Background: Education helps provide Myanmar’s children with opportunities to fulfil their potential and is critical to all aspects of social development. UNICEF supports the achievement of Basic Education and Gender Equality for all children in Myanmar. The core work of the Education Section is focused on the multi-donor Quality Basic Education Programme (QBEP). QBEP aims to support the Government of Myanmar to improve access to quality school readiness and primary level education for all children in Myanmar by ensuring national education policies and plans are inclusive and informed and through delivering quality education services to children in 34 core townships throughout the country. In addition, UNICEF works to enhance social cohesion through the Peacebuilding, Education and Advocacy (PBEA) initiative. 2. Objectives of the consultancy: Dedicated support is required to lead on documentation and communication of results and lessons learned from QBEP. The consultant will also support knowledge sharing and manage relations with QBEP partners. In addition, the consultant will undertake reporting requirements for QBEP and the Education Section more broadly and will jointly prepare grant applications for future funding. The assignment requires dedication of time that is beyond the time available to the Chief of Education and the Education team. 3. Geographic Area: Yangon, Myanmar 4. Type of Supervision/support required from UNICEF: The consultant will work under the guidance of the Education Chief and closely with the Education team. The consultant will also work with relevant Advocacy and Communication and Planning specialists. 7. Advertisement / Invitation / Request for Expression of Interest Applicants are asked to submit a: (1) Completed Expression of Interest form including financial bid—see Annex A (2) CV highlighting relevant experience and three professional references Expressions of Interest should be received by 23 October 2015 9. Selection process (EOI to be attached to TOR) This Request for Expression of Interest will be published internally and externally on UNICEF websites and shared broadly through existing networks and contacts. The consultant will be identified by UNICEF and QBEP partners based on a competitive selection process, taking into account the candidate’s experience, the quality of the answers produced, and the lump-sum requested. If necessary, UNICEF and its QBEP partners may require a telephone interview with shortlisted candidates. 10. Qualification and specialized knowledge/experience required for the assignment: Advanced degree in Education, Development, Communications or closely related field; 3 years’ work experience in Education, Development, Communications or closely related field; Excellent English communication skills, both written and verbal Demonstrable experience and ability in report writing and drafting grant proposals Excellent planning and coordination skills Proven inter-personal skills and experience working collaboratively with partners across cultures and sectors; Experience working in the East Asia Pacific region desirable; Experience working for a United Nations organisation an asset. 11. Other conditions: The consultant will be based in the Yangon office with some travel to field offices. A desk, desktop computer and email account will be provided. Life and health insurance UNICEF does not provide or arrange life or health insurance coverage for consultants and individual contractors, and consultants and individual contractors are not eligible to participate in the life or health insurance schemes available to United Nations staff members. Consultants and individual contractors are fully responsible for arranging, at their own expense, such life, health and other forms of insurance covering the period of their services as they consider appropriate. The responsibility of UNICEF is limited solely to the payment of compensation for service-incurred death, injury or illness as per the provisions detailed below. Insurance for service-incurred death, injury or illness TOR Consultancy for Education Communications, Advocacy and Partnerships Page 2 UNICEF Myanmar Terms Of Reference (TOR) for Individual Consultant Consultants and individual contractors who are authorized to travel at UNICEF expense or who are required under their contract to perform services in a UNICEF or United Nations office shall be provided with insurance coverage, through a UNICEF-retained third party insurance provider, covering death, injury and illness attributable to the performance of official UNICEF duties. Compensation in the event of service-incurred death, injury or illness shall be equivalent to amounts stipulated in the agreement between UNICEF and the insurance provider. Payment Monthly payments based on agreed deliverables. Confidentiality: The documents produced during the period of this consultancy will be treated as strictly confidential, and the rights of distribution and/ or publication will reside solely with UNICEF. The contract signed with the consultant will include the other general terms defined by UNICEF. 12. Nature of Penalty Clause to be stipulated in the contract: UNICEF Myanmar reserves the right not to pay the Contractor or withhold part of the payable amount if one or more requirements established for this assignment is not met or deadline set for the accomplishment of the tasks is missed.
