General Manager ADM/1 Administration JOB SUMMARY This position is responsible for managing the operations of the Gulf Coast Water Authority. MAJOR DUTIES Meets with staff to provide direction, identify risks, and identify needed resources. Meets with the Board and Board President in regards to the organization’s challenges, goals and accomplishments; provides information and makes recommendations to help the Board make informed decisions; solicits the Board’s input and obtains their approvals; develops agenda and materials; ensures Texas Open Meeting regulations are enforced. Meets with customers, elected and appointed officials, governing boards and legislatures to conduct business reviews, become informed of issues of concern, and resolve problems. Identifies and qualifies engineering firms, attorneys, financial advisors, auditors, consultants, and scientists to provide professional services; develops and manages their contracts and work. Develops and works with attorneys and other parties in the development of contracts; establishes procedures and practices to ensure that the Authority meets its contractual obligations. Tracks and responds to activities of the state legislature; testifies at hearings; develops related strategies. Reviews and edits budgets, technical memoranda, staff action plans, quality reviews, and organizational expenses to ensure the organization is meeting its obligations and goals. Develops, implements, reviews and revises Authority procedures and programs. Develops and delivers presentations for public meetings. Represents the Authority in legal cases. Addresses news media inquiries. Participates in state, regional and national organizations to stay apprised of legal, regulatory, and technological developments that effect the organization. Reviews mail and email. Reviews and authorizes payroll changes, checks and purchase orders. Performs related duties. KNOWLEDGE REQUIRED BY THE POSITION Knowledge of state and federal laws, regulations and reporting requirements. Knowledge of legal transactions, procedures and documents. Knowledge of management principles to analyze programs, policies and operational needs. Knowledge of program assessment and strategic planning strategies. Knowledge of budget development and management principles. Skill in planning, organizing, directing and coordinating the work of personnel. Skill in the analysis of problems and the development and implementation of solutions. Skill in the preparation of clear and precise administrative and financial reports. Skill in oral and written communication. SUPERVISORY CONTROLS The Board President assigns work in terms of Authority goals and objectives. The supervisor review work through conferences, reports and observation of Authority activities. General Manager, Administration Page 2 GUIDELINES Guidelines include TCEQ Water Permit laws and regulations; EPA water treatment and water quality regulations; TCEQ utility rates; state and federal employment laws; and Texas Open Records laws and retention requirements. These guidelines require judgment, selection and interpretation in application. This position develops Authority guidelines. COMPLEXITY/SCOPE OF WORK The work consists of varied management and supervisory duties. The variety of tasks to be managed contributes to the complexity of the position. The purpose of this position is to manage the operations of the Gulf Coast Water Authority. Success in this position results in the efficiency and effectiveness of Authority operations. SUPERVISORY AND MANAGEMENT RESPONSIBILITY This position has direct supervision over Business Administrator (1), Distribution – Canal Manager (1), Water Treatment Plant Manager (1) and all other Authority personnel. MINIMUM QUALIFICATIONS Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field. Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the division/department in order to direct and coordinate work within the division/department, usually interpreted to require three to five years of related experience. Possession of or ability to readily obtain a valid driver’s license issued by the State of Texas for the type of vehicle or equipment operated. Ability to be bonded. Possession of or ability to readily obtain an appropriate state-certified license for water treatment and/or distribution as appropriate.
