Invites applications for the position of:
Executive Director

Harrison County, population approximately 69,000, is located in North Central West Virginia.
The County features both rural and urban areas, with primary employment being in the fields of
technology, government, natural resource extraction, aviation and associated support industries.
The Harrison County Economic Development Corporation is a newly formed entity seeking its
first professional Executive Director. The successful candidate will have a proven track record
of attracting new businesses, creating jobs, adding tax base and supporting existing business
expansion within a community. This position reports directly to the Board of the Harrison
County Economic Development Corporation primarily through its Executive Committee.
Qualifications:






Professional Certification preferred. EDI training preferred. Bachelor’s Degree in
Business Management, Public Administration or development related field required,
Master’s Degree preferred.
Minimum of 3-5 years of experience in a leadership position of an economic or
community development focused organization a must.
Successful candidate must reside within Harrison County within 90 days of hire.
Salary based upon credentials and experience.
Employment contract defining salary, benefits, and incentive plan to be negotiated.
Strong interpersonal and collaboration skills.
Job Duties:




Plans, initiates and directs economic development programs and services for the County;
assists existing and potential businesses and industries; oversees the preparation and
maintenance of databases and site and demographic materials, files and records.
Markets the County through various contacts and resources; calls on and responds to
requests from businesses and site selection consultants; maintains confidentially on site
prospects; markets both regionally and nationally.
Initiates, develops and maintains programs to encourage business and industry to locate
and retain their location in the County; works with owners and staff of existing business
to determine ways of supporting current businesses.
Develops and administers a data base of prospective commercial sites; actively market
those sites to prospective firms and companies seeking to locate within the County.







Serves as the County's initial contact person regarding industrial prospects; coordinates
the marketing of industrial sites; serves as liaison with engineers, contractors, municipal
and county officials and industrial executives.
Meets with civic organizations, developers, educational institutions, municipalities, land
owners and citizens to learn the resources and needs of the County and promote the
merits of economic development.
Consults and confers with local business representatives, Chamber of Commerce,
realtors, and advisory committees regarding development activity planning and
implementation.
Represents the Harrison County Economic Development Corporation at meetings of
Harrison County Development Authority, Harrison County Economic Alliance, Harrison
County Chamber of Commerce, Harrison County Commission and Municipal Council
meetings as needed.
Maintains strong working relationships with local businesses and economic development
agencies, local and regional Chamber of Commerce organizations and other similar
groups that promote economic development.
Prepares comprehensive reports and presentations as required; prepares department
budget and monitors expenditures.
Performs other duties as required by the HCEDC Board.
Knowledge, Skills and Abilities






Considerable knowledge of principles, practices and processes involved in economic
development
Considerable knowledge of the principles of management, business, organizational
procedures and financing.
Considerable knowledge of economic, social and technological resources available in the
economic development field.
Considerable knowledge of the assets of the community and federal, state and local laws
pertaining to economic development and planning.
Skills in data collection and analysis; ability to establish and maintain pertinent data
bases.
Ability to communicate efficiently and effectively.
