Admissions Policy March 2013 1 Mission Statement As a Catholic Sixth Form College we strive to be a centre of educational excellence for the community built on faith, respect and trust. Cardinal Newman College is committed to equality and diversity Applications to Cardinal Newman College are welcomed from students who wish to continue their education in a Christian environment. Applications are encouraged from all those who respect the College’s Catholic ethos irrespective of their beliefs. 16-18 PROVISION AND 16-24 LLDD To be offered an interview for a place at the College, applicants must meet the following requirements: 1. The application must meet the deadline set for the submission of applications. The deadline is by 6pm on the first working day in March. Applications received after this date will be placed on a waiting list and if places continue to be available interviews will be allocated in date order. 2. A latest school report must have been received by Cardinal Newman College with respect to the applicant that endorses his/her suitability for the chosen course(s). The College’s 16-18 provision and 16-24 LLDD provision is intended primarily for young people funded by the Education Funding Agency and the Skills Funding Agency. Due to Safeguarding requirements, the College may not be able to accommodate older learners on this provision. Students who have met the requirements of the procedures set out above will be interviewed, either at the College or at their school. Applicants will be informed of the interview date either by letter or by their school. Allocation of Conditional Places Conditional places will be offered to students in the Spring for specific programmes of study subject to the following conditions: 1. Attendance at the interview on the date agreed and satisfactory outcome in terms of a student’s expressed commitment to meet the requirements of the chosen subject/course at Cardinal Newman College. 2. The applicant’s predicted grades meet the entry requirements and the specific course entry requirements. 3. An offer of a place must be accepted by the date notified. If no reply is received by that date, the offer may be withdrawn. If an applicant replies after this date he/she may be placed on a late acceptance waiting list. 4. The subject/course continues to be offered by Cardinal Newman College. 3 5. Learners on 16-19 provision without English and Maths GCSE at grade C or above are required to either re-sit or take an equivalent qualification as part of their Programme of Study. In order to be admitted to the College’s 16-24 Learners with Learning Difficulties and Disabilities programme, learners will be asked to provide evidence of need, normally including a Section 139a statement. This provision is funded where places are commissioned by the learners’ local authority. The College reserves the right to refuse an applicant (from any school) where the Principal (or his designated Deputy) believes that the safety and/or well-being of staff and/or students are compromised. Applicants must confirm their acceptance of the offer of a place within two working weeks of receipt of the offer. If no reply is received by this time, the offer may be withdrawn. If an applicant returns the form after two working weeks he/she may be placed on a late acceptance waiting list. Waiting List The College operates a waiting list for interview. Those whose applications are received after the first working day in March will automatically be placed on this waiting list unless they express a wish not to be included on the list. If it is anticipated places at the college will be available, interviews from the Waiting List will be allocated in date order of receipt of the application. Enrolment The exact date of enrolment will be communicated by letter following the written acceptance of the conditional offer. However, applicants must confirm their acceptance of the enrolment interview offer by the date stated in their letter or the offer may be withdrawn. If an applicant replies after this date he/she may be placed on a late acceptance waiting list. Students holding conditional course offers will be enrolled in the nominated period at the end of August. Student places will be confirmed at this point providing: • The entry requirements for the programme of study and the specific courses offered have been met • Satisfactory attendance at enrolment/induction has taken place • The course applied for continues to be offered • No unsatisfactory reference has been received from the applicant’s school In the event of a course being over-subscribed, priority will be given to those holding offers in the following order: 1. Attendance at one of the College’s partner high schools: All Hallows Brownedge St Mary’s Christ The king Corpus Christi 4 Holy Cross Leyland St Mary’s Our Lady’s St Cecilia’s St Bede’s (Lytham) St Bede’s (Ormskirk) 2. Availability on courses chosen on the application form 3. Level of attainment with respect to published programme level entry requirements 4. Date of receipt of application. 5. Distance of home from the college. Non-EEA learners The College is prepared to admit students who are not eligible for funding as residents of the European Economic Area (the EEA comprises of the European Union plus Iceland, Liechtenstein, Switzerland and Norway and each of their overseas territories) . These students will be required to pay the full College fees. These are set according to the framework set out in Appendix A of this document. For any such application: The College’s usual admissions requirements will apply, although confirmation of subject choices will depend on guidance from subject staff at enrolment and/or confirmation of examination comparability with UK qualifications. The College will require a contact name and address in the UK through whom all communication can be routed. The College is prepared to waive the usual requirement for an admissions interview with the applicant in cases where this proves logistically difficult, and in those cases will make a decision about the offer of a place on the completed application form, and a telephone interview. The College does not have any accommodation, and will be unable to offer any help in finding accommodation. Tuition fee charges will apply, as determined annually by the College. The College will require payment of all fees etc. before the student can be enrolled on to any courses. The student will be required to participate in all enrichment and other such activities as shall from time to time be required of all other 16-18 students The student shall be treated as every other student in College in terms of expectations of behaviour, attendance etc. In the case of a student excluded from College, the usual appeals system shall apply. If the exclusion decision is upheld by the Principal, then there will be no refund of any monies paid to the College for tuition or any other purpose. 5 Bursaries Bursaries are likely to be available. However this is subject to Government funding. You can ask for a copy of the college's own policy regarding bursaries and you can find further information in relation to bursaries at this government website: http://www.direct.gov.uk/en/EducationAndLearning/14To19/MoneyToLearn/16to19bursary/index. htm Fees There are no tuition fees chargeable to full-time students from within the European Union for those under 19 years of age on 1st September 2013. However, all new students are asked to pay a voluntary contribution of £30 at the point of enrolment. Some subjects/courses make a charge for additional books/materials and details of these appear in the published course information. Further information is set out in the College’s Fees Framework. Students over the age 19 on 1st September 2013 will be liable to pay tuition fees unless eligible for fee remission. This is set out in the College’s Fees Framework. 19+ Provision The College runs some courses funded by the Skills Funding Agency for adult learners. This provision is primarily for English for Speakers of Other Languages. Applicants are asked to complete an application form. This will be used to confirm their suitability for the provision and their eligibility for funding. Students over the age 19 on 1st September 2013 may be liable to pay tuition fees. Details can be found in the College’s Fees Framework. APPEALS If a student is refused a place at the College they may appeal in writing. The appeal will be held by the Principal. The appeal will be heard at the earliest opportunity. Parents are welcome to be present at any such appeal. The decision of the Principal at this meeting is final and applicants will be informed in writing. There is no further right of appeal. In the cases where it has not been possible to offer a place we will strive to suggest an alternative at other providers. 6
