Torquay Museum Transition Project 2014/15
Overview
We want even more people to enjoy Torquay Museum and the opportunities that membership of Torquay
Museum Society provides for friendship, learning and well-being. We believe people deserve more than just
good service but an amazing experience that they won’t forget. We want more people to be inspired to take
part in Society and Museum activities and more people to visit the Museum more regularly.
Our HLF funded Transition Project aims to help ensure the continued viability of Torquay Museum.
We need to establish a better form of governance and develop and implement a more effective business
model that reflects a shift to a more volunteer resourced organisation.
We need to increase the number of volunteers who actively work within the museum and ensure that they
and our staff are well trained and competent.
We want to improve our fund raising abilities by developing the skills of our staff and volunteers.
We also need to rationalise our public space, unifying our reception and retail functions so that we need
fewer staff to serve visitors.
We are working closely with Torbay’s other museums, Torre Abbey and Brixham Museum, to identify and
implement a partnership approach that will enable more effective management, staffing and funding to be
put in place for the long term sustainability of Torbay’s museums.
The Transition Project and its staff will work closely with the Future Museums Project Torbay. The latter
project has been funded by Arts Council England since November 2011. Funding continues until 31/3/2015.
The project and its staff are hosted by Torquay Museum but work across all three museums. The Future
Museums Project has been supporting the development of a new governance model, potentially for Torbay’s
three museums and a programme of joint projects that have sought to build our audiences, improve our
services and make us more effective and sustainable.

About the roles
3 part-time fixed term roles are available funded by HLF:
 Project officer
 Campaigns and funding officer
 Community volunteer development officer
The salaries, working hours and terms and conditions are identical for each post:
Contract:
fixed term for one year from appointment.
Salary:
£27,000 p/a pro rata

You may be required to work some Saturdays and public holidays on a rota basis.
Holiday Entitlement:
28 days p/a pro rata + public holidays
Status:
This vacancy is on a FTA basis for 12 months from appointment.
It is Torquay Museum’s policy to accommodate part-time and other flexible working patterns. We will
consider secondments and contract based approaches for this post.
We would welcome applications from suitably qualified people who are interested in being appointed to any
2 of the roles combined – for example the Project officer and Campaigns and funding officer, on a 30 hour a
week basis.

Key Purpose of role
To support the delivery of the project working alongside the Director of TQM and other museum staff.
The Project Officer will work closely with the Future Museums Project Manager to ensure that where
appropriate activity and funding to support governance change is totally integrated.
Key result areas
Project management



Assist the Director with Project Reporting – preparation and submission of management reports to HLF development, implementation, monitoring and maintenance of the systems and procedures which set
out milestones, targets and reporting procedures for the duration of the Project and is linked to the
Budget and cash-flow.
Risk assessment - updating and monitoring of a risk assessment process for the Project alongside the
Director
Output monitoring - implementation of evaluation and monitoring procedures and systems to track the
projects outputs
Financial management


Assist the Director with budget maintenance and monitoring of an overall Project Budget and Cash-flow
Projection which sets out expenditure/income and cash flow for the duration of the Project.
Assist the Director with budgetary and cash flow monitoring, audit trail, the authorisation for payment of
orders for work and payment of partner funding claims, all within the limits and procedures of
delegation framework.
Contract management & procurement

Contract management – procurement of services including specification, tendering and contract
management. The key areas where external services and support need to be procured are:

Business planning

Staff and volunteer training, including H & S, customer service, retail management, fund raising etc

Governance change support.

Re-branding and marketing.

Architectural services and space planning.

Renewable energy installation.

Design and supply of interactive donations boxes.

Café trading opportunities.
Training programme


Identify staff and volunteer training needs.
Develop and manage the staff and volunteer training programme.
Staffing



Health and Safety - take reasonable care for the health and safety of yourself and others and comply
with all health and safety legislation as appropriate.
Assist with training and on-going support to Project Staff and in the procedures for record keeping,
reporting and expenses.
Identify and facilitate appropriate training for Project Staff to support delivery of project activities.

Key purpose of role
Develop fundraising skills, confidence and capacity within the Torquay Museum team and extend fundraising
networks. Identify new funding sources, Introduce and embed a new culture of fundraising within the
organisation and Raise funds.
Key result areas





Identify alternative sources of funding to support the organisation.
Develop and deliver a fundraising campaign.
Assist with the building of an endowment fund. Liaising with Trustees, staff, our legal advisers, Arts
Council England and the Museums Association.
Prioritise funding for sustainability measures to reduce costs - solar panels to reduce lighting costs Biomass boilers – insulation & lighting upgrade.
Secure funding for alterations to the museum’s ground floor to improve circulation and retail income
generation.







With the Project Officer develop and deliver fundraising training that will empower staff and volunteers
to raise funds.
Encourage an increase in donations by leading the development of engaging interactive donations
boxes.
Ensure legacy pack is fit for purpose and distributed.
Target 2 solicitors practices agree to encourage clients to leave legacies to the Museum.
Legacy income is enhanced over the next 3 years.
Target £5k of income form business memberships.
Campaign to raise funds to support the purchase of land to the rear of the museum and its potential
redevelopment.

Key purpose of role
Facilitate and develop volunteers operating from TQM widening our community of volunteers and increasing
our engagement with local communities.
The post holder will also work with the Future Museums Project Manager to ensure that opportunities for
encouraging volunteering across Torbay’s three museums are exploited effectively.
