Regulations for local per diem, local transport and local scholarships in Uganda Each of the participating Ugandan universities in the VLIR-UOS country program has its own allowance rates for different purposes and for different staff categories. Moreover, these rates change frequently. In each of the countries where VLIR-UOS is active, the financial rules of the partner universities are maximally endorsed within the various tools of cooperation that VLIR-UOS is implementing with the support of the Flemish universities. However, experience has shown that it is rather difficult to manage a country program with multiple allowance rates that often are subject to change. In order to facilitate the daily follow-up of the programme and project implementation and for the sake of transparency within the programme financial guidelines, the following allowance rates have been discussed with the Ugandan and Flemish coordinators of the research platforms, and have been approved by VLIR-UOS and DGD, in accordance with the existing VLIR-UOS financial guidelines: Local per diem Rate: max. 20 EUR per day, regardless the local legislations See financial guidelines, B.8. Local per diem: People that travel to another place to perform duties as part of the project may receive a local per diem for expenses (transport, meals etc). This lump sum (fixed) per diem should be based on the local scales of the local institution, but must never exceed 20 EUR per day, unless it has to pay for a hotel stay, in which case the price of the hotel may be added to the 20 EUR, provided invoices are submitted. Local travel costs Transport allowance: kilometre allowance if a project car is used, otherwise reimbursement on the basis of invoices See financial guidelines, B.6. Belgium and local travel costs: Local journeys These are all travel costs in the partner country. The following allowances are granted, subject to submission of supporting documents: - Journeys by car attract a daily allowance or kilometre allowance based on a supporting document or a declaration justifying the price only if a project car cannot be used. This price may never be higher than the kilometre allowance granted for journeys within Belgium (see kilometre allowance available on www.vliruos.be - “Guidelines and forms”). Journeys by train, boat, bus, metro or other means of transport, attract an allowance equal to the price of the ticket. - Local journeys by plane attract an allowance equal to the price of a ticket in economy, plus any airport taxes and booking fees charged by the airline or travel agency. In choosing the itinerary, the elements of safety, efficiency and cost price must be taken into consideration. 1/2 Regulations for local per diem, local transport and local scholarships in Uganda Local scholarships Regarding local scholarships (MSc and PhD) in the framework of the VLIR-UOS country program, the following rates have been agreed upon: - MSc scholarship: 180 EUR/month PhD scholarship: 347 EUR/month These rates are aligned with the scholarship rates of BTC (Belgian Technical Cooperation) in Uganda. In the future, any revision of the BTC scholarship rates will also be applied on the VLIR-UOS scholarship rates.
