Scottish Dummy Licence Summary
Comparison of FQA Units held on Scottish Dummy Licences as at January 2013
and January 2008
This report provides a comparative summary of the FQA units held on Scottish dummy licences as at Jan
2008 and Jan 2013, broken down by Holder-type.
Holder-type describes the purpose for which the units are being held on the dummy licence. The data is
based upon survey returns from Scottish POs in February 2013.
Table 1 below shows a breakdown of the FQA unit holder-type on Scottish dummy licences

Table 1 indicates that :
At Jan 2013 - There was a total of 185 holder-types over all (nine) of the Scottish dummy licences. The
most frequently used holder-type is for fishing vessel licencees in membership of the PO (101) that has a
dummy licence. The second most frequent holder-type, with 34 holders, is for units held on behalf of
private persons that are not fishing vessel licencees. There are 22 holders for units held on behalf of
fishing vessel agents and owners.
At Jan 2008 - There was a total of 237 holder-types over all (nine) of the Scottish dummy licences. The
most frequently used holder-type was for fishing vessel licencees in membership of the PO (155) that has
a dummy licence. The second most frequent holder-type, with 37 holders, was for units held on behalf of
private persons that are not fishing vessel licencees. There were 19 holders for units held on behalf of
fishing vessel agents and owners.
Main Findings – In the 5 years since 2008, instances of units being held on Scottish PO dummy licences
for fishing vessel licencees in membership of the PO have decreased by around 35% (155 to 101). There
has been a 16% increase since 2008 (19 to 22) of instances of units being held on Scottish PO dummy
licences on behalf of fishing vessel agents and owners. There has been a slight decrease (37 to 34) in the
instances of units being held on behalf of private persons.
Table 2 below shows a breakdown of all the FQA units in Scottish dummy licences by holder-type.

At Jan 2013 - Of the 957,809 units on Scottish dummy licences, 28% are held on behalf of fishing vessel
agents and owners, the third most commonly used holder-type (Table 1). The second largest proportion of
the units (25%) are held by POs for the common benefit of the membership, being under full control of the
PO. The most commonly used holder-type was for fishing vessels licencees in membership of the PO
(table 1) which occupied almost 20% of the FQA units. The four community quota schemes hold around
17% of all the FQA units on Scottish dummy licences. The holder-type that holds units on behalf of private
persons that are not fishing vessel licences was the second most used holder. Despite this, however, only
8.5% of the units are held on these licences.
At Jan 2008 – Of the 979,346 units held on Scottish dummy licences, around 21% were held were held
on behalf of fishing vessel agents and owners, also the third most commonly used holder-type at that time
(Table 1). At that time, the second largest proportion of the units (29.5%) were held by POs on behalf of
vessel licensees in membership of the PO; also the most commonly used holder-type then. The four
community quota schemes held around 16% of all the FQA units on Scottish dummy licences. The holdertype that helds units on behalf of private persons that were not fishing vessel licences was, as in 2013, the
second most used holder (Table 1). Despite this, however, only around 11% of these units were held on
dummy licences.
Main Findings – In the 5 years since 2008, the number of units held on Scottish PO dummy licences for
fishing vessel licencees in membership of the PO have decreased by around 35% (288,409 to 187,561).
This represents a near-10% reduction against the total number of units held on dummy licences since
2008. On the other hand, there has been a 31% increase (205,008 to 269,016) in the number of units
being held on Scottish dummy licences on behalf of fishing vessel agents and owners. This represents a
7% increase against the total number of units held on dummy licences since 2008. There has been a
27% decrease (110,540 to 80,290) in the number of units being held on behalf of private persons.
MAIN CONCLUSIONS
Since 2008, there has been a significant reduction in units held on Scottish PO dummy licences
on behalf of member vessels, not just in terms of the number of such instances (down by 54 from 155 to
101) but also in the number of units held (down by 35%/100,848). Holdings of such units now represent
around 20% of all units held on dummy licences compared to almost 30% in 2008.
Since 2008, there has been a 26.5% increase in the number of units held and controlled by POs
for the common benefit of the membership. Such holdings now represent 25% of the total units on
Scottish dummy licences compared to 19% in 2008.
Since 2008, there has been a significant increase in units held on Scottish PO dummy licences
on behalf of vessel agents and owners. However, while such instances have increased by just 19 to 22
(16%), the actual number of units held has increased by 31%. This represents a 7% increase against the
total number of units held on dummy licences since 2008 (from 21% to 28%).
