ROLE PROFILE

TITLE: Regional Operations Director – Middle East and Eurasia

CHILD SAFEGUARDING:

Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:

As a key member of the regional senior leadership team, Regional Operations Director – Middle East and

Eurasia (ROD - MEE) will take shared responsibility for transformation of the MEE region to a new full spectrum (humanitarian through to development) operating model whilst delivering Save the Children’s strategy within the region. ROD will lead country operations support aimed at ensuring that Save the

Children delivers quality operations and meets its mandate of humanitarian and development programming in all MEE countries. ROD will ensure that high quality support is given to Country Offices, Regional Office and Save the Children member staff in order to optimise the operational delivery of humanitarian and development programs in the MEE region. ROD is responsible for supporting operational and humanitarian aspects of Country Offices programming and ensuring adequate systems are in place to enable and facilitate quality program delivery in the field.

SCOPE OF ROLE:

Reports to: Regional Director - Middle East and Eurasia

Number of direct reports: 5-7 – including Regional Operations Advisers, Regional Head of Logistics,

Regional IT Officer, Regional Operations Project Officer.

KEY AREAS OF ACCOUNTABILITY:

Contribute as a member of the SCI MEE Senior Leadership Team, which involves:

Strategic development and delivery of international programming in line with Save the Children mandate, strategy and theory of change.

Developing and maintaining good relations with members, meeting the servicing requirements of members and their donors through first class customer service and collaborative working

Improving outcomes for children through delivery of Save the Children global strategies, initiatives and growth targets

Continuously strengthening the organisation – fit for the future and harnessing the extraordinary engagement, diversity, talent and commitment of our people

Creating an environment of continuous learning where staff are encouraged and supported to grow and develop and are willing to be held accountable for their commitments

Ensuring that the focus of the organisation remains on the rights and needs of children

Leadership, coordination and management, including:

Being the trusted partner of the Regional Director and Senior Leadership Team on all program operations and humanitarian matters

Managing and developing the performance of the Regional Operations Department

Working with Regional Operations Advisors to ensure Programme Operations Support provided to Country Offices across Middle East and Eurasia regions

Working with Regional Operations Advisors to provide oversight of full spectrum operations across MEE and to ensure quality and timely management information (KPIs, Operations

Monitoring Tool, SitReps, Dashboards etc.) is made widely available.

Contributing to Strategic Planning processes and leading or co-leading the coordination of country annual planning and reporting process from the regional office level

Ensuring representation of Save the Children with regional development and emergency donors, and donors of regional development and emergency projects, as delegated

Overseeing our key regional partnerships for humanitarian response and disaster management

(IASC MENA group, regional coordination mechanisms, including Syria Response etc.)

Consulting with members and Save the Children International (SCI) centre with an interest in providing operational and humanitarian support to the region and negotiate practical arrangements for this support

Acting as the focal point and sponsor for the Regional Humanitarian Strategies and Responses in the MEE and facilitating the structured involvement of PDQ, Security, Logistics, Finance, HR,

Awards, Admin, Advocacy/Comms

Working with PDQ team to ensure provision of a clear plan for DRR and Resilience and that TA is provided according to humanitarian programming needs

For category 3/4 emergency responses (small and medium), working with Regional

Director/County Director to ensure timely decision is made and backstopped

For category 1/2 responses, negotiating with Regional Director/Country Director/Save the

Children International Centre to establish how response can best be supported and backstopped

Working with Regional Head of Logistics to develop Logistics, Supply Chain and Procurement support capacity, systems and tools to enable quality program delivery for SCI in MEE

Supporting the development of regional (or cross regional) proposals

Ensuring that Country Offices in the region are supported through applying Save the Children

International systems and processes related to operations management and compliance to organisational standards and requirements, as well as quality assurance through continual improvement of policies, procedures, standards, guidance, and tools

Ensuring that Country Offices in the region are supported through applying Save the Children

International systems and processes related to regional logistics systems support, regional humanitarian responses coordination and support, regional operational and humanitarian capacity building and emergency preparedness

Identifying and developing regional talents as potential, successor for relevant senior roles and/or leaders to further enhance program operations and humanitarian work in the region

QUALIFICATIONS AND EXPERIENCE

Essential

Significant (ten years or more) senior level leadership and management experience in a large and complex international NGO or organization

Significant experience in managing most or all of the key elements of Operations and Humanitarian systems and areas: proposal development, planning, quality assurance, award management, logistics, emergency response, preparedness and capacity building

Graduate or post-graduate qualifications or equivalent experience in international development, humanitarian response and preparedness or a related discipline

Substantial knowledge of international development systems, institutions and donors, and of procedures, standards, accountability frameworks and best practices

Robust experience in developing and implementing organisational vision and strategies

A high level of expertise in representation and negotiation with governments/donors and international agencies, especially humanitarian agencies

Demonstrated ability to thrive in a matrix management environment. Highly developed interpersonal and communication skills including influencing, negotiation and coaching

Solid project management skills related to organisational development projects and international, cross-functional teams with a proven history of delivering results

Excellent facilitation and team building skills

Experience of building personal networks at senior levels, resulting in securing significant new opportunities for the organisation

Experience of solving complex issues through analysis, definition of a clear way forward and ensuring buy in
