Subject: Supply & Installation of Medical Gases & Vacuum Pipe Line

Systems in Renovated Main O T, Kasturba Hospital.

TECHNICAL SPECIFICATION

1. SCOPE OF WORK

Scope of work include design, supply fabrication, installing, testing, and commissioning of oxygen, nitrous oxide & vacuum pipeline system

2. MGPS SYSTEM DESIGN

MGPS should be designed as per the norms laid down in guidelines of NFPA99 standards/HTM 02-01 standards (International standards)

3. COMPONENTS OF MGPS SYSTEM

Medical Gas Pipeline components includes Medical Gas area Line pressure alarm,

Master alarm, Control Closing Unit, Oxygen flow Meter, Humidifier Bottle, Vacuum

Regulator, Collection Jar, High pressure antistatic tubing, Vacuum supply system.

All equipment should be from one source for easy compatibility and of good quality as per the specifications.

4. MGPS STANDARDS OF THE SYSTEM

Imported Products, wherever offered, should fully meet and comply with NFPA99 standards.

5. MGPS POST COMMISSIONING AND TESTING CERTIFICATES

Testing and installation certificate from tenderer with complete details of the product.

DISTRIBUTION PIPING

1. Copper Pipe

All pipes must be half hard, tempered seamless, phosphorus deoxidized, nonarsenic and fully degreased (DHP grade copper tubes materials). Chemical composition conforming to BS: 6017/1981, manufactured as per BS:EN:

1057:1996 : on half hard conditioned and dimensions tolerances as per

BS:EN:13348:2008. The supply of pipes should be accompanied with manufacturers test certificates for the physical properties of copper pipes and their chemical composition.

Pipe sizes to be used should be as under:

1.1 Copper Fittings

Copper fittings shall be made of Copper and suitable at working pressure of 17 bar and especially made for brazed socket type connections. Copper fittings should meet and as per EN 1254 standards.

1.2 Installation & testing

Installation: Installation of piping shall be carried out with utmost cleanliness. Only pipes, fittings and valves which have been degreased and brought in polythene sealed bags should be used at site. Pipe fixing clamps should be of non ferrous or non-deteriorating plastic suitable for the diameter of the pipe. All pipe joints should be made using flux less brazing method. All joints should be made of copper to copper. Adequate supports should be provided while laying pipelines to ensure that the pipes do not sag. The spacing of supports should not exceed 1.5 meter for any size of pipe. Suitable sleeves should be provided wherever pipes cross through wall/slabs. All pipe clamps should be non-reactive to copper.

1.3 Test

After erection, all the new pipes cleaned or purged with the help of dry nitrogen gas and complete existing and new system should be tested with dry nitrogen at

1.5 times of working pressure for 48 hours.

1.4 Painting & Supporting

Painting: All existing and proposed exposed pipes should be painted with two coats of synthetic enamel paint & color codification as per IS:2379 of 1963 standards. All concealed pipes to have gas identification bands/labels at appropriate distance.

1.5 Support

Supports should be provided to ensure that the pipes do not sag. The spacing supports should not exceed. 1.5m for size of pipe. Suitable sleeves should be provided wherever pipe cross through walls/slabs. All pipe clamps should be nonreactive to copper.

2.0 Gas Terminal Unit

The medical gas terminal unit: The wall mounted first fix assembly should consist of brass pipeline termination block with copper stub pipe permanently secured between a back plate and a gas specific plate which allows limited radial movement of the copper stub to align with the pipeline.

Terminal units should be gas specific and only accept the correct medical gas probe. Gas specific components should be pin-indexed to ensure that a correct gas specific assembly is achieved so that in normal course of dismantling for repair or maintenance, parts from other gases cannot inadvertently be used. Wall mounted terminal units should incorporate an anti-rotation pin to engage with connected downstream medical equipment ensuring correct orientation. Terminal units installed in booms or pendants should be attached to their respective flexible gas hose by a gas specific NIST fitting. Terminal units located in a rigid installation should be capable of single-handed insertion and removal of the correct medical gas probe.

The above specifications are in general, however as mentioned above, each

Terminal should strictly meet NFPA99 standards/HTM 02-01 standards(International standards) and should be compatible with existing system of hospital. Cont’d

3.Ward vacuum Unit

The ward vacuum unit should be designed for minimum servicing and high efficiency. Vacuum unit should have capacity of 600 ml wall mounted jar. Some of the features of the product should include:

Regulator body, which houses an on/off switch, regulation knob, vacuum gauge graduated in mbar.

The on/off switch should allow the operator to start or stop suction by turning the switch.

With regulation knob operation, knob operator can set the necessary vacuum amount.

The jar should be made of polycarbonate transparent and unbreakable.

Well proven fluid control trap (safety) should be fitted on the unit which automatically and efficiently shuts off vacuum fully, for preventing the transfer of liquid to the vacuum regulator, pipeline and pump.

4.0 Oxygen Flow meter with Humidifier Bottle

Back Pressure Compensated flow meter should be of accurate gas flow measurement with following features:

Control within a range of 0-15 LPM.

It should meet strict precision and durability standard.

The flow meter body should be made of brass chrome plated materials.

The flow tube and components should be made of clear, impact resistant

Polycarbonate.

Flow tube should have large and expanded 0-15 LPM range for Improved readability at low flows.

Inlet filter of stainless steel wire mesh to prevent entry of foreign particles

The humidifier bottle should be made of unbreakable & reusable polycarbonate material.

5.0 Bed Head Panel Unit

The bed head panel (horizontal) should be made from high strength extruded

Aluminium with anodized finish. The length should be 3ft. The panel should not be flipped opened. The panel should be able to house 1 X Oxygen, 1 X vacuum and 1

X Air outlets, and one nurse call system. The panel should have I.V. poles.

Infusion pump mounts, utility basket, monitor tray with slider, 2 nos. X 5/15 amp electrical socket, and other accessories.

6.0 Area Alarm (Digital)

Microprocessor Controlled Gas Alarm for different services like Oxygen, nitrous oxide, Vacuum having the following features:

Accurate on line Digital Display of Line Pressure for all the services.

Colour coded Bar Graph Display (LED) of Line pressure status (High,

Caution, Normal, Caution, and Low).

Audible Alarm for High & Low pressure condition.

Test and Alarm should acknowledge Mute facility.

Adjustable Alarm should acknowledge time span through program

Programming facility of (High – Caution– Normal– Caution– Low) Alarm limits for all

Services, from front panel

Facility to connect to remote slave alarm by potential free contacts should be provided.

7.0 ISOLATION VALVE

The valve used in the valve boxes should be ball type with quarter turn action for closing and opening of service. The specification for the valve & gauges are as given below.

8.0 HIGH PRESSURE RUBBER TUBE

Low pressure tubing black rubber with antistatic properties for connecting outlet points to suction regulators. PVC Transparent tube form suction bottles to patients.

Adapter (Machine to outlet): Matching adapter pin indexed for the gas outlet mentioned above that is adapter for Oxygen and vacuum. Each adapter should have barb or threads so that it can be connected to tube or suction / suction regulator.

GENERAL CONDITIONS a.

Product quoted must be installed in a Govt. Hospital preferably in Delhi. b.

The Bidder should have experience of 5-6 years in installation of

MGPS. c.

Bidder should have ISO certification for medical gas pipeline installation. d.

No bidder is allowed to quote the optional items. If option quoted the bid will be straightway rejected. e.

The bidder should have the experience of installation,

Maintenance & operation of MGPS in minimum 3 Govt.

Hospital. f.

Warranty for 2 years to be provided. g.

Demonstration is a must. h.

Company should provide an undertaking that they will provide

AMC for next 5 years after expiry of warranty period and should quote rates of AMC for next 5 years. Firm should also certify the availability of spares for next ten years. i.

On site repair of the system to be provided. j.

The vendor should visit the site for complete evaluation of the project and feasibility of his material before submitting the bid with due permission of the MS / KH and should also collect the line diagram of the proposed medical gas and suction pipe line.

The vendor should explore the possibility of using the existing

Flow Meters available in the hospital. k.

Company should certify its equipments after installation l.

The entire project has to be done on turnkey basis including internal civil and electrical works at the time of execution. m.

Must enclose compliance statement. n.

Should have service facility in Delhi.

Copper pipes supplied must be accompanied by chemical computation certified p.

Any misinformation regarding the specification of the equipment offered would mean technical rejection. q.

The bidder must enclose certificate from the manufacturer confirming that the outlet points are compliant to NFPA/HTM standards.

18. Rates of lowest bidder will be calculated on overall basis.

19.Company should give certificate that

(i) they have not quoted the rates lower than

than this in any other hospital.

(ii)they are not blacklisted and no CBI or vigilance enquiry is

going on against the firm.

20. Should have valid authorization certificate.
