Calling 311
by Eric Frank, CRESA 911 Emergency
Management Coordinator
Clark Regional Emergency Services Agency
(CRESA) is excited to announce a new
number for the community to use to report
non-emergency law enforcement issues.
Historically, Clark County has had one
number to call to connect with their local law
enforcement. This meant that if you had a
non-emergency complaint (like someone
had stolen your bicycle overnight) you had
no choice but to call 911 to report the crime.
Beginning this month, community members
can call 311 or 360-693-3111 to reach the
911 dispatchers. Using this line will help
prioritize incoming calls at the 911 center
and keep 911 open for emergencies.

BEYOND PLASTIC BAGS!
We have always been told never to put plastic bags in the
recycling bin, including plastic bags that have been used to
collect recyclable items. All plastic bags jam up the machinery,
cause a shut down and require someone to climb in to pull them
out.
Not a safe or efficient situation.
We can use reusable shopping bags and take back extra plastic
bags to the store so they can be properly recycled. However, in
addition to plastic shopping bags other plastic packaging material
abound including the wrapper around paper towels, the plastic
enveloping a new shirt, the sleeve holding the newspaper, to a
plastic bag containing bread.
And that's just a small sampling. Unfortunately, these materials
are often wasted or become litter instead of being properly recycled as valuable resources to produce new
products.
Now there is a new program to keep these materials out of the trash and off the sorting equipment. The
new Recycle Wrap/Beyond Bags pilot program joins together partners and agencies interested in a
comprehensive solution aimed at keeping plastic bags and wraps out of the environment and in the
economy: The partners include Safeway, WRAP, Trex, Parr Lumber, Waste Connections, Clark County
and its cities.
Residents, businesses and retailers are encouraged to join in this partnership.
Here's how we can make this program a success:
Make reusable bags our first choice when possible.
Keep plastic bags, wrap and film packaging out of curbside carts.
Collect the clean, dry plastic wraps and bags we do receive. No need to sort. It can all go in one plastic
bag.
Take the plastic film packaging, bags and wrap to our neighborhood Safeway or Fred Meyer store or another drop-off site where they can be collected, recycled and turned into valuable resources to make new
products, such as TREX composite lumber for benches and decking or new grocery bags.
More information including other drop-off sites can be found at:

PEST ALERT: TREE OF HEAVEN
These trees are being removed from the Shumway
Park. This non-native species is very invasive and
difficult to control if ignored. After cutting the
tree and all of the sprouts down to the ground,
paint the stumps with an undiluted herbicide
within 15 minutes. It may still take 2-3 years to
completely eliminate the plant

WESTSIDE
MOBILITY
STRATEGY
By Patrick Sweeney,
City of Vancouver
Are you interested in
transportation
issues and
opportunities in west
side Vancouver
neighborhoods,
downtown and
industrial areas?
What is the
Westside Mobility
Strategy?
The City of
Vancouver is
conducting
the Westside
Mobility Strategy to
assess transportation options that pro-vide the best possible balance be-tween a thriving port, industrial
areas, livable neighborhoods and a revitalizing urban core.
With the involvement of west side neighborhoods, businesses, industry and organizations, the study aims
to develop a strategy that will allow for continued job growth in Vancouver’s western industrial area and
port while maximizing the livability of neighborhoods and vitality of mixed-use commercial areas along
travel corridors.
What’s next?
We’re now in Phase 2: Developing Strategic Recommendations for the project by validating what we’ve
heard and observed in Phase 1: Existing Transportation Conditions.
Project staff provided a presentation and engaged meeting participants in a discussion on the following
topics:
1. Community values that will guide the development of the strategy and evaluation of alternative
solutions
2. A balanced mobility approach to planning transportation improvements
Specific network management concepts that can achieve the goals of the mobility strategy
