PUBLIC BOD 43/2014 (Agenda Item: 4) Report to the Meeting of the Oxford Health NHS Foundation Trust Board of Directors 30 April 2014 Chief Executive’s Report For Approval National Issues 1. Positive and Proactive Care: Reducing the Need for Restrictive Interventions The Care and Support Minister Norman Lamb launched new guidance on the use of restrictive interventions for patients with difficult behaviour. The guidance follows the government investigation into Winterborne View Hospital and a study undertaken by Mind both of which identified concerns with how restraint was being used. The new programme – Positive and Safe – is designed to support staff to develop a culture where restrictive interventions are only used as a last resort. As previously discussed at Board and Integrated Governance Committee meetings, the Trust is undertaking a review of our approach to restraint and seclusion, including staff training. I have asked the Director of Nursing and Clinical Standards to ensure our review takes account of the new guidance. NHS England Chief Executive Simon Stevens started as the Chief Executive of NHS England on 1 April 2014. 3. Review of Sections 135 and 136 The Department of Health has launched a consultation into the operations of sections 135 and 136 of the Mental Health Act 1983 in England and Wales. These are the sections which give the police powers to temporarily remove people who appear to be suffering from a mental disorder to a ‘place of safety’ such that a mental health assessment can be carried out and arrangements for care made. The consultation seeks to understand how these sections are currently being utilised and the evidence will be used to decide whether or not changes to the primary legislation are required. Local / Trust Issues 4. CEO Stakeholder Meetings & Visits Since the last meeting, key stakeholders that I have met, visits I have undertaken and meetings that I have attended have included: Trust Senior Leaders Conference OxAHSC Board meeting AHSN Board and AHSN Partnership Board meetings Sir Tony Baldry MP (MP for North Oxfordshire) PUBLIC Visit to Memory Clinic Meeting with Will Hancock, CEO of SCAS Meeting with Trust Auditors Meeting with James Plunkett to discuss social impact bonds Healthy Bucks Leaders Meeting National Psychosis Summit 5. Commissioner Contracts At the time of writing this report, our service contracts with the two Buckinghamshire CCGs and the NHS Commission Board (for specialised services’ contracts) had been agreed. Discussions continue with Oxfordshire CCG about the Oxfordshire mental health and community health contract proposals. 6. Prime Minister visits Warneford Hospital On 28 March 2014, David Cameron MP visited the Warneford Hospital as part of a constituency visit. The Prime Minister helped the Trust celebrate NHS Sustainability Day and was able to meet staff and patients from a range of services provided on the Warneford site. As part of the visit, the Prime Minister and the President of the Royal College of Psychiatrists, Professor Dame Sue Bailey, jointly planted a tree in hospital grounds; this was the first of 20 trees donated by the NHS Forrest that the Trust has committed to plant over the next three years. 7. Royal College of Psychiatrists’ President’s Medal 2014 The Trust’s Medical Director, Dr Clive Meux, has been awarded one of the Royal College of Psychiatrists’ President’s medals in 2014. The award honours those who have contributed to policy, public knowledge, education and meeting population and patient care needs in diverse and challenging circumstances. This is a well deserved award and recognises the contribution Dr Meux has made both nationally and internationally. PUBLIC 8. Delegation from Hong Kong During the second week of April, the Trust hosted a delegation from Kwai Chung Hospital, Hong Kong. The hospital’s CEO and clinicians and staff from their CAMHS team visited a range of Trust services and is indicative of the developing relationship between the two organisations. During their visit, we were able to show the delegation our new Highfield Unit and Whiteleaf Centre which is helping them to plan the design and development of a new mental health hospital in Hong Kong. 9. Consultant Appointment An Advisory Appointment Committee (AAC), Chaired by Dr Clive Meux, Medical Director, and attended by Dr Anne Grocock, Non Executive Director, convened on 21 March 2014 and offered the post of Consultant Psychiatrist in Liaison Psychiatry (Buckinghamshire PIRLS) (Full Time) to Dr Pavan Joshi. The offer was made subject to relevant pre-employment checks and Board agreement. Dr Joshi gained his medical degree in India and trained in psychiatry in London where he has most recently been working in Liaison Psychiatry at St Pancras Hospital (he is soon to gain accreditation in general psychiatry and liaison psychiatry). Apart from his Membership of the Royal College of Psychiatrists (MRCPsych), he has an MSc degree in Transcultural Mental Health from Queen Mary University London. He has been involved in a range of teaching and other academic activities. This will be his first substantive consultant post. The Board is asked to approve this appointment.
