Spring into Sundays at our libraries
Mornington Peninsula Shire’s libraries have again flung open their doors to open
on Sundays from 11am-3pm until November 29.
The 2015 Spring into Sundays program offers a wealth of activities with a little
bit of something for everyone.
The first Sunday of each month is Music Mayhem where you can have a bite to eat
as you listen to accomplished local musicians at the libraries. On the other
Sundays you may be interested in finding out what the fuss is with 3D printing,
learn about cryptic crosswords with David Astle, find ways to organise your
house with Dr DeClutter or stretch your limbs with pilates.
Your local library is a great hub of resources, offering a range of services
including both physical and electronic versions of books, talking books and
magazines, as well as computer, internet and Wi-Fi access. Our libraries also
offer a quiet place for you to study or work.

The Shire’s Customer Service team provides telephone hours from 8am until
5.30pm each weekday, excluding public holidays, simply call 1300 850 600 or
5950 1000.
Outside of these hours, your call to 1300 850 600 or 5950 1000 will be taken by
our after-hours contact service. In an emergency, our key duty officers are
available on a standby basis. The Shire’s Customer Service Centres are open from

Meetings are open to the public except where matters of a confidential or ‘incamera’ nature are discussed.
The Council conducts community Council meetings monthly which commence
with community briefings to the public, followed by dinner and the Council
meeting.

RATES PAYMENTS
How to pay your rates
There are a number of ways to pay your rates including Online, Direct Debit and in
person. See www.mornpen.vic.gov.au/Rates_Payments for more information. If
you are experiencing difficulty paying your rates, please contact the Shire on 5950
1080 to discuss the potential of a payment arrangement.
Paying by instalments
If you want to pay by instalments, the first instalment is due Wednesday 30th
September 2015. Call the Shire on 5950 1080 for more information.
Paying in full
If you choose to pay your rates in full, the total amount is due by February 15,
2016.
Pay Online or Direct Debit
Go to www.mornpen.vic.gov.au and choose ‘Make a Payment’ from the right-hand
menu to pay your rates online. You can also Direct Debit your payments – contact
the Shire to register for Direct Debit.
Receive Notices via email
You can now receive your Rates Notices electronically via email. To register to
receive your Rates Notice via email please contact the Shire on: 5950 1080.
Rates Notices via BPay View
With BPay View you can receive, store and pay your bills all within your online
banking. Refer to your individual bank for registration and details.
CONTIGUOUS LAND AND RATING
The provisions of the Valuation of Land Act 1960 specify that all Victorian Councils
are required to separately rate each part of a property that is able to be separately
occupied, which results in you receiving more than one rate notice for a single
property.
You may not realise that Council is also able to combine multiple titles onto one
rate notice where the titles are occupied by the same person. This is known as
contiguous rating.
Having your properties rated together is a financial benefit as you will only be
charged one Municipal Charge (currently $180). In some circumstances combining
multiple titles onto one rate notice can change the rating category, resulting in
further savings e.g. when residential vacant land is combined with an adjoining
residential dwelling the rate notice will be levied at the General Rate. The rate in
the dollar for General Rate is currently 20% less than the Vacant Land Rate.
Properties can be abutting or may be separated by a public purpose reserve or
open space, street, road, lane, footway, court, railway, thoroughfare or travelling
route.

Note: Mornington Peninsula Shire’s policy is to regularly review all contiguously
rated properties. Should you sell one or all of your properties the contiguous
rating will be cancelled.

‘NO CHARGE’ GREEN WASTE WEEKEND
14th and 15th November 2015
Dispose of your green waste for ‘no charge’ at Mornington Peninsula Shire’s ‘No
Charge’ Green Waste weekend at all Resource Recovery Centres (tips) on 14th and
15th November 2015.
The ‘No Charge’ Green Waste Weekend is for Shire residents or ratepayers only,
with green waste to be delivered only from residential vehicles and trailers. No
commercial vehicles or commercial green waste accepted. Proof of residency is
required to dispose of green waste for no charge on this weekend; for example
your driver’s licence, with your current address.
Delays are to be expected particularly at the beginning and end of the day.
Consider using the Tyabb site to avoid delays at Mornington. Mornington can only
accept up to 3 cubic metres of green waste per trip.
Green Waste includes all types of garden waste and untreated timber.
You can also opt-in to receive a 240 litre fortnightly kerbside green waste bin
collection if you live in the ‘urban area’ of the shire. There is a cost for this service.

TOWARDS CARBON NEUTRALITY
The Mornington Peninsula Shire Council recently committed to a policy of carbon
neutrality. Council is taking a proactive approach to managing the risks associated
with climate change. Work has progressed to understand the Shire’s carbon
footprint and the Shire has begun to develop an approach that maximises
greenhouse gas emissions reduction.
Nepean Ward Councillor Tim Rodgers is a strong advocate for a proactive
approach to managing the risks associated with climate change and said there are
some significant opportunities for the Shire to not only reduce its current
emissions, but to also invest in renewable energy options that set the Shire up to
be resilient to any future changes.
“The research says that we must do something about it and we have got to do
something about it now – both to mitigate and adapt,” he said.
Nepean Ward Councillors, Tim Rodgers and Hugh Fraser recently attended the
ICLEI World Congress in Seoul where they had the opportunity to engage with
other local government representatives on initiatives to build a climate resilient
community. Seoul was presented as a model of accelerated urbanization with its
pledge to cut emissions by 40% by 2030 and to reduce energy consumption by as
much as one nuclear reactor power plant’s capacity by developing renewable
energy.

Advocacy in action: transport, roads and public transport
Ongoing maintenance and improvement programs are required to improve the
conditions and safety of our arterial roads (managed by VicRoads) and to alleviate
congestion on the southern peninsula.
Inadequate public transport is creating barriers to mobility including access to
critical services, education and employment opportunities.
Mornington Peninsula Shire Councillors are very active in advocating for the
matters that are important to our community, and advocacy priorities are:

BURN OFF RESTRICTIONS EASED DURING OCTOBER
Mornington Peninsula Shire will ease burn off restrictions on small properties
(those less than 1500 square metres) throughout October 2015 to allow residents
to burn off for fire prevention purposes.
For the month of October 2015 Open Air Burning is permitted on land less than
1500 square metres only on Fridays and Saturdays between 9:00 am and 4:00 pm
provided that:
•
No more than 1 cubic metre of vegetation is burnt at any one time;
•
The fire is not within 10 metres of any neighbouring dwelling; and
•
The General Fire Safety Provisions are followed at all times
Open Air burning is prohibited on properties smaller than 1500 square metres at
all other times.
Mornington Peninsula Shire’s Municipal Fire Prevention Officer Damien Taylor
said the easing of restrictions for land less than 1500 square metres would assist
owners of smaller properties to reduce fine fuels in the lead up to the fire season.
Open Air Burning regulations for land more than 1500 square metres and more
than 40,000 square metres remain the same.

Customer Service Excellence
The Shire recently held community consultation sessions where residents,
ratepayers and visitors provided feedback on how the Shire interacts with
residents.
Shire Mayor Bev Colomb said the consultations were part of the Shire’s customer
service review, “The feedback gained will assist the Shire in reviewing its existing
customer service arrangements”, she said.

Footpath to connect Blairgowrie and Rye
A footpath is being proposed along Point Nepean Road, between Canterbury Jetty
Road and Minnimurra Road, and is currently in the preliminary planning and
design phase.
The aim is to provide sealed pedestrian connectivity between Rye and
Blairgowrie. The Shire is seeking feedback with regards to the proposed
alignment, which aims to maximise amenity and pedestrian safety for the
community and minimise impact to vegetation and cultural heritage. Path is
proposed for construction in 2016/2017, with planning and design in 2015/2016.
The Shire is also undertaking preliminary planning to allow for the missing link of
the Bay Trail in this section, and will advocate for state government funding when
the opportunities arise. The proposed alignment has been positioned to minimise
impact to vegetation and cultural heritage. Council is seeking feedback from the
community in relation to these two proposed paths. Please see the Shire’s website

Farmers find ‘Common Ground’
Rural landholders across the Shire are reaping the rewards of sharing experiences
and information through participation in the Shire’s Small Rural Landholder
Network.
This network is open to all rural landholders and agribusinesses on the peninsula.
It hosts regular training and discussion group activities on land, soil, water and
animal management topics to broaden agricultural knowledge and enhance
landuse capability.
The Shire has recently launched a new 12 part Fact Sheet series called ‘Common
Ground’, to support more targeted learning for local producers on a range of
themes including soils, water, pastures and livestock.

‘Sisters’ views protected
The view of an historic settlement site from the impressive land outcrops known
as the ‘Sisters’ in Sorrento has been preserved.
A VCAT hearing in June determined on a number of decisions, including that
planted vegetation is not allowed to impact on the view from the Eastern Sister
lookout of Sullivan Bay and the Western Sister.
Sullivan Bay is where Europeans first attempted to settle in 1803 – known as the
Collins Settlement, and VCAT’s decision pays tribute to the historic importance of
this site and provides strong support for the protection of the view of the area.
Council welcomed the VCAT decision, and thanked the community and local
groups such as the Nepean Historical Society, Nepean Conservation Group, Friends
of the Collins Settlement Sorrento and Nepean Ratepayers Association Settlement
Action Group for their support.
Gallery: Rabble-rousers and racing
10 October – 29 November, MPRG
The irreverent and playful rabble-rouser of the Archibalds, the Salon des Refusés
comes to Victoria for the first time in October at the Mornington Peninsula
Regional Gallery. Showcasing ‘the ones that got away’ from the 2015 Archibald
and Wynne Prizes, the exhibition is a prized selection of the humorous, innovative,
mad, bad and dangerous entries that were too fabulous to resist.
Alongside the Salon exhibition will be Mornington Peninsula Artist Ivan Durrant’s
Horsepower. This exhibition combines Durrant’s long-standing interest in horse
racing with photorealist techniques to create what he refers to as
‘supraphotolism’. Durrant turns up the volume on the vitality and excitement of
race day.

Gallery: $80,000 for refurb plans
Detailed planning will be undertaken for the Shire’s Mornington Peninsula
Regional Gallery to better equip the popular gallery and attraction.
Mornington Peninsula Shire Council and Friends of the MPRG have committed
$40,000 each towards the preparation of concept designs, project scoping,
financial modelling, business planning, and costings for a redeveloped gallery to
provide improved facilities and a potential tourism boost for the Mornington
Peninsula.
The Shire has established a working group to guide the redevelopment planning
process, consult with arts organisations and the community, and engage
architectural consultants. It is anticipated that planning will commence in October
with a redevelopment plan finalised in early 2016.
Following a review of the redevelopment plan by Council, a comprehensive
business case will be taken to state and federal governments and potential
benefactors to support the proposed development and attract funding.
FLYING THE FLAG FOR ARTS
Twenty-three flags featuring images by local artists have been installed
throughout Rosebud, Rye and Sorrento as part of Mornington Peninsula Shire’s ‘A
Creative Peninsula’ arts flag project.
The flags display a range of images created by local peninsula artists that reflect
their lives on the Mornington Peninsula.
The flags display works by Justine McNamara, Miodrag Jankovic, Sharron Okines,
Michael Leeworthy, Jennifer Ellen, and Sabra Lazarus.
Council and artists worked closely with local chambers of commerce and
businesses to bring the project to life.

Council plans to progress the colourful project across the townships of
Blairgowrie, McCrae, Dromana and Safety Beach in late 2015.
ARTISTS DRAW ON PARK FOR INSPIRATION
Creative works from the Shire’s pilot Artist in Residence program at Police Point
Shire Park in Portsea are already taking form.
Artists from a variety of disciplines are utilising the Shire’s dedicated arts facility
to be fully immersed in their practice through the Artist In Residence program that
commenced in May.
Artists taking part in the program include Carole Patullo and Jayne Bayley, Susie
Dee, Rosie Weiss, Studio 13 Ceramics, Gidja Walker and Bridgit Thomas, Liz Bodey
and Michael Husser – whose murals were painted in Rye.

Murals add vibrancy
French artist Michael Husser has completed two striking murals in Rye following
his time as an ‘artist in residence’ with the Shire’s art program in Portsea.
His work The Fisherman depicts seaside themes on the wall of The Rock café, at
the corner of Napier Street and Point Nepean Road, Rye. Humans and is painted on
the foreshore amenities block near the lime kilns in Rye.
Michael developed the concepts and drawings for the project in association with
the Rye Beach Community Action Group, and the artworks were created with
support from the group and Mornington Peninsula Shire.

Spring into The Briars
For an adventure steeped in local history and blooming with flora and fauna visit
The Briars, a 230 hectare property owned by the Shire and located in Mount
Martha.

The Briars Park offers visitor information centre with interactive displays, bird
watching at our bird hides, wildlife sanctuary and wetlands, walking trails and
boardwalks, historic farm buildings, woodlands walks, gardens and vineyard, and
BBQ facilities, kiosk and picnic areas.
Historic Homestead and Gardens
The Briars Homestead was constructed from 1848 to 1851 and was used by
Alexander Balcombe until 1876 as he farmed the land surrounding it and tended
to 100 acres of vineyards.
Shire Nursery
The Shire Nursery grows an extensive range of indigenous plants from locallycollected seed. These include groundcovers, grasses, shrubs and trees from the
diverse plant communities that occur on the peninsula. The nursery also stocks a
large range of plants from across Australia.
Eco Living Display Centre
The Shire’s Eco Living Display Centre, located at The Briars, shows first-hand how
water, energy and waste efficiency features work to reduce your impact on the
environment, reduce your bills and make your home more comfortable.

Spotlight walks
Friday 2nd and Saturday 3rd October 2015, 7.00 - 8.30pm. The Ranger-Guided
Spotlight Walks in the Wildlife Sanctuary cater for families and individuals.

Napoleon’s Picnic Platter
Sunday 18th October 2015, 10am-noon at the Historic Briars Homestead.
Commemorate the 200th Anniversary of Napoleon’s exile on St Helena and arrival
at William Balcombe’s residence, The Briars with The National Trust. $20 per

Warringine Wetlands
The Warringine Park boardwalk reconstruction is well underway following the
bushfire in January this year which burnt over 700m of the boardwalk.
Constructing firm tracks over the mud into the works area for deliveries of timber
has been a major challenge in the first part of the project. The boardwalk and
crushed rock track which runs from Salmon Street, Hastings to Jacks Beach,
Bittern provides 3.5km of opportunities for quiet nature observation and exercise.
The Mornington Peninsula Shire hopes to re-open the boardwalk in early
November.
CCTV for Mount Martha, Mount Eliza and Mornington
M ornington Peninsula Shire has partnered with Victoria Police and the
Commonwealth Government to implement new public safety infrastructure across
Mornington, Mount Eliza and Mount Martha. This collective project will see the
installation of 33 CCTV cameras across the three townships, as well as laneway
lighting upgrades to the Mornington Laneways.
Victoria Police have been involved in the project to determine the most ideal
locations for the CCTV cameras to be installed.
CCTV Projects are funded mostly by the Commonwealth Government as part of
their Safer Streets Programme, and are part funded by the Department of Justice
as part of their Public Safety Infrastructure Fund.
The installation is due to start in mid- September and is expected to be completed
before the end of 2015.
VISIT THE NEW AND IMPROVED MORNINGTON PIER
A community celebration was held at the Mornington Pier on August 8th to
mark the official re-opening of the towns’ iconic structure, with locals and
visitors invited to come along and enjoy a free sausage sizzle and family
activities.
Improvements made in the re-build of the pier include:
• Concrete wave protection panels designed to withstand storms and provide
some protection to vessels berthed in the fisherman’s wharf.
• An extended concrete pier section with timber decked walking surface
• A new 60 meter low-landing area providing improved access to the water
The next phase of renovations will take place on the Pier forecourt to create more
usable public space at the forecourt and inner section of the pier for recreation
activities and events.
PENINSULA TRANSPORT ASSIST INC
Peninsula Transport Assist Inc (PTA) is now a fully sustainable volunteer
community transport organisation.
PTA provides transport for disadvantaged residents on the peninsula through
managing a booking system which matches available transport with available
volunteer drivers.
PTA organises volunteers using their own vehicles, or a shared pool vehicle or bus,
to drive vulnerable residents to medical appointments, rehabilitation, social
inclusion events and other appointments.
PTA volunteers also offer to drive vulnerable residents to visit the cemetery and
family or friends in hospital.
PTA started with only eight shared mini-buses in their ‘vehicle pool’ and 12
volunteer drivers. The organisation has now grown to 18 shared mini-buses and
two owned mini-buses. In June alone, PTA coordinated 42 bus bookings and
assisted 123 clients, with PTA’s volunteers often using their own vehicles.
Shire Mayor, Cr Bev Colomb said the Shire is proud to have been instrumental in
this organisation’s formation. “The Shire looks forward to continuing its support to
ensure PTA has capacity to meet future demand, given the large proportion of
senior citizens (present and future growth) and their specialist transport needs,
services such as PTA are vital for our community”.

Norm Clark Walkway
Placemaking works along Norm Clark Walk in Rosebud are now complete. The
popular pedestrian thoroughfare has been transformed into a bright and lively
space with the addition of landscaping, exposed aggregate paving, street lighting,
and a colourful 42m long mural painted by local artist Michael Leeworthy. The
project was initiated and partly funded by Rosebud Chamber of Commerce, with
financial contributions from Mornington Peninsula Shire through Capital Works
Program, Cr Gibb’s Discretionary Fund and a Creative Communities grant.
Township works in Baxter
Mornington Peninsula Shire has delivered a number of improvements to Baxter as
part of a collaborative community and council project. The works are an initiative
of Baxter Residents and Traders Progress Action Committee (BRATPAC), the Shire
and the town’s broader community, working together on delivering minor
infrastructure projects.
Mornington Peninsula Shire Mayor Councillor Bev Colomb said planning for the
works began with the community around six months ago, and saw a number of
projects delivered. “A major focus of the program is on Baxter-Tooradin Rd and
Shopping areas.
“Works have included boulevard planting of trees, vegetation pruning, garden bed
transformation, landscaping, painting, street furniture and plantar boxes, it’s been
wonderful to see the community get behind this project and see the improvements
around town,” she said.
Gail Forbes, BRATPAC said the group welcomed working more closely with the
Shire. “Our group includes community leaders, shopkeepers, and many members
of our community. The project has meant we have worked really closely with the
Shire to get a number of projects off the ground that will help enhance the
township Baxter.
“We are also getting behind other projects around town such as creating a new
community mural on the Telstra building”, she said.
The Peninsula North men’s shed were also a key player in the works constructing
Baxter branded plantar boxes for the shopping precinct.

NEW ROTUNDA AT MORNINGTON PARK
Construction works are now underway for the new Rotunda at Mornington Park.
The 8 metre rotunda will feature a series of bronze plaques providing
interpretative information on the Avenue of Honour.
This project has been driven and partly funded by the Mornington RSL, who have
gained the financial support of the community through fundraising initiatives,
with additional financial contributions from Mornington Peninsula Shire though
Briars Ward Councillors Discretionary Funds.
The official unveiling ceremony is scheduled to take place on November 8th 2015.

Mt Eliza Village Green space
T he Shire has been working in partnership with Mount Eliza Secondary College
students and the Mount Eliza Chamber of Commerce over several months to come
up with ways to add colour and vibrancy to the Mount Eliza Village Green space.
The students presented their ideas for the Village Green space to the community
and gained feedback on these at the July Mount Eliza Farmer’s Market. Recently
other local groups including Mt Eliza Rotary, iConnect2program, Mornington Mens
Shed and Mount Eliza Lions Club have joined in with positive contributions.
The group is now working through feedback. Keep an eye on this space in the
coming weeks and months.
Game on! New Sports Pavilion Fruitgrowers Reserve,
Somerville
The brand new, $1.6 million sports pavilion at Fruitgrowers Reserve in Somerville
will be completed very soon. The pavilion will be occupied by Somerville Junior
Football Club and Somerville Cricket Club. The works effectively triple the size of
the former facilities and provide a single building with multipurpose change
rooms, toilet and shower facilities, office, store rooms, an accessible toilet,
kitchen/kiosk, first aid and umpires rooms, social room, and external public
toilets. The building provides a new base for the clubs and the community,
providing modern facilities for the many families that use the reserve each week.

Mornington Youth Centre – Opening Soon
L ocated on Wilsons Road, Mornington at the Peninsula Community Theatre
precinct, the $1.2M centre was funded through Federal Government (Community
Development Grants Program) and Mornington Peninsula Shire.
Shire Mayor, Bev Colomb said the Centre will increase access to services and
programs for young people living in Mornington, Mount Eliza and Mt Martha.
“Young people in these areas have previously accessed services and personal
support through Youth Hubs in Hastings, Rosebud and Frankston.
“This Centre will build community capacity to meet the health and wellbeing
needs of just under half of the Peninsula’s youth population that live across the
Mornington communities”, she said.
The Centre will have three large activity areas including an arts/creative space
and interactive drop-In facility, in addition to two private consultation rooms.

Freedom of Entry Ceremony
28 November, Hastings
Witness the ancient tradition of the ‘Freedom Of Entry’ Ceremony when it is
conducted in Hastings on Saturday 28 November from 9.30am.
The Freedom of Entry Ceremony dates back to medieval times where a formed
body of armed men paraded for permission to enter a city and when granted, that
permission became a mark of trust and confidence between the city and those
entering its gates.
Granting Freedom of Entry is the highest accolade a town or city can bestow upon
a group. In recognition of the relationship between the Shire, the community of the
Mornington Peninsula and the Royal Australian Navy’s training establishment at
HMAS Cerberus, this ancient privilege will be re-enacted in High Street, Hastings.

personnel of HMAS Cerberus to pass through the town – with more than 500 Navy
personnel and marching band parading through High Street.
MAIN STREET MORNINGTON FESTIVAL

Enjoy local food, wine and performing arts at this year’s Main Street Mornington
Festival.
For the 20th consecutive year the family-friendly festival will showcase the best of
the peninsula’s gourmet produce, boutique wineries, artists, musicians, dancers,
fashion boutiques, children’s entertainers, singer songwriters, bands, and school
groups.
Performance areas and roving entertainment will bring jazz, folk, blues, country,
retro, fringe, acoustic and indie music to the day – and there will be an abundance
of stallholders presenting local wines and gourmet produce.
The children’s arcade will be full of fun activities, with entertainment including
magic performances, mini golf, animal petting, and much more.
Main Street Mornington Festival is brought to you by Northern Mornington
Peninsula Tourism, with support from Mornington Peninsula Shire, The Grand
Hotel, and EastLink as well as many other businesses.

FARMER DAVE AND HIS MUTTLEY CREW
Join expo ambassador: Farmer Dave, respected Australian dog trainer, expert and
qualified behaviourist, who will be using his skills to engage, educate and entertain
the Peninsula Pet Expo on all things dog related. Dave Graham first came to
Australia’s attention as a competitor on Big Brother and he has since used his high
profile to open the Farmer Dave Dog Centre, a purpose built dog training and
sports Centre in Western Sydney for dogs and their owners to enjoy their full
potential.
Farmer Dave will be joined by his rescued super troupe of wonder dogs, Muttley
Crew. Once left at animal shelters by owners who couldn’t cope with their bad
behaviour, Farmer Dave has transformed these dogs and expo crowds can expect
to be entertained by their amazing agility and skills and educated about animal
behaviour and breeds.
ALL CREATURES LARGE AND SMALL, FURRY AND FEATHERY!
From snakes and other reptiles, miniature ponies to rats and cats there are
animals of all shapes and sizes at the Peninsula Pet Expo.
Exhibitors will bring an entourage of wildlife including a range of marsupials, bird
varieties from parrots to baby emu’s as well as plenty of reptiles to touch and hold
such as pythons, lizards and crocodiles. Snake handler Mike will show crowds his
venomous snake pit with some of the world’s deadliest snakes including the local
tiger and copper head snakes, both species found here on the peninsula. Visitors
can learn what to do if you find a snake around your home.
The expo will feature a number of astounding birds of prey including the Barking
Owl and ‘Twitch’ a Peregrine Falcon - clocked at a top speed of 389km/per hour;
the Peregrine Falcon is the fastest known animal in the world. There will be
opportunities on the day to hold and get your photo taken with one of these
ultimate flying predators.
PETS SAVOUR SECOND CHANCE
In the past year, Mornington Peninsula Shire’s Animal Shelter in partnership with
50 pet rescue organisations, have successfully rehomed more than 500 animals.
Shire Rangers will be there on the day together with a number of stalls featuring
rescue organisations to provide information about the work they do in the
community.
FROM FARM TO FORESHORE
A number of farm animals will feature at the expo and it’s a great opportunity for
children and adults to get up close with animals typically not found in town.
Visitors can try their hand at milking a cow, grooming a horse, or just sharing
some pats. There will be a number of interactive demonstrations including horse
displays, sheep herding and shearing demonstrations.
