OCB OFFICES CLOSED DUE TO HURRICANE SANDY
OCB’s office at 40 Rector Street is closed due to damage from Hurricane Sandy and
we do not know when we will be able to reoccupy the building. We have relocated
to temporary space at ONE METROTECH CENTER NORTH, 3rd floor, Brooklyn,
New York 11201. Because of continuing difficulties in resuming normal
operations, please review the information below in order to contact us, file papers,
confirm conferences, etc. All OCB staff can now be reached at their OCB phone
numbers and email addresses. For a list of phone numbers and email addresses,

Hearings
As is customary, requests to postpone a hearing should be made to the Hearing
Officer or to the Arbitrator. If you have a hearing [arbitration, improper practice or
representation] please confirm with your opposing counsel, the Hearing Officer or
Arbitrator that the hearing will be going forward. We have a reduced number of
rooms for hearings at One Metrotech Center. If you have a hearing that has been
confirmed, you must contact Susan Panepento, at spanepen@ocb.nyc.gov or 212306-7190 to reserve a room for your hearing. Hearings should not be held in
alternative space without consent of all parties.
Names of all attendees at the hearings taking place at One Metrotech Center
must be emailed to Rita Lawler at rlawler@ocb.nyc.gov by 3 p.m. the day
BEFORE the hearing. Parties should come prepared for the hearing – there is
no copy machine available for your use at our temporary offices.
Filing and Service of Documents
NYS Governor’s Executive Order 52 temporarily suspended "any . . . statute, local
law, ordinance, order, rule or regulation or part thereof, establishing limitations of
time for the filing or service of any legal action, notice or other process or
proceeding . . . where any limitation of time concludes during the period
commencing from" October 26, 2012, has been continued by Executive Order 81 to
extend through December 25, 2012. The Office of Collective Bargaining will follow
these Executive Orders. They are accessible on the Governor’s website
www.governor.ny.gov.
Also, until further notice, service of all correspondence, pleadings, briefs and filings
by email will be accepted. We encourage use of email rather than regular mail.
Please forward all documents to nyc-ocb@ocb.nyc.gov, or to the Hearing Officer
assigned to your case. Filing by regular mail will continue to be accepted, but regular
mail will take longer for us to process.
Extensions of Time to Submit Responsive Pleadings and Briefs
All requests for extensions of time to submit responsive pleadings and briefs should
be made after consultation with opposing counsel. Such requests should be directed
to the Hearing Officers or to John Wirenius, jwirenius@ocb.nyc.gov. Due to the
disruption in business caused by Hurricane Sandy, we will do our best to
accommodate the need for additional time.

Board Meetings
The October 29, 2012 meeting of the Board of Collective Bargaining was held on
November 13, 2012. The next scheduled meeting of the Board of Collective
Bargaining is December 18, 2012.
Requests for Arbitration and Waivers
We ask that you submit all Requests for Arbitration and Waivers electronically to
nyc-ocb@ocb.nyc.gov or to rlawler@ocb.nyc.gov. If you need additional time to
submit a Request for Arbitration, permission to do so must be obtained from
opposing counsel. Requests for additional time to submit waivers can be submitted
to Rita Lawler or Susan Panepento, spanepen@ocb.nyc.gov.
We ask that you revisit our website periodically for the most up-to-date information
concerning our temporary operations. Finally, but most important, all of us at OCB
wish our colleagues in the labor relations community a safe and full recovery from
Hurricane Sandy.
