Area will be reported. Action: Clerk ii) iii) iv) v) vi) vii) Annual Parish Meeting – all invitations have been sent out, an advert has been booked into the Caterham Independent for the April and May editions. All final arrangements will be agreed at the next Parish Council meeting. Business Plan – Tuesday 24th March 7:15pm, Conference Room, Soper Hall Funding for The Bourne Society Centenary Commemoration – a request has been received from The Bourne Society towards a commemorative brochure for the WW1 Centenary Commermoration. It was agreed to provide a donation in the sum of £300 under S137. Funding for newly formed childminding group in Warlingham Village hall. It was agreed the Clerk will write to the author of the letter requesting further information. Action: Clerk Cllr Gaffney raised the issue of the Caterham Children’s Centre. It was agreed an article pertaining to this Centre will be included in the newsletter. Action: Clerk & JG. Timberhill play area/Tillinghdown & Funding – Discussion ensued regarding the reinstatement of Timberhill Play area and the utilization of the S106 money resulting from the development at the Adult Education Centre. After considerable discussion it was agreed the Parish Council would provide funding of £10,000 under S137 towards the reinstatement of the play area. The Clerk has received written confirmation that TDC will reinstate Tillingdown Play area in the financial year 2016/17 however the Clerk was requested to enquire of TDC whether both play areas could be reinstated in the current financial year if the Parish Council contributed £10,000 to that play area as well. Proposed – Cllr Servant; Seconded Cllr Gaffney, 5 in favour, 1 against. The vote was carried. Action: Clerk to communicate with TDC Soper Hall Hire - The Clerk reported that she had been approached by a volunteer of the Soper Hall regarding the hire fee paid by the Parish Council. It was agreed that if a hirer wished to use the conference room that the Parish will use the main hall instead. Following the issue raised at the last Council meeting regarding parents at Caterham School using Harestone Hill as a ‘short cut’ to the school to avoid congestion on Harestone Valley Road; the Clerk contacted the school and it has been denied that a message has been communicated to the school community to this effect. The chairman reported that since the enquiry by the Clerk, the use of Harestone Hill by the school minibus drivers and parents seems to have reduced. 7.3 Parish Councillors’ Reports Cllr Gaffney – 2 Saturday bunting making sessions for the Spring Fair at Soper Hall (14 th & 21st Feb) CTCWG meeting 13th February; Steering Committee 23rd February; CIL meeting at TDC 26th February Recruitment Day at Caterham Children's Centre 5th March; CCP AGM 5th March; Town Centre Design Workshops on 7th March & 11th March. As a result of the meetings attended it has been commented that more planting is needed in the Valley; the roundabout and planters are dull. It was suggested that the Valley should enter the ‘In Bloom’ competition. Action: Clerk to follow up Cllr Servant – attended the Caterham Town Centre Working Group meeting and a Steering Group Meeting. Cllr Dean – has visited the local shop keepers hearing their views on Caterham. Action: Clerk to provide bank mandates to Cllr Dean. Clerk to investigate who needs to authorize the hanging of white lights along the buildings. Cllr Jones – has had conversations with SECAM regarding the installation of a defibrillation machine in Caterham Valley however Church Walk has turned down the request. The leader of STREET is ill and therefore the centre is closed. The centre is run by the YMCA. Concern was expressed regarding the services available for the youth in the area. Action: Clerk to write to SCC regarding the situation and the lack of cover provided. Arrangements for the Caterham Food Festival and the Festival are in hand. 8.
