PROPOSAL FOR THE e3 Civic High SCHOOL ADVISORY COUNCIL/SCHOOL SITE COUNCIL e3 Civic High - School Site Council (SSC | SAC) The e3 Governance model of inclusion, collaboration and transparency works to set forth a framework that is consistent with the e3 mission to serve students, California Education Code and the e3 Charter Petition. To that end, e3 has established a combined Student Site Council and School Advisory Committee which shall serve dual roles as required by the California Education Code and our Charter Petition. The role of the SSC | SAC and membership composition is set forth below. School Site Council (SSC): The SSC is a decision-making group that provides oversight on matters dealing with federally and state-funded programs: Economic Impact Aid-State Compensatory Education, Economic Impact Aid-Limited English Proficient, Title I, Title I Parent Involvement and Quality Education Investment Act programs. School Site Councils provide oversight of the academic planning and budgeting process associated with the Single Plan for Student Achievement (SPSA) in order to meet the needs of all students. SSCs provide meaningful consultation with the principal to oversee the implementation, monitoring, and revision of the SPSA, including reviewing and analyzing data; consulting with advisory groups; evaluating programs and activities; and allocating the expenditure of funds available to the school through categorical programs. School Advisory Committee (SAC): e3 recognizes that the education of students is a shared responsibility involving the school staff, students and their families, and members of our community. We value input from our stakeholders and are committed to encouraging partnerships to enhance the education of our students. The purpose of the e3 advisory committee is to serve in an advisory capacity to the Executive Director of e3 and to serve as a communication link between e3 the e3 Board of Directors. The SAC delegates have the opportunity to 1) promote school activities, 2) react to school programs and activities, 3) encourage and promote e3 unity through support programs and activities, and 4) serve as a feedback channel for student parent, school and community and 5) seek input from stakeholders. Membership The SSC | SAC shall be comprised of parents, community members, staff, and students who are selected by each of their constituent groups. The minimum number of members on the SSC | SAC is twelve (12). Membership is comprised of one quarter students, one quarter parents and community members (nondistrict employees); and half school personnel, with classroom teachers in the majority, and one other staff member (not a classroom teacher). The Executive Director is an ex-officio member of the SSC | SAC. The SSC | SAC may have more members, as long as the correct configuration secondary schools is maintained. Education Code 52852 requires that the SSC | SAC be configured with the following percentages: Minimum of twelve (12) members 25% Parents/Community Members (minimum of 3): ● Parents must have a child currently enrolled in the school. ● Parents/community members may not be employed at the school site. ● Parents shall be elected by parents of students at e3 25% Students (minimum of 3) 1 ● ● Students must be currently enrolled in the school Students shall be elected by students currently enrolled in e3* 50% School Personnel (minimum of 6) ● Principal/Executive Director (Ex Officio / Automatic Member) ● Minimum of three (4) Classroom Teachers ● Minimum of one (1) Other School Representative** ● Classroom teachers must be in the majority ● Classroom Teachers and School Representatives shall be elected by school staff. **Other School Representative is defined as follows: At least one staff member who is not a classroom teacher must be included on the SSC. The SSC shall design and conduct elections for these staff members to elect their representative. Examples: ELST, office staff, resource teachers, custodian. **Nomination forms will be made available to students. All students nominated by their peers MUST accept the nomination prior to their name being placed on the official ballot. Once the official ballot has been created, the currently enrolled students will vote for the student members. The three (3) students who receive the most votes will be the student members; the student receiving the fourth highest number of votes will be the student alternate. Bylaws See e3 SSC SAC Bylaws 2
