NOTICE FOR INVITING EXPRESSION OF INTEREST
The Department of Industrial Training, Haryana invites sealed proposal for Expression of Interest (EOI) from
reputed firms for digitization of old student data/results and Development of Software/Web Portal for Post
admission activities, in all the Govt. & Private Industrial Training Institutes (ITIs) in the State of Haryana.
Introduction: The Department of Industrial Training, Haryana is imparting the Skill based training to the
unemployed youth through the network of 147 Govt. Industrial Training Institutes (114 GITIs and 33 GITIs for
Women) and 181 Private ITIs under Craftsman Training Scheme. One year, two year and three years duration
courses are being run in these institutes. During the current academic year 2015-16 there are 46357
sanctioned seats in GITIs and 25495 seats in Private ITIs.
SCOPE OF WORK:
The following activities are to be outsourced in order to digitize the old student data/result sheets and
development/implementation of Online Post Admission Activities. The Web based application will provide
seamless and Efficient Interaction for it is user at Head office and operational level. The ITD (Industrial
Training Department) Portal will have following Modules
1. ITD Portal With Content Management System on WCAG Guidelines
2. Student Information Module
3. Institute Management Module
4. Examination Management Module
5. Certificate Management Module
6. Scholarship Management Module
7. Mobile App for Students/Institute/Department
8. Apprenticeship and Placement Management Module
9. Asset Management Module
10. Integration With VTP Management Module of Gol.
Eligibility Criteria:
The bidders should satisfy the following eligibility criteria to qualify and requisites for submission of
proposals. Proposals not meeting the eligibility criteria and not containing the supporting documents will be
summarily rejected:
Turnover, Financial Performance:
The Bidder must be in operation for at least 7 years as on the date of this EOI, it should be a profit
making enterprise during the last 3 financial years and should have experience in software development,
system integration and IT Services. The Bidder must have an average turnover of Rs.5 Crores (Rs. Five Crore)
from IT projects for previous three years. A certificate from statutory auditors shall be attached as a proof for
the same.

Similar Project Experience:
The bidder should have readymade Institute/College Management Solution which should have been
implemented in reputed Educational Institutes/Govt. Education Deptt./Board. It should be multi location
project with minimum 50 locations running successfully and should attach copy of final sign off/Satisfaction
Certificate from the clients as a proof.
Government Sector Experience:
The bidder should have successfully completed and implemented at least 5 projects for any Govt.
Departments/Public Support Undertaking (PSU) and should have at least one work order of Haryana govt.
Bidder should have experience of Minimum Rs. 1 Crore of Application Development & Implementation.
Office:
The Company should have their office in Chandigarh (UT), Panchkula or Mohali. In case the, bidder does not
have an existing office in the said area, the Bidder should give an undertaking to establish a direct office
within two (2) months from the date of award of the contract, for the duration of the contract.
Other Requirements:
a) Registration - The Company should be registered under the Companies Act 1956 and should be in
existence for the last 8 years on the date of this EOI.
b) Organizational Focus - The Company should have experience in software services such as design,
development, operations and maintenance of software solutions with dedicated expertise in the technology
area(s) that are proposed.
c) The bidder must have minimum of 50 employees on its rolls showing details of their professional, technical
qualifications and experience. (Declaration from company HR).
d) Should possess valid registrations for all statutory requirements such as PAN, TIN, VAT, Service tax etc.
e) Should not have been charged of involvement in any malpractice, fraud, scandal or any criminal case or
have been blacklisted by any Central or State Government Department or Agency.
f) The bidder should be a SEI - CMM level 3 certified or ISO certification in software development activities.
g) Consortium is not allowed.
Proposal Submission:
The proposal (along with documentary proof for eligibility) of 'Expression Of Interest' (EOI) in sealed cover,
should reach the office of the Director, Industrial Training Department, Haryana, 30-Bays Building, Sector-17,
Chandigarh on or before........up to 2.00 p.m. Offers will be opened on the same day i.e. on..........at 4.00 p.m.
in the presence of the parties who may wish to be present. EOI will be evaluated by a Committee constituted
by this department. Qualified parties will be called for meeting to be notified later. The Department reserves

This is not a Request for proposal (RFP) and commercial bids SHOULD NOT be submitted with EOl.
Director, Industrial Training Department, Haryana reserves the right to examine / verify the supportive
documents / reports furnished by the bidders.
II. Bids found not having deposited requisite document fee of Rs XXXX/- shall not be considered.
III. Director, Industrial Training Department, Haryana would constitute an evaluation committee of officers
that will evaluate the responses in detail in order to determine whether they are substantially
responsive to the requirements set forth in the EOl. The decision taken by the committee in this regard
is final and binding on all the bidders of EOl.
IV. Director, Industrial Training Department, Haryana shall shortlist the vendors based on the requirements
and the responses submitted. Director, Industrial Training Department, Haryana reserves the right to
call only short listed vendors for a technical presentation / demo of their proposed solution on the date
and time decided by Director, Industrial Training Department, Haryana The decision taken by the
Director, Industrial Training Department, Haryana in this regard would be final and binding on all the
bidders of EOl.

Penalty:
In case the selected bidder fails to complete the works as per the scope and timelines scheduled in the RFP, a
penalty shall be imposed on the bidder (Details of penalty will be described in the RFP to be issued to the
shortlisted bidders).
Broad Scope of Work
1.
ITD Portal on WCAG Guidelines: The web portal should be developed in compliance with WCAG
guidelines and should have the following features:
1. General Information about Department
2. ITIs & their location.
3. ITI wise courses, admission process, fee structure & Downloadable prospectus.
4. Student registration with login credentials to monitor / track the application status.
5. Various Interactive application forms in downloadable format with instruction manual.
6. Schemes of the Department.
7. Date of counseling - will be published on Portal & SMS will be sent automatically to the registered
students.
8. Final Date of Fee Submission.
9. Following kind of users can register themselves in the ITD Portal & take various services provided by
the Department:
a) Citizen
b) Govt. ITIs
c) Student
d) CSC
e) Industry
f) Other Departments

10. This portal will be utilized by the Call Centre/Helpdesk Executives to reply to the various queries of
the public.

Additional Features:
1.
Search & Locate College: A facility to Search and locate Colleges. API integration with Google should be
provided to locate colleges.
2.
Facility to compare colleges for courses should be provided.
3.
The web portal on the whole should have authorized Logins for all the Colleges. The Department should
have the major administrative role to manage all the colleges' roles and access rights to change, edit or
update information.
4.
Online feedback and Complaint Tracking system should be active
5.
The colleges should be able to independently update the information for their colleges as per the rights
provided by the administrator.
There should be a provision for backend management of the portal through a user friendly and dynamic
Content Management System Only authorized users should have access to manage the complete backend

process for the web portal. This CMS will provide the role based access to colleges and all authorized users by
the Department. It should allow the following: For Administration:
1. To add/remove/edit any content and Information from backend.
2. To manage pages on the portal
3. To manage any menus on the website.
4. To provide authentication to various users with their credentials.
5. To add/remove any videos/files on the portal.
6. To provide audit log of the changes made by users.
7. To manage the user rolls. For Colleges:
1. Introducing new Colleges, courses, subjects and associated approval process.
2. Enabling to add/change process for admission schedule course wise and allocation of teachers.
3. Setting eligibility and selection criteria configuration for Admissions, Scholarships, and Transfers etc.
2. Student Information Module (SIM) Legacy System being replaced

3. Attendance tracking by student himself/parent. Features:
1. Prospectus of ITI can be purchased from ITI/CSC counter.

4. The application form will be entered by CSC operator using the ITD Application software at reasonable
cost. He can also take up entry of application received at ITI counters of nearby ITI's.
5. Receipt to the students will be issued with unique no. which will be used by the student to track the status.
6. Student can also register themselves in the Portal for using mobile services.
7. Student can check the schedule of counseling on the portal & if registered, will receive the SMS/email.
8. Status of fee submission.

B. Feedback: There should be an option for Feedback based on particular class, section, feedback title,
feedback content, share with options & type of feedback as its for student or employee. There should be
an option to choose class & section in student's case & department in employee's case. Feedback should
be marked for all class & section or for particular student in student case & for all department or
particular employee in employee's case. Teacher should have access rights to create, view & update
feedback of those classes & sections to whom he/she teaches in same manner as admin & principal.
Student should be able to view feedbacks created for his/her class & section or for him/her month wise.
C. Attendance: Teacher should be able to choose class & section, choose attendance to be marked, there
will be student's list. The Teacher should be able to mark attendance after choosing date for attendance
marking & marking attendance of student. Student's list should show current month's attendance count
and teacher/principal should have view of attendance by scrolling left, right, up & down or by using
arrows for different months & years.
D. Student Profile & Search:
Admin, Principal & Teacher should be able to search student by name or admission number and view
student's profile as student's details, result details, attendance details, health details & fee details. Student
Profile should provide following details:
• Student Details: Admission number, roll number, gender, etc .
• Attendance Details
• Fee Details: amount & total amount of all cycles, collected amount in different months & fine or dues
pending.
• Result Details: different subjects along with grade in that
• Health Details: height, weight, blood group, etc.
Parent Dashboard: Attendance, Circular, News, Events, Homework, Teachers assigned, details of assigned
teacher: along with their contact number in list for particular student clicked. PTM, feedback & dues
mentioned in dashboard provides information about children's PTMs & feedbacks & dues if pending.

1. Admission form is to be made available by concerned VTP to candidate @Rs. 20/- after
downloading/Photoshop from implementation manual.
2. Registration the candidates by using VTP's email id under the link 'Candidates registration' On the
website www.sdi.gov.in. User id of each candidate shall be received on VTP email (it should be used
while registering the candidates).
3. Go to again on website www.sdi.gov.in enter the VTP's user id and password then a link Vocation
Training Providers shall be reflected besides of 'Home' on said site.
4. Click the link ' Vocational Training Providers' then home page of concerned VTP shall be opened and at
left side all links shall be reflected through which all the activities of MES shall be carried out by
concerned VTP.
5. Further, 'Enroll the candidates' under link 'candidates Enrolment' by entering candidate's user id
received from SDIS web portal on VTP email id.
6. Generate enrolment letter of the enrolled candidates under the link 'Candidates Enrollment'.
7. After that add training calendar using the link 'Training calendar' for making batch/batches and submit
for approval of Training Batch Number (TBN) and forward the hard copies of admitted candidates to
this Directorate immediately.
8. After approval of TBN from State Directorate a mail shall be received on VTP email id then commence
the training.
9. Meanwhile send the details of candidate (those who reported for training or are actually present) for
assessment to RDAT using 'Training candidates Assessment Applications' under the link 'Assessment' of

undergone trainees. According the schedule of date and examination shall be conveyed to VTP by
RDAT.
10. Then apply on line for' Training cost claim' and send the hard copies of web generated training cost
claim along with result sheet duly signed by RDAT to the Directorate without any delay for speedy
disbursement of claim, in case VTP apply for second claim then ' undertaking ' along with proof stating
that training fee has been reimbursed to successful candidates for which they have got reimbursement
earlier from the state is to be furnished to Directorate.
11. After receiving training cost reimbursement claim disburse it to successful candidate and send the '
Utilization Certificates' to this Directorate immediately in the form of 19GFR.
