Resolution Draft paper 1.3 Committee: DISEC Sponsors: Democratic Republic of the Congo, Ghana, Haiti, Japan, Philippines Signatories: Tanzania, Colombia, Bangladesh Preambulatory Clauses Acknowledging the lack of significant education and job opportunities in developing nations, particularly in impoverished slums, Emphasizing the opportunities education provides, including job opportunities and health education to prevent the spread of disease, Bearing in mind the unsafe conditions found in many slums, especially with regard to teachers and students, Operative Clauses Establishes the UN Foundation for the Education of Slums (UNFES) to provide funds for the construction of schools, hiring and training of teachers from areas both inside and outside of slums, and the creation of permanent education programs in areas with slums; Recognizing that the Coordinating Committee for International Infrastructural Projects will oversee the development of schools, centers, and other places of learning funded by the UNFES; Creates schools, classrooms, and other places of learning in or near slums for the education of slum residents with the aid of local private contractors or local residents of slums; Urges NGOs, IGOs, the World Bank, individuals, and nations willing to provide aid to donate to the aforementioned fund; a. Designates that a system, created by UNFES, be established to decide the safety of an area which will then be deemed appropriate or not for a school to be built and education provided Clarifies that schools will be created for the education of slum residents in areas where teachers and students can securely and safely teach and learn without a significant threat of violence, areas inside safer slums, but in areas outside of slums if a safe area cannot be found or created inside the affected slum; Mandates classrooms, and other places of learning created through UNFES, to have access to hygienic sanitation facilities and clean potable water; Directs that schools be able to administer basic medical supplies and food in times of crisis; Encourages students to attend through incentives such as food, clean water, and basic medical care also provided through UNFES; Calls for the creation of a comprehensive primary education course for slum residents attending UNFES schools that emphasizes reading, writing, and basic education required for service-level jobs; Appeals to teachers and community leaders to use education to help prevent crime in slums.
