Background to programme

Following the earthquake that hit Haiti in January 2010, under the co-ordination framework of the

International Federation of Red Cross/Crescent Societies, British Red Cross (BRC) has established a programme to assist affected communities to recover from the disaster. The focus of these activities is shelter, clean water and sanitation, and livelihoods support. Risk reduction and resilience activities will also be included in planned BRC work. The programme is expected to last for approximately 2 years.

In Port-au-Prince, British Red Cross is implementing an integrated recovery programme to help families in the vulnerable, earthquake-affected neighbourhood of DelMas 19.

Job purpose

The WatSan Delegate is responsible for implementation of all WASH-related aspects of the BRC Integrated

Recovery Program in the neighbourhood of DelMas19, Port au Prince. S/he will coordinate closely with the

DelMas 19 Shelter Manager and Livelihoods Delegate(s). The WatSan Delegate will supervise national

WASH program staff and volunteers and will report to the DelMas19 Reconstruction Manager.

The WatSan Delegate will work to design and implement the WASH components, including beneficiary assessment and selection, technical design and costing of WatSan solutions, implementation of construction works for water and sanitation solutions, program monitoring including real time evaluation of activities, and project reporting. S/he will also work closely with national staff and volunteers and be responsible for ensuring they are trained to implement and administer the program appropriately.

The interventions include sanitation solutions at household or multiple household levels, drainage work including storm and household grey water solutions, rehabilitation of the communal drainage canal, installing water points, and hygiene promotion. Many of these activities will be closely integrated with

Shelter reconstruction works, and will require close coordination with the Shelter team.

Duties and responsibilities

1.

Under the management of the DelMas 19 Reconstruction Manager, and working closely with the

Shelter Manager and Shelter Delegate, contribute to the ongoing development of reconstruction strategies and detailed plans of action and budgets for the wider DelMas 19 Programme

2.

Design and cost appropriate sanitation solutions for integration into the shelter reconstruction project in DelMas 19

3.

Implement other WatSan solutions in the DelMas 19 target area as appropriate, including rehabilitation of existing latrines, installation of water points, drainage works etc

4.

Ensure that WASH components of the Integrated DelMas 19 Recovery Programme in Port-au-Prince are implemented on time, within budget and reach out to all eligible earthquake affected households

5.

Coordinate closely with IFRC regarding the drainage canal rehabilitation project, ensuring that tributary drainage works are successfully integrated to the main canal

6.

Manage the existing hygiene promotion team in DelMas 19, including successful implementation of solid waste management solutions

7.

Oversee the collection of data and the selection of WASH beneficiaries, with the assistance of staff and Haitian Red Cross volunteers

8.

Oversee all aspects of quality program implementation; ensure that effective program reporting, assessment, monitoring/evaluation systems for internal and external use are being maintained.

9.

Lead the process of dialogue with community committees, community leaders, and other stakeholders around appropriate WASH solutions

10.

Identify and recruit appropriate staff and volunteers

11.

Train project staff and Haitian Red Cross volunteers in all aspects of program delivery, including beneficiary communications and reporting

12.

To develop a regular process whereby all issues arising out of programme implementation that affect the well being of beneficiaries and communities, volunteers, staff, administration, achievement of targets are dealt with quickly and effectively at the field level

13.

To support the financial management of the project by working within the budget, and preparing monthly cash requirement forecasts for programme activities, for all programme related expenditure.

This will include budget variance reporting.

14.

In conjunction with the reporting and communications delegate and the programme manager, support the development and implementation of M&E, providing monitoring data to ensure the progress and achievements of the WASH programme is properly documented.

15.

Ensure that appropriate systems and methodologies for beneficiary accountability are in place including programme monitoring tools and formats, and a complaints mechanism

16.

Ensure that appropriate systems for ensuring that all programmes are taking measures to address the specific needs of the most vulnerable including the aged, disabled, single parent households, orphans and women.

17.

Coordinate closely with BRC Shelter and Livelihoods teams to ensure an integrated approach to recovery programming in DelMas 19

18.

Work closely with finance, logistics and administration teams of BRC to facilitate smooth programme delivery

19.

In collaboration with other team members, ensure clear information about the WASH programme is available for the affected population in useable formats to facilitate two way communications between communities and BRC.

To promote and facilitate the capacity building and development of staff and volunteers.

5.

To ensure that knowledge transfer within the programme, and the Movement is achieved, by documenting best practice/lessons learned as appropriate for the current programme and for future use.

6.

To perform other work related duties and responsibilities as may be assigned by the Head of

Programme or Programme Manager

Lateral relationships

1.

Support Services Manager, Finance Delegate, Logistics Manager/Delegate(s), UK based staff and advisors.

2.

Liaise/coordinate with IFRC delegations and PNS delegates as necessary.

3.

Coordinate closely with the Shelter Manager, Shelter Delegate, and Livelihoods Delegate(s), to ensure an integrated approach to DelMas 19 reconstruction and recovery.
