Proposed New Eligibility Rules Version 5 12/3/13 Current rules can be found on next page Specifics: All Rules apply to Qualifying, Friendly and Playoff Matches a) Players must be registered with Rugby Colorado. Registration will close 3 days before a club’s final League Match. b) Players must be attending an accredited high school, or taking home school or on-line courses affiliated with an accredited high school and legitimately working towards their diploma. a. Exception, Players who have graduated in the first semester of the same academic year as the Rugby Colorado competitive season shall be eligible to play if they meet all other eligibility requirements. b. If the competition season extends beyond the end of the school year and graduation, then the players may continue to participate in the competition provided that the players were otherwise eligible at the end of the school year. c) Players must not have reached their 19th birthday by the August 1st that occurs previous to the competitive season. d) Players must be at least 14 years old as of the August 1st previous to the season to participate with a high school club, and may not compete against anyone in a grade more advanced than sophomore. They, their parents and their coach must complete the USA Rugby waiver for U-15’s. e) Players must not play in a Qualifying Match for any other club in a fifteens match, including a High School team or club, College Club, or Senior Club competitions, while those players’ High School Qualifying Match season is in progress. f) Players must meet and remain in compliance with all applicable amateur standards. Frosh Soph Festival Eligibility Statement: Rugby Colorado sponsors a number of Frosh Soph festivals in parallel to the High School competitive season. The goal of the Frosh Soph festivals is to give younger players the ability to participate in and learn about fifteens rugby. a) Players must be currently enrolled in the 8th, 9th, or 10th grade in an accredited school or home school program b) Players must be 16 or under at the time of the festival c) A player must be registered with USA Rugby and Rugby Colorado Current Eligibility Text Player Eligibility Rev 12-1-12 Statement: RUGBY COLORADO IS A HIGH SCHOOL LEAGUE. EACH AND EVERY PLAYER MUST BE CURRENTLY BE ENROLLED IN HIGH SCHOOL TO PARTICIPATE IN RUGBY COLORADO. To more clearly define all of the rules pertaining to eligibility, we recommend that we follow the USA Rugby Player Eligibility guidelines listed below; Player Eligibility a) Players are eligible if they have not reached their 19th birthday by the August 1st that occurs at the start of the competitive season. c) Players must have certified High School transcripts either for two consecutive semesters including the semester that falls during the Competition Season, or, for players that have graduated, the final semester prior to graduation during the current academic year. d) If the competition season extends beyond the end of the school year, then the players may continue to participate in the competition provided that the players were otherwise eligible at the end of the school year. e) Players must be within four (4) years of the moment the player first enrolled in ninth grade, regardless of when that player started playing rugby or had the ability to start playing rugby. f) Player must have played for the team in at least two (2) Qualifying Matches or secondside match associated with a Qualifying Match during the competitive season at least a week apart from each other prior to participating in a USA Rugby Championship or Invitational Event. For the purposes of Section 5, a Qualifying Match is defined as regular season league matches as defined through SBRO local competition structures. g)Players must not play in a Qualifying Match for any other club in a fifteens match, including the High School team or club, College Club, or Senior Club competitions, while those players’ High School Qualifying Match season is in progress. h) Players must meet and remain in compliance with all applicable amateur standards. i) 8th Grade Rule- Amended 9-6-12 Players currently attending 8th grade may be allowed to play at the high school level with coaches and parents consent. The player and parent/guardian must sign the Written Agreement for U15 player to High School or U19 Rugby. 8th graders, upon entering high school must play with the club that their school feeds into, regardless if they played with a different club previously. j) Players are eligible to play for their home (geographic) school if they are enrolled in a district sponsored home school program •Players must not play in a qualifying match for any other team in a fifteens match, including the high school team, college team, or senior team competitions, while those players’ high school qualifying match season is in progress. •Players must meet and remain in compliance with all applicable amateur standards. •Players attending a High School which has a USA Rugby member club in good standing associated with that school or offering rugby to students of that school must play with that home club. •Players are bound geographically to the clubs their schools feed into (3-21-13) •REGISTERED PLAYERS ARE ONLY ELIGIBLE TO PLAY FOR THE TEAM THEY ARE REGISTERED WITH IN THAT PARTICULAR SEASON.
