Southeastern Colorado Aquatics League CHAMPIONSHIP SWIM MEET July 18-20, 2014 Hosted by the Pueblo County Swim Team and Pueblo West Swim Team Altitude: 4685 ft. SANCTION: Held under the sanction of USA Swimming #2014-078F. LOCATION: Pueblo County High School Natatorium 1050 35th Lane Pueblo, CO 81006 FACILITIES: 25 Yard, 6 lane indoor pool with non-turbulent lane ropes. Pool has not be certified in accordance with 104.2.2C(4). Depth at the start end is 4.5 ft. and 13.5 ft. at the turn end. Seating available for spectators and a full concession stand will be available. TIMING: Colorado Timing System 6 with touch pads, back up buttons, and electronic scoreboard will be used. Swimmers will need to provide their own counter and timers for the distance events on Friday. VOLUNTEERS: Teams entering need to provide timers, place judges, and officials. Team assignments will be listed in the program or will be announced. OFFICIALS: Each team is to provide an official for each session in which they have a swimmer participating. If an official is not present, the team will be assessed a $25.00 fee to be paid at the end of the meet. Coaches are responsible for notifying the members of their team of any changes.) RULES: 1. USA Swimming Technical Rules and Codes of Regulation, the Southeastern Colorado Aquatics League (SECAL) by-laws and Council Meeting minutes will be the authorities for the conduct of the meet. 2. The Meet Referee will have complete control and final authority on all procedures regarding the conduct of the meet, including breaks and postponements. 3. Any protest at the meet shall go to the Meet Referee in writing as prescribed by the USA Rule Book. If the protest cannot be settled, it shall go to the Executive Board in writing within 48 hours with all pertinent information included. The Board must render a decision within 30 days. 4. This is a TIMED FINAL meet with entries being pre-seeded. 5. .The 500 yards and 1650 yards events will be seeded according to time – fastest to slowest. Heats in these events will consist of swimmers of all ages and the heats will be alternated – girls then boys. 6. Swimmers participating in Friday events must provide their own timers, and their own lap counters when necessary. 7. All participants will have hit a LEAGUE QUALIFYING TIME since July 31, 2013 to enter individual events and relays. (If a swimmer on the relay did not make a League qualifying time in an individual event, then the coach needs to provide proof that the swimmer participated in three meets with their team during the season of April 1, 2014 to the first day of the League Meet.) 8. Age as of May 15, 2014 will determine the swimmers age. 9. Warm-up procedures will follow in accordance with the CSI safety procedures. 10. The USA Swimming whistle start procedure will be used (USA Swimming Rule Book – Section 101.1.2). The USA Swimming NO RECALL method for false starts will be used (Section 101.1.3B). 11. Any swimmer entered in the meet must be certified by a USA Swimming member-coach as being proficient in performing a racing start or must start each race from within the water. When unaccompanied by a member-coach, it is the responsibility of the swimmer or the swimmer’s legal guardian to ensure compliance with this requirement. 12. All relays MUST BE DECLARED 30 MINUTES BEFORE THE SESSION BEGINS. (Names of relay swimmers must be included in the meet entries.) 13. Teams ARE RESPONSIBLE for the conduct of their team members, coaches, and boosters. TEAMS need to clean-up their team areas. 14. NO SMOKING OR ALCOHOLIC BEVERAGES WILL BE ALLOWED IN THE POOL AREA OR ANY AREA FREQUENTED BY THE SWIMMERS. 15. Use of audio or visual recording devices, including a cell phone, is not permitted in changing areas, rest rooms, or locker rooms. 16. Except where venue facilities require otherwise, changing into or out of swimsuits other than in locker rooms or other designated areas is not appropriate and is prohibited. 17. Photography from behind the blocks is not prohibited. If you have a team photographer, they must check in with the meet referee before the beginning of the meet. 18. At a sanctioned competitive event, USA Swimming athlete members must be under the supervision of a USA Swimming member coach during warm-up, competition, and warm-down. The meet Director or Meet Referee may assist the swimmer in making arrangements for such supervision, but it is the swimmer’s responsibility to make such arrangements prior to the start of the meet. ELIGIBILITY: 1. This is a CLOSED AGE GROUP MEET, open only to teams in good standing with SECAL and with their SECAL dues paid by June 1, 2014. Competitors must hold a current 2014 USA card, year round or seasonal, and must be prepared to show the card upon request. On-deck registration will not be permitted. 2. An UNATTACHED swimmer residing in the confines of the League and on the membership roster of a member club/team may enter this meet, thus accumulating awards according to USA Rules, but not points for the team on whose roster the swimmers name is listed. An UNATTACHED swimmer must hold a current USA card. 3. Swimmers must have participated in at least one session in a SECAL hosted meet (minimum of 2 events in that session with the exception of a Friday session where 1 event will count as a session) to participate in one session in the League Championship Meet. If they have participated in 2 sessions in a SECAL hosted meet then they can participate in 2 sessions at the League Championship Meet if the qualifying time requirement is met. 4. Swimmers that are 19 years of age or older as of May 15, 2014 may participate in a relay, but the relay will not receive points. ENTRIES: Teams will not be limited as to the number of competitors in individual events. Each team may enter no more than TWO (2) TEAMS per relay event. Each INDIVIDUAL may swim no more than FIVE (5) events and ONE (1) relay per day. Coaches should enter swimmers with their fastest qualifying time in the course that that time was achieved. ENTRY FEES: Entry fees are $3.00 per Individual Event and $5.00 per Relay. There is a $5.00 per swimmer surcharge. Please make checks to “Southeastern Colorado Aquatics League”. Fees should be submitted with entries and will be paid in full prior to the start of the meet. ENTRY PROCEDURES: ENTRY DEADLINE: SCRATCHES: ALL TIMES must be submitted in the course that the fastest qualifying time was achieved. Entries should be submitted using HyTek “Team Manager”. Manual entries will be charged a fee of $25. This is a qualifying meet so NO TIMES and LATE ENTRIES will not be accepted. Entries are to be received on Monday, July 14, 2014 by 9:00 PM. PROOF of TIME: If a swimmer DOES NOT meet the qualifying time, his/her coach will have 30 minutes from the time the results are posted to present the proof of time to the desk. Official Meet Results from the current swim season are required as proof of time. If unable to prove the time, a fee of $20.00 will be assessed, five points deducted from the team score, and the swimmer removed from the subsequent events and meet until the fine is paid. ELECTIONS COACH REPRESENTATIVES to the SECAL Executive Board as ex-officio members for the subsequent year will be elected at a Coach’s meeting on Sunday. The Year Round coaches will elect one representative and the Seasonal coaches will elect one representative. ATHLETE REPRESENTATIVES – Two swimmers will be elected to serve as ex-officio members to the SECAL Executive Board for the subsequent year. They will be expected to attend all Executive Board and Council Meetings (February, May, League Meet and September). 1. Each team may nominate one swimmer. The nomination must be given to the SECAL Secretary or the SECAL President by noon on Saturday. 2. Election will be held on Sunday. Any swimmer listed on the master sheet for the League Championship Meet shall have one vote. 3. Current Athlete Representatives will count the votes unless they are nominated. (Current Board Members will assist the Athlete Representatives.) SECAL MEETING There will be a SECAL Meeting between the Sunday morning and afternoon sessions of the meet for SECAL Representatives and Coaches. Purpose of the meeting is to do an evaluation of the meet, suggest items of business for the September meeting, and establish a date for the September meeting.
