REPEAL OF THE CARBON TAX – INDUSTRY ASSISTANCE The Government will continue to provide assistance to support relevant businesses to meet their obligations under the carbon tax for 2013-14. However, now that there is no carbon tax, there is no longer any need for ongoing assistance. How does industry assistance work under the carbon tax? A range of measures were established to help business manage the impacts of the carbon tax, including the Jobs and Competitiveness Program, the Energy Security Fund and the Steel Transformation Plan. These measures were established in legislation, and were designed to help business to meet its liabilities under the carbon tax and remain competitive in international markets that do not have a carbon tax. Will industry assistance measures continue now that the carbon tax is repealed? Assistance will continue to support relevant businesses to meet their 2013-14 carbon tax liabilities. Now that the carbon tax has been repealed the assistance will no longer be necessary. Industry assistance programs established in legislation, including the Jobs and Competitiveness Program, Energy Security Fund and Steel Transformation Plan have been abolished, with effect from 1 July 2014. What happens to carbon units issued under the Jobs and Competitiveness Program and Energy Security Fund? Assistance will continue to support relevant businesses to meet their 2013-14 carbon tax liabilities. The repeal bills make arrangements to ‘true-up’ final assistance allocations so that businesses are not over- or under-allocated assistance for 2013-14. The buy-back facility for free carbon units issued for 2013-14 under the Jobs and Competitiveness Program and Energy Security Fund will continue to operate as legislated.
