1. Background
East Jerusalem is one of the most politically sensitive and deprived area in the occupied
Palestinian territory (oPt). Residents of East Jerusalem experience on a regular basis land
confiscations, house evictions and demolitions, settlers violence and harassment, shortage of
classrooms, safe spaces to play and lack of municipal services.
Eight years ago, residents of Wadi Hilweh in Silwan, set up their own organization to document
settlers and Israeli Security Forces (ISF) violations. They developed their own website to publish
documented incidents with description and detailed photos and videos1. This website has
become an important source of information for human rights organization. The organization is
expanding its coverage to other neighborhoods of East Jerusalem and an information
management system is required to support the organization to more effectively process and
publish data related to incidents and grave violations on the situation in East Jerusalem.
2. Purpose of the Assignment
The purpose is to:
 Establish a computerized management information system to enable timely processing
and analysis of grave violations.
 Increase the coverage of the documentation of child rights violations, especially for
education related violations and child detention in East Jerusalem. This information will
serve to strengthen the evidence base for the Working Group of Grave Violations
(WGGV).
This consultancy will assist the organization to develop its own information management systems
(IMS) consisting of data collection, storage, processing, extrapolation and dissemination of
human rights violations data. This will ensure availability of timely relevant information to the
protection stakeholders using functional and user friendly interfaces. In addition to quantitative
data and statistical information, which are routinely collected and processed, the IMS will also
enable the publication of documented incidents into media website including documented videos
and photos which will strengthen the advocacy impact.
This consultancy is planned in conjunction with a PCA with War Child. Programme Output 1 of
the PCA signed with War Child Holland on 2 July 2015 states that: “Child rights defenders and
civil society organizations in targeted East Jerusalem areas (Silwan, Old City, Attur and
Essawiya) have increased capacity to document and monitor child rights grave violations in their

communities.” The key activity to achieve the output is activity 1.2: “Development of a monitoring,
reporting and response system through documentation of child rights violations. (UNICEFMadaa)”. Based on the new PCA regulations and the amount required to complete this work,
UNICEF will directly hire a consultant to develop an information management system to enable
the documentation and analysis of grave violations against children in East Jerusalem.

3. Major Tasks to be accomplished:
The Web developer will be contracted to assist, design and implement web-based management
information system including a website as frontend and relational database as backend.
The first step in the scope of work will be to conduct a comprehensive review of internal manual
work and documentation systems in the organization.
The work will include following tasks and activities to be implemented:
 Develop Requirement Specification Document which will contain brief description and
analysis to demonstrate that he/she understand the system objectives and scope of work.
 Development plan, in this phase management system development and implementation
plan should be prepared with below sections:
o Brief description of proposed system – objectives and scope
o Implementation methodology
o Plan containing the list of activities that need to be completed during the assignment with
time line (including reporting the progress at various phases)
o Development and implementation related risks and challenges
o Plan for managing the issues and change management plan
 Develop web-based management information system and relational database fully
normalized; this will include design and development of relational database schema; building
of the user friendly interface and forms (easy to learn); design and unit-testing of system
components, reports and templates; design and unit-testing of the security and system
administration module.
 Develop website that use the stored information to publish into the website.
 Develop detailed training materials and presentations; conduct the training in two phases:
training of the system administrators and data entry users.
 Perform installation /deployment of the management information system and website in
hosting server on real environment.
 Develop detailed documentation for the system administrators and developers and user
manuals using international standards:
o Full system design documentation including the core database and entity-relationship
schema, modules.
o Manuals for users and system administrators including administration, installation and
configuration guide.
o Technical documentation with thorough code documentation structure and content of
manuals will be developed in discussion with all relevant partners.
 Finalize completion report to demonstrate final acceptance of the system.
Specific tasks include:
The consultant will be engaged to perform tasks and duties on full time basis.
The consultant will not be based at the UNICEF office.

Recourse: UNICEF reserves the right to withhold all or a portion of payment if performance is
unsatisfactory, if work/outputs is incomplete, not delivered or for failure to meet deadlines.
5. Estimated duration of contract and Tentative Dates

6. Terms of Payment
30% upon completion of requirement specification document and database design.
35% upon completion the development of the management information system.
35% upon completion the website development, training.

7. Duty Station:

9. Qualification or Specialized Knowledge/Experience Required:















University degree in computer science, information systems, or a relevant field is
desirable.
At least 10 years of extensive experience and demonstrated ability in designing and
establishing management information systems
Extensive knowledge of web development (PHP, SQL, HTML/CSS, Javascript) and
experience in implementing content managed websites
Fundamental skills in data analysis and data modeling
Extensive knowledge of and experience with cross browser web development for IE,
Firefox, Opera, Safari and Chrome
Strong layout and design skills using Photoshop or other tools
Familiarity with UNIX environment and web server setup
High analytical skills using diverse and complex quantitative and qualitative data from a
wide range of sources
Preferably work-experiences with iNGOs in the context of Human Rights
Good communications and interpersonal skills
Self-motivated, proactive and organized, transparent working style
Ability to strictly observe given deadlines
Strong work ethic, ability to be self-directed and self-motivated
Able to work effectively in a multi-cultural environment
Language: Fluency in English
Responsibilities:
 Conduct needs analysis for the development of new system.
 Design database based on the conducted needs analysis.
 Import 2015 existing data.
 Design and implements innovative management information system using up to date
techniques and software methodologies.
 Build a security scheme for users to login and have different access rights relating to the
database.
 Build a new website for Madaa and connect it to the information in the developed
management system.
 Ensure the integrity and security of highly sensitive data.
 Create necessary technical and architectural documentation.
General Conditions
 Under the consultancy agreements, a month is defined as 21 working days, and fees are
prorated accordingly. Consultants are not paid for weekends or public holidays.
 Consultants are not entitled to payment of overtime. All remuneration must be within the
contract agreement.
 Consultant are not entitled to annual leave.
 No contract may commence unless the contract is signed by both UNICEF and the
consultant.
 Signed contracts must be sent by fax or email. Signed contract copy or written agreement
must be received by the office before Travel Authorization is issued.
 No consultant may travel without a signed travel authorization prior to the commencement
of the journey to the duty station.
 Unless authorized, UNICEF will buy the tickets of the consultant. In exceptional cases,
the consultant may be authorized to buy their travel tickets and shall be reimbursed at the
“most economical and direct route” but this must be agreed to beforehand.
 Consultants to complete the basic and advanced security course and submit certificates
to UNICEF before any travel is undertaken;
 Consultants will not have supervisory responsibilities or authority on UNICEF budget.

Consultant will be required to sign the Health statement for consultants prior to taking up
the assignment, and to provide documentary evidence of health insurance coverage,
including Medical Evacuation.
The Form 'Designation, change or revocation of beneficiary' must be completed by the
consultant upon arrival, at the HR Section.
