There are questions about how this group should look and what it should do. The group can consolidate what CW does and integrate the many practices extant in Colorado. This would include CPM, DR, Trauma Informed practice and many others. CPM is ongoing, and will need guidance. Kinship practices are not aligned and need to be. Sub-PAC would like to reduce the number of groups meeting, and this could help. This group would need buy-in from sub-PAC. PA/POIT leaders could meet with DR Leadership Council and discuss how they could merge. The DRLC does not want to lose its purpose by merging with PA/POIT, and wants fair time devoted to DR practice. DRLC wants a commitment from the state that they will be empowered. Their scope and purpose may change. DCW wants evidence-based practices statewide. CQI is not a practice, but a process to refine practices. DR is a detailed practice and is an option for the counties, or they can adopt parts of DR such as RED Teams. We are still gathering information about DR to determine its efficacy. Parts of DR will be mandated at some time. There should also be a forum to discuss new practices. CFSP Update (Roni Spaulding) Roni is drafting the CFSP, due June 30, and is nearly finished. She has given webinars to inform the counties about CFSP. The Five-Year Plan is to strengthen practice, not to revolutionize it. The new measures are not very different from the current measures. Colorado is in good shape relative to many states that are not yet using CQI. The CFSP may utilize some county scorecard measures, and we may add a couple of lines to the scorecard. It will be a challenge to integrate the county scorecards, CState and ROM. ROM may be the solution. CQI should focus on this issue. There should be a discussion between CQIWG and CFSR groups. CQIWG could create a pool of indicators. We need some agreement on how indicators are measured. Would PA/POIT be the place to discuss this? We could invite members of the other groups involved to discuss this issue. The CQIWG is probably the best place for this discussion. We don’t know yet how to measure the federal requirements. It will be best if we finish reorganizing PA/POIT before tackling the coordination of the other groups. The PA/POIT could pull together the counties, who concerned about the lack of priorities being set for the various initiatives they are being asked to move forward simultaneously. *Action Item – Jon Sushinsky will email the counties and invite them to the next CQIWG meeting to discuss these issues. *Action Item – Phil Maes will inform CHSDA of this discussion. Kinship There are many disparate kinship practices throughout the state. Sub-PAC has a kinship sub-group that has been meeting for 7 months, and CHSDA has also formed a sub-group. This issue has also been discussed by DCW management as well. The task given this group has changed since it was initiated. There are issues with Trails entry, but the right people weren’t in the room to make decisions. Kinship practice is changing nationally. ARCH did a long-term study of kinship, so we now have data. Presentation – see handout attached Practice Model and Cohort 3 A retreat is being planned to discuss CPM coordination. As the state has moved resources to help small counties implement CPM, some of the large counties are losing their focus. Some counties are redirection their efforts toward CPM. Promising Practices Work Group – Corey Johnson The work group is finishing up evaluating the Adams3 proposal. They are also moving forward with a symposium in Pueblo on September 26, and are working on getting a location and funding. The webpage is being revamped in the new version of Sharepoint (2013), and Omni is working on the issue of presenting and making available to users all the attached documents that come with Promising Practice submittals. They are preparing to make the website public, and Omni is working on this aspect as well. The Promising Practices Compendium will need to be connected with county scorecards at some point. *Action Item – Dave Bellamy will discuss connected the Promising Practices Compendium with county scorecards and ROM with Jon Sushinsky. The work group has discussed some practices we would like to see in the compendium. PA/POIT would like to see more Promising Practices presentations. *Action Item – Phil Maes will talk to Dave Bellamy about additional presentations. The IV-E Waiver also has some potential for Promising Practices. Submitting a Promising Practice is rigorous work for the counties, but it is a chance to demonstrate their efforts to others. The small counties struggle linking outcomes to practices, and the state needs to help them. Meeting Adjourned - 3:15
