Background Information
The Organisation
Churches of Christ Medical Santo (Medical Santo) is a Not-For-Profit medical aid organisation
established to provide Primary Health Services to the Northern Region of Vanuatu. Operated by
Churches of Christ in Queensland, and with support from Churches of Christ New Zealand and Vanuatu it
secures funding from a variety of sources. Medical Santo is based in the town of Luganville on the island
of Santo in Vanuatu and aims to provide high quality medical services to the local Ni-Vanuatu community,
expatriate locals, and foreign visitors and tourists. While a separate, organisation, the focus for Medical
Santo is to operate in partnership and support of the local Vanuatu Health Services.
Mission/Vision
1. Medical Santo exists to provide the people of Northern Vanuatu with a medical clinic service using visiting
medical officers, nursing and paramedical staff and locally trained medical professionals. The practice
concentrates on primary health care with general practitioner consultations, paediatrics, women’s health,
diabetes, hypertension, wound management and oral hygiene. This may also include emergency
medical treatment, pre hospital and pre clinic response and treatment (as the service can be activated for
emergencies outside the regular clinic hours). Our vision is for a healthier Vanuatu with reduced mortality
and morbidity by “Changing Lives” both physically and spiritually.
Location
Luganville, called "Santo" by people from Vanuatu's northern islands, is located on the large island of
Espiritu Santo. It is the second largest city in Vanuatu with a population of around 15,000 and a total on
the island of Espiritu Santo of around 45,000. Luganville is one of Vanuatu's busiest ports.
The current population of Luganville comprises a vast majority of ni-Vanuatu but also has a small
population of Chinese and European descendants.
Luganville has the second largest hospital in Vanuatu called Northern Provincial Hospital that is
responsible for 60% or 145,000 people from the Northern Islands of a total population of 250,000. It often
relies on assistance from overseas countries notably Australia, New Zealand, and China.
There are significant tourist opportunities in this northern area of Vanuatu. It is Medical Santo’s focus to
ensure all staff and volunteers have a balanced lifestyle and make the most of this South Pacific paradise
whilst working with the organisation. This is one of the rewards we can provide for you when taking up
this role. Many opportunities are available including SCUBA diving, caving, and exploring the natural
beaches and freshwater lagoons on Santo while you provide humanitarian medical aid in Vanuatu.
Role Information
The Role
This is a volunteer clinical leadership role within Medical Santo and is responsible for the day to day
management, operations and coordination of staff in the clinic. It reports to the Executive Committee of
Churches of Christ Medical Santo Inc.
Key Performance Criteria

A will and passion to provide humanitarian aid to the people of Vanuatu in a volunteer role. The
ability to work in the Clinic during rostered daytime hours and then be available to be called for
emergency situations.

Provide quality clinical medical service to all patients presenting for care within the expertise of
your medical ability and clinical experience.

Provide leadership and management to ensure Medical Santo provides quality clinical services
available to all patients presenting for care.

Be responsible and accountable to the Medical Santo Executive Committee for the 24hr
operational management of services through the best utilisation of the human, financial and
capital resources.

Develop and implement best practice strategies, directions and objectives for enhancing services
to the local community and monitoring outcomes against performance targets.

Contribute to business enhancement initiatives including the development, implementation and
evaluation of strategic and operational plans, policies and procedures which will ensure the
effective management of proactive service delivery.

Promote engagement in the local community in partnership with the local health authorities and
key Ni-Vanuatu stake holders.

As part of our team, respond when necessary to out of clinic calls for emergency care, and
coordinate and direct operations as appropriately qualified in accordance with organisational
policy. This requires the ability to be called back to service 24 hrs a day when needed.

Manage human resource functions including developing staff to their full potential, monitoring staff
performance and providing feedback. Application of Churches of Christ in Queensland HR and
OH&S procedures will be a key role.

Ensure that all Vanuatu legislative, policy and procedural requirements are adhered to.
Mandatory Requirements
1. Be a Registered Nurse Practitioner in Australia, New Zealand or equivalent with accepted
university qualifications.
2. Australian National police check or equivalent. This can be secured after application.
3. Provide 3 referees to support your suitability for this position.
Key Selection Criteria
Essential
1. Minimum qualification of a Bachelor of Nursing with demonstrated experience in a clinical position
2. Demonstrated experience managing a busy medical unit or community based medical facility
3. Experience developing, implementing and evaluating strategic and operational plans, policies and
procedures in a health setting
4. Proven experience developing supply inventories, monitoring stock and logistics
5. Experience developing corporate and individual health care plans and managing the confidential
storage of patient files
6. Problem-solving skills and preparedness to work with limited resources within a challenging
environment
7. Demonstrated commitment to teamwork and building the skills of others through formal and/or
informal training and coaching
8. Demonstrated ability to interact at a high level with key external stakeholders, within indigenous
government departments (or equivalent) and with local health services

9. Willingness and ability to work within a Christian Mission context using Medical Santo’s
philosophies, vision, and values; and have the ability to lead an organisation using those values.
10. Awareness and sensitivity of cross-cultural settings
Desirable
1. Previous clinical experience in an indigenous primary health care organisation, diabetes
management, wound care, tropical health, midwifery, women’s health, paediatrics, paramedic
training, hypertension, substance abuse, pathology, oral hygiene, wound management and or
emergency health care would be an advantage.
Remuneration



This is a volunteer role which is negotiated for up to three years. As this role develops it is
Medical Santo’s goal to be able to provide some financial reimbursement for living expenses.
Clean, basic, accommodation is provided in Luganville. There is the opportunity for close
dependants to be accommodated also.
A reimbursement and living package will be available up to the value of $35K AUD. This will
include suitable accommodation (as above), travel expenses, appropriate insurance cover and a
weekly living allowance. The package will be negotiated on an individual applicant basis taking
into consideration their circumstances as they apply to the volunteer role
