GOVERNING BOARD MEETING MINUTES
220 SYCAMORE STREET, SUITE 200

June 26, 2013
12:15 p.m. – 1:45 p.m.
Beverly Grace, Governing Board Chairperson, brought the June 2013 Governing Board meeting to order at 12:15
p.m.
1. ATTENDANCE
Members in attendance: Beverly Grace, Teresa Curiel, Melinda Casey
Members that were missed: Marianne Willard, Angel Mason, Barbara Miller, Paula Sparkman
A quorum was not met.
Staff: Tori Prest, Paige Davison, Jennifer Torres, Rosie Flores-Wilfong, Beth Janes, Michael Lindsey, Brian
Heese
Beverly welcomed everyone and introductions were made.
2. NCCDI MISSION MOMENT
Brian shared that Barbara Miller, Governing Board member, attended the Annual Staff Appreciation Day on May
24, 2013. During the staff appreciation presentation a note holder with a puzzle piece attached to it was given to
each attendee, Barbara included. Management is working on a new Mission Statement. This statement will be
included on NCCDI letter head, labels, and business cards.
*A new Mission Statement will be ready for approval at the July or the August meeting.
3. APPROVAL OF MINUTES**(3 minutes)
*Approval of June 26, 2013 Governing Board Minutes –Approval of the minutes were tabled until the July
meeting.
4. ADDITIONS TO AGENDA
No additions to the agenda at this time.
5. REVIEW PLANNING CYCLE CALENDAR
The bound copy of the annual audit report will be available at the July meeting.
6. INFORMATIONAL REPORTS
*Matt Etzler presented an overview of the services he provides NCCDI Retirement 401K account recipients
He thinks it would beneficial to hold Governing Board Orientation Fiduciary Responsibility Training for current
and future board members.
*Bill Donaldson Insurance Update – a conference call was held with Bill along with an internet PowerPoint
presentation regarding insurance coverage and risks, health care reform, FMLA, and ERISA.

*Report on Board of Director’s Class – Beverly, Teresa, and Brian shared what they learned in the Board of
Director’s Class. Beverly stated that she would like the current board members to review the contents of the
Governing Board Leadership Binder section by section and to update the binders with current information.
*In July and August the Governing Board By-Laws will be reviewed. If approved by the board a change may be
made as to the number of terms members are eligible to serve. Beverly would also like to develop a center
visitation schedule for the board members.
7. ACTION ITEMS
*Head Lice Policy – Paige
The Head Lice Policy was tabled until the August meeting. The Policy Committee will be meeting before the
regular Policy Council meeting on August 15th.
8. DIRECTOR’S REPORT
Brian reviewed the Capacity Building Academy Work Plan Template. Brian shared that updating the website
should be completed in November. He has contacted grassroots.org and squarespace.com. These organizations
develop web sites at no cost to non profits. Brian’s written report is included for your review.
9. FISCAL REPORT
Kelly May, Chief Fiscal Officer, gave the Fiscal Report. Brian asked if anyone had any questions regarding the
fiscal report but there were none. Teresa Curiel made a motion to approve the fiscal report, Melinda Casey
seconded, the motion carried pending two votes. Kelly’s written report is included for your review.
10. SERVICE AREA REPORTS
*Health, Safety, Nutrition & Home Based Report: Paige shared how important having a base lead level blood test
is. A parent wanted to sign a waiver but a Family Advocate encouraged the parent to have their child’s blood lead
level done while they were in the Dr.s office for another matter. The parent agreed to the test and the child had
dangerous levels of lead in their blood. The child was immediately admitted to the hospital for treatment. The
test may have saved the child’s life. Paige and all Family Advocates will be encouraging all parents in the
program to have a base lead level done on their child. Paige’s written report is included in the packet for your
review.
*Family and Community Partnerships/Early Head Start Report: Tori’s written report is included for your review.
*Parent /Father Engagement Report: Mike’s written report is included in the packet for your review.
*ERSEA Report: No ERSEA Report this month.
*Personnel Report: Ashley’s written report is included for your review.
11. CORRESPONDENCE/ANNOUNCEMENTS -
No correspondence at this time.
12. POLICY COUNCIL REPORT
Melinda Casey, Policy Council Chairperson, reported the activities of the June Policy Council Meeting.
13. COMMUNITY AWARENESS INFORMATION
Community Action Agency along with Butte County Community Action Agency/North State Food
Bank are hosting a Tehama County Tailgate Food Giveaway on June 28th, 2013 from 9-12 at the
Tehama County Fairgrounds.
14. UNFINISHED BUSINESS
Nothing at this time.
15. NEW BUSINESS
No new business at this time.

Brian will be attending out of town trainings from July 15th to July 26th, 2013.

*Open Session Report – Brian updated his goals with the Governing Board.

Beverly Grace, Chairperson, adjourned the meeting at 2:15 p.m.
