PUBLIC NOTICE
There will be a meeting of Churchstanton Parish Council to be held in Churchinford Village
Hall on Wednesday 12th March, 2014 at 7.30pm.
The press and public have a right to attend and may speak during Public Participation time at the
beginning of the meeting. The press and public may be excluded owing to the confidential nature
of the business under discussion; this will normally be at the end of the meeting.
The first two items are not part of the formal meeting of the Council
1) Public Participation Time (SO 1e & f); 15 minutes in length with each person to speak once only,
for no longer than 3 minutes, or shorter, at the discretion of the chairperson.
2) Reports from Neighbourhood Watch; Police; SC Cllr Henley and TDB Cllr Reed.
AGENDA
1) To resolve to exclude members of the press and public. To agree any items to be dealt with
after the public and press have been excluded as publicity would prejudice the public interest
by reason of the confidential nature of the business to be transacted [Public Bodies(Admission to
Meetings Act) 1960].
2) Apologies for absence and to consider whether to approve the reasons given.
3) Declarations of Interest: Members to declare any interests they have in agenda items that
accord with any Disclosable Pecuniary Interest (Localism Act 2011 s31 & 33).
4) Council Meeting Minutes-to confirm and sign the draft minutes of the meeting held on 28th
February 2014.
5) Action Review Summary: to receive and review the following items:
a) Culmhead Solar PV Farm- resolve to agree the extent of involvement in the Community
Benefit Scheme set up with Somerset Community Foundation.
b) TDBC SADMP Consultation- resolve to receive any update report on the proposed
development by West of England Developments of 8 Houses on half of the Public Open
Space, with 3 affordable, 2 social and handover of the shop as a ‘Preferred Option’ in
TDBC’s consultation;.
c) Allotments-Montywood and Mary Parsons to receive an update report on current
discussions to resolve issues in hand.
d) Superfast Broadband –resolve to receive any further reports from CDS, Upottery PC and
Cllr Firth.:
e) Parish Quarry- resolve the possible use of the skate park at the site and undertake a risk
assessment and survey of the woods.
f) Highways- resolve to consider the state of roads to the school and generally across the
Parish.
6) Parish Precept 2014/15-resolve to publish the Parish Precept calculations for 2014/15 of
£9,033 (£8681 precept plus £352 Council Tax Support Grant giving a total of £24.88 Band D
equivalent).
7) Planning- to consider and review any issues arising.
a) Parish Plan-resolve to receive an update from the meeting of the Steering Group held on
Wednesday 26th February; and to note the effect of Application 10/13/0035 being approved.

i. 10/13/0035 RESIDENTIAL DEVELOPMENT for the erection of 20 No. 1, 2, 3 and 4
bedroom dwellings, 5 No. Affordable Homes and Public Open Space at FORD HOUSE
FARM site, Honiton Road, Churchinford (amended scheme to 10/13/0016) as further
amended by email of the 30th January 2014 with amended site plan431-12b Landscape
Strategy Plan181/01c and Landscape Statement.
d) applications refused/withdrawn/appealed: to decide how to respond:
