Through participation in the programme older people will be reconnected to local networks and their involvement will strengthen their communities and improve their wellbeing. Ageing Better in Camden is a partnership of older people and agencies in Camden working closely together to tackle the social isolation and loneliness that many older people in the Borough experience. It is the result of a successful bidding process to the Big Lottery and extensive consultation and involvement within Camden to create a programme. The programme will run from July 2015 – June 2021, valued at over £9M. Almost £4.5M of this has been successfully secured from the Big Lottery Fund, with the remainder committed, or to be secured from local and wider agencies. Just short of £3M of this contribution will come in the value of ‘in-kind’ voluntary effort by local people, predominantly older people providing support to their more isolated fellow older citizens. Camden’s diverse communities are at the heart of the Ageing Better in Camden approach. Having identified that some older people are more likely to experience social isolation and loneliness there will be activities delivered by five of the Borough’s most affected neighbourhood communities (Kilburn, St Pancras Somers Town, Regent’s Park/ West Euston, Gospel Oak/ Haverstock, plus one more to be identified) and two of its minority communities (Bangladeshi, and lesbian, gay, bisexual & transgender). This first theme of working from within communities most affected will apply and test out assetbased community development approaches to tackling social isolation. Activities building on local resources, expertise and efforts will additionally address: older men’s social isolation; use of computers and the internet; intergenerational activities involving both older and younger people. Through participation in the programme older people will be reconnected to local networks and their involvement will strengthen their communities and improve their wellbeing. Ageing Better in Camden’s second theme sees the most isolated and lonely older people contacted and supported to build friendships and community links. A large team of volunteer Community Connectors (working in tandem with the NHS-funded Care Navigators), and Pharmacy staff (including those who deliver prescriptions) will identify those at most risk and draw them into local community activities and support. This will be complemented by an innovative internet site giving tailored recommendations on what support and activities are available to people. Recognising that there is learning from these efforts in Camden to tackle social isolation in older people, the Big Lottery Fund wants to ensure that approaches are tested and lessons learned both locally and wider. Ageing Better in Camden is committed to this ‘test and learn’ approach, and of communicating the change that it’s Asset-Based Community Development approach and targeted innovative initiatives bring about. As part of its third theme of agencies working together to tackle social isolation and loneliness, the partnership will see many opportunities for older people, communities and delivery agencies to come together to produce and refine activities, and to share how well they are impacting on social 3 isolation as the programme grows and develops. The current Project Plan describes how Ageing Better in Camden builds on partners’ participation in extensive networks - and how they have been recognised by these learning and good practice networks for innovation and effectiveness. Ageing Better in Camden has a Strategic Board which informs and supports the effective management, co-ordination and delivery. Role of Lead Partner: Age UK Camden Age UK Camden is the Ageing Better in Camden lead organisation and is solely responsible to Big Lottery Fund for the delivery of the programme in accordance with Big Lottery Fund terms and conditions. Age UK Camden is responsible for all financial and contractual arrangements for the project. This includes any sub-contracts issued as part of the project to deliver services or supply goods. The details of these arrangements will be governed by a separate legal agreement. Age UK Camden will be responsible for all funds received from Big Lottery Fund and will not be liable to make payments to delivery partners until they have received grant payments from Big Lottery Fund. Age UK Camden will provide quarterly project performance reports to the Strategic Partnership including finances All contracts made by Ageing Better in Camden are contracted by Age UK Camden. For full details of Ageing Better in Camden’s governance arrangements please see Ageing Better in Camden Project Plan 2015-2021 Appendix I 4 3 SERVICE SPECIFICATION Asset based community development project targeting men who are socially isolated and lonely or at risk of being socially isolated and lonely. Tender price (Capped): £42,511 from 1 July 2015 to 30 June 2017 fully inclusive of VAT. There is a possible additional £10,000 from 1 July 2015 to 30 June 2017 fully inclusive of VAT which Ageing Better in Camden has applied to the Big Lottery for. 6 years 2 years After 2 years, the service will be reviewed and may be varied, depending on the achievement of outcomes. 1 July 2015 Length of service: Service review date Expected service start date: Service delivery areas The Borough of Camden with particular focus on areas of high deprivation. Older men (60+) who are isolated and lonely or at risk from social isolation and loneliness Who the service is for: Expected Outcomes: The aim of this project is to provide as specific focus to address older men’s isolation. Evidence and experience shows that men are often reluctant to engage with activities and projects, and that specific approaches are required to engage with isolated older men. This project should build on earlier work undertaken by a range of organisations in Camden and other areas. We are looking for targeted work with outward facing community focussed goals that secure and celebrate men’s contributions. The overall Programme budget anticipates match funding over the two years of £66,000 for the Men’s Action Project. For the first year £30,000 of this has been identified for work complementary to this project. However these funds should not be included in the Men’s Action Project Budget. We do not expect further match funding to be identified at this stage but this would be subject to discussions between the successful delivery agency and Ageing Better in Camden. The project is to be run within the 3 themes of Ageing Better in Camden: test and learn, partnership and asset based community action. We are expecting innovative ways of targeting and reaching older men who are lonely and isolated or at risk of being so. It may be that one model suits one area or community but not another – the service must be flexible enough to adapt based on the requirements of the area. These two years are expected to trial which methods are most effective, ready to roll out in years 3 – 6. 5 The Men’s Action project will be part of the Ageing Better in Camden partnership. It will be expected to attend events, share learning, discuss ideas, refer and connect older participants to other parts of the partnership and beyond. The Men’s Action project will need to consider an asset based community development approach in its work. The project will need to involve older people in the planning process, running the service and ensuring the service is sustainable The older people need to be assets to service, not just participants. Please note that the specification is for the borough of Camden not for one particular area, and this needs to be reflected in the application. The table below sets out the outcomes we are seeking to achieve for this project. An outcome can be described as the impact a service has on the person. Outcome-focused services are fundamentally person-centred in approach, recognising that each individual is unique and will have different needs and requirements. The local evaluator will be providing the support on this project for evaluating the outcomes for each project. The provider will be expected to supply any information required by the local evaluator to enable them to measure and report on these outcomes. Outcomes will be reviewed throughout the life of the contract. The Provider will have policies and procedures in place for staff, which make it clear that all people working within the project: staff, volunteers and activists must not: - accept any gifts or cash from clients they may work with make personal use of the person’s property (e.g. telephone) borrow from or lend to individuals sell or dispose of goods belonging to the client and their family take responsibility for looking after any valuables on behalf of the person allow any unauthorised person (including children) or pets to accompany them when visiting the clients they are supporting The Provider will ensure: - All staff and volunteers are competent and trained to undertake the activities for which they are employed All staff and volunteers are aware of their Safeguarding responsibilities for both children and adults All staff and volunteers are aware of and familiar with the Provider’s policies and procedures All staff and volunteers complete a Disclosure and Barring Service (DBS) check before commencing any work with vulnerable adults in the community Role of Older People Older People and their views and energy are at the heart of Ageing Better in Camden. There has already been contact and engagement with older people via older ambassadors visiting more socially isolated people and finding out their views; consultation meetings in community centres and other venues. Over 300 people have been involved so far. It is envisaged that every project and programme will have older people’s involvement integrated into their work at its inception, with all of the Asset Based Development Models driven by and acted on by older people. 7 Asset Based Learning Approach This approach of viewing our communities as full of assets rather than problems is key to Ageing Better in Camden. Asset mapping and engagement, especially the engagement of older people as ‘assets’ not as passive recipients is fundamental to Ageing Better in Camden and needs to be embedded in your service. The Improvement and Development Agency (I&DeA) say “[An] asset approach values the capacity, skills, knowledge, connections and potential in a community. It doesn’t only see the problems that need fixing and the gaps that need filling. In an asset approach, the glass is half-full rather than half empty”. They also describe a range of different assets. Traditionally we tend to think of assets as buildings or capital, but we want to take a broader view of what assets are: Assets in individuals and groups: skills, knowledge, interests and time; what people can give to others using their hearts heads and hands. What they can achieve when they work together informally and formally. Partnership and Learning Ageing Better in Camden aims to be an effective partnership for change. It aims to share learning between organisations within Camden and beyond. This commitment will need to be shared by all its delivery agencies. All partners need to attend 2 Ageing Better in Camden meetings annually and 3 Ageing Better Older Voices meetings annually. Marketing and Logos Ageing Better in Camden aims to reach out to people and to listen and engage with people and expects all its delivery agencies to do this too. Marketing will be an important part of this service. All marketing needs to be Big Lottery and Ageing Better in Camden compliant Monitoring There will be monitoring meetings every three months. A delivery log will be developed with the Men’s Action Project.. Monitoring data will be provided a fortnight before monitoring meetings in the excel spreadsheet providing by Ageing Better in Camden. Evaluation and Learning Ageing Better in Camden is part of a National Ageing Better programme with evaluation and learning at its core. A key aspect of Ageing Better nationally and Ageing Better in Camden is to research into the effectiveness of different interventions that benefit and relieve social isolation and loneliness in older people. There is plentiful research that exposes loneliness as a devastating factor in mental and physical health, but insufficient data on what is the best method to alleviate it. Therefore the Big Lottery has contracted with Ecorys as a national evaluator of the overall project and Ageing Better in Camden is contracting out a local evaluator to investigate the work that we do. This will mean that projects will need to work hand in hand with local and national evaluation teams and have to comply with requests for data, which will come in the form of regular monitoring, requests for case studies and interviews. There will be an initial ‘baseline questionnaire’ for new users or members to fill in, this may be done by sampling. It also means that if an approach from a particular project is not working, then the Ageing Better in Camden 8 Programme Managers will work with the delivery agency to consider different approaches, and if this is not possible the contract will be terminated within 3 months. Equalities Ageing Better in Camden promotes the wellbeing of all older people and works to make later life a fulfilling and enjoyable experience. We recognise that every person is an individual with different needs, preferences and abilities. We aim to reflect this diversity in everything we do, including making our services inclusive and accessible to older people from all sections of the community, and attracting and retaining a diverse workforce. Diversity means difference, variety and multiplicity. It is also an approach to tackle inequality stemming from discrimination based on gender, age, race, colour, nationality, ethnic or national origin, disability, sexual orientation, responsibility for dependents, trade union or political activities, criminal record, religion or other beliefs, health status and other facets of identity. A diversity approach implies not simple toleration but respect for and celebration of how and what we are because of all our differences. Ageing Better in Camden recognises that some people are at greater risk of isolation and loneliness than others and may be ‘harder to reach’. These groups include people with dementia and other mental health needs; people with disabilities including sensory disabilities; people from black and minority ethnic communities and people who are lesbian, gay, bisexual and/or transgender.
