Progress Report 2008-2011
Sustainable development programme of Lugansk oblast was initiated in 2008 under
joint financing of UNDP and Lugansk Oblast State Administration. Project activities
consist of three components:
1. Support to development of transport infrastructure network in Lugansk oblast
including city and inter-city service.
2. Removing barriers for coal bed methane utilization in Lugansk oblast through the
Joint Implementation Mechanism (JI) of the Kyoto Protocol.
3. Removing barriers for urban landfills recovery and landfill methane utilisation
through the Joint Implementation Mechanism (JI) of the Kyoto Protocol.
In 2008 the following work was performed in 3 directions:
Tender on Feasibility study for Programme of landfill methane utilization in Lugansk
oblast through the Kyoto protocol mechanisms
Required tasks:
 to analyse landfill methane capture and use in Ukraine and Lugansk oblast in
particular (for 5 last years at least). Geomorphologic characteristic of the territory
and long-term anthropological effect to environment of the selected territories
should be taken into account.
 to analyse existing technologies of landfill methane capture and use on the world
market. Propose the optimal technology for landfills in Lugansk oblast. Present
the technological scheme of the process.
 to identify landfill site for the pilot project. Provide its environment and economic
background/justification. Classify municipal solid waste (MSW) on the selected
landfill and present technical model of utilisation including the list of required
equipment.
 to propose the ways of utilisation of collected biogas for the selected landfill and
neighbouring territory.
 to provide socio-economic and ecological substantiation of the project.
Tender on Feasibility study for Programme of coal bed methane utilization in Lugansk
oblast through the Kyoto protocol mechanisms
Required tasks:
 to analyze coal bed methane capture and utilisation in Ukraine and Lugansk
oblast in particular (for 5 last years at least). Provide information on the
effectiveness of such projects in Ukraine and abroad. Analyze modern
technologies of coal bed methane capture and utilisation on the world market.
 to develop and justify the most appropriate ways of GHG emission decrease for
different types of mines in Lugansk oblast
 to recommend the most appropriate technology of coal bed methane utilization
GHG emissions decrease for Lugansk oblast mines/coal beds. Provide its
environment and economic background/justification.
 to analyze Ukrainian legal/regulatory base for coal bed methane utilization.
Identify the needs for required legal/legislative change to support coal bed
methane utilization in Ukraine.
 to identify mine/s for the pilot project. Provide its environment and economic
background/justification. Present technical model of utilisation including the list of
required equipment.
 to propose the ways of utilization of coal bed methane for energy needs of the
neighboring territory.
 to provide socio-economic and ecological substantiation of the project.

to create a strategy for project replication. Develop a plan of an awareness
campaign for local authorities and local communities on cola bed methane
utilization, its ecological and socio-economic potential.
Tender on Feasibility study for Programme of optimization and development of transport
infrastructure of Lugansk oblast through the Kyoto protocol mechanisms.
Required tasks:
 to analyze current transport infrastructure of Lugansk oblast and identify its
problems/bottlenecks from both economic and environment point of view.
 to analyze greenhouse gas emissions, CO2 in particular, generated by motor
transport in Lugansk oblast in correlation with growing dynamic of motor
transportation.
 to recommend an optimized model of motor transportation and passenger traffic
for Lugansk oblast including potential development of road network, changes in
means of transport and traffic control.
 to propose the ways of GHG emission decrease through change of transport
means to more energy efficient/low emission. Present potential models and ways
of operation and purchase.
 to propose a programme of removing of economic and information barriers for
the sustainable development of Lugansk oblast transport infrastructure.
Above-mentioned works were performed by contractors with the assistance of Lugansk
Oblast State Administration, UNDP Country Office and project management. Landfill
methane utilization work performed by “Nadra Luganshchiny” LLC was estimated in a
positive way by UNDP Office in Bratislava. As a result Bratislava Office in cooperation
with Lugansk Office assisted in signing of Memorandum of Understanding between
“Nadra Luganshchiny” LLC and UNDP and also Letter of Exclusivity between “Nadra
Luganshchiny” LLC and Fortis Bank.
The involvement of UNDP Bratislava Office led to planning and implementation of Study
tour in Czech Republic in December. The team members of this trip were
representatives of Lugansk municipality, “Nadra Luganschiny” LLC and project
management. The objective of this trip was to study European experience related to
waste management and landfill methane utilization.
In 2009 the following work was performed:
Tender on Technical and economic assessment of biogas utilization in Lugansk SDW
landfill
Required tasks:
collection of existing data that is necessary for working draft (landfill location and
construction project, disposed waste composition, organization of waste
warehousing, composition and volume of emitted biogas)
- development of tasks for design
- topographic mapping and binding of existing landfill area to project landfill area
- implementation of engineering survey (geophysical, geological, gas and
chemical)
- definition of waste warehousing composition and structure, debit and emitted gas
composition
- definition of necessity in water supply and sewerage; power, heat and gas
supply, radio installation, external installation, waste disposal, telephone

installation, television, dispatching, fire safety and also necessity in special
conditions
Tender on Development of detailed design
for “Biogas utilization from the first line of
Lugansk municipal landfill of SDW (Solid
Domestic Waste) through the Kyoto Protocol
Required tasks:
 To carry out the preparatory stage for
detailed design development:
1. Information accumulation and
input data processing
2. Definition and cost-performance
optimization of scope and technical
specifications of necessary
equipment and materials
3. Area reconnaissance.
4. Selection of site for equipment installation and gas capture wells location.
 To develop the detailed design, including:
- definition and design of the shield;
- development of gas extraction layout and wells location;
- development of the layout and working design of biogas feeding
/processing/utilization point (unit);
- development of monitoring schedule of greenhouse gas emission reduction;
- development of Regulations for monitoring GHG emissions reduction;
- development of general layout;
- - elaboration of chapters “Civil works”, “Utilization system operation”,
“Feasibility study on the
utilization system”, “Labour security”,
“Environmental impact assessment” etc.

To carry out the design expertise (including review by governmental authorities)
and approval.
Tender on Determination of the most effective economic and environmental method of
landfill methane utilization from the first line of Lugansk landfill of solid domestic waste
through the Kyoto Protocol Mechanisms
Required tasks:
 To analyse global practice and existing technologies of landfill gas utilization
 To analyse present conditions and to determine possibilities for introduction of
above-mentioned practices and technologies on Lugansk SDW landfill
 To determine factors that influence on economic and environmental efficiency of
landfill gas
utilization and its characteristics related to methane utilization from
the first line of Lugansk landfill of solid domestic waste.
 To make comparative analysis of technologies, determined in task 2 and choice
of the most environmentally appropriate ones.
 To make comparative analysis of technologies, determined in task 2 and choice
of the most economically appropriate ones.
 To determine and justify the most economically and environmentally appropriate
method of methane utilization considering conditions of Lugansk SDW landfill

During project implementation geological specialists for implementation of
geological and engineering surveys on Lugansk SDW landfill and national experts on
landfill gas utilization were involved.
Participation in conferences/trainings:
Participation in HR and Procurement Training for UNDP – GEF Project Managers at
UNDP Regional Centre, Bratislava
Participation in Second Multinational Enterprises and Sustainable Development
International Conference, Metz, France
In 2010 the following work was performed:
February 23-24 – the arrival of the representatives of the Spanish company “Aenor” and
UNDP to Lugansk. The main purpose of the trip is to visit the landfill and conduct the
determination by “Aenor” company.
March – September – involvement of National expert on biogas utilization for
development of flare specification and participation in preparation of document for
tender on Development of detailed design for connection of flare to biogas collection
system on Lugansk SDW landfill
April 08 - May 06 – tender on procurement of flare on biogas collection and utilization on
Lugansk SDW landfill
July – receipt of Determination report from Aenor
During project implementation coal bed methane consultants for implementation of
geological survey on closed mines of Lugansk oblast and national experts on coal bed
methane utilization for PIN and business-plan development for project on coal bed
methane utilization on Khrustalskaya mine we involved.
Participation in conferences/trainings:
April 22-23 – the participation in the International Conference “Reclamation of SDW
landfills. Biogas collection and utilization” held in Odessa. The main goal of the
conference is to summarize the international experience on the implementation of the
projects of municipal landfills reclamation and biogas utilization through the Kyoto
Protocol Mechanisms.
May 26-28 – the participation in the “Carbon Conference” and in the exposition “Carbon
Expo 2010” held in Koln, Germany.
June 29-30 – the participation in the international exposition “Clean Tech 2010”, held in
Tel-Aviv, Israel.
November 1-10 – the attendance of the exposition “Canadian Waste and Recycling
Expo”, held in Toronto, Canada and visit of the enterprises in USA, specialized in waste
management and ecological innovation techniques.

For lack of Aenor’s accreditation, Project on landfill methane utilization could not pass
the determination and receive the Letter of Approval from National
Environmental Investment Agency of Ukraine for a long time.
As a result of delay in flare supply to Lugansk landfill by Biogas Technology and
problems related to adjustment of equipment, the date of the official opening of the flare
was postponed several times.
Because of refuse of local authorities to give financial support, development of transport
infrastructure has been suspended.
