Until the Navy was established in 1798 the Coast Guard was the only armed force afloat.
During the Quasi-war the Coast guard captured 18 war prizes and assisted in capturing 2 more.
The cutter Harriet Lane is credited with, firing the 1st naval shots of the civil war.
In WW1 the entire Coast Guard was transferred to the Navy for the 1st time.
During WW2 the Coast Guard was given responsibility for cold-wx operations in Greenland.
During WW2 Coast Guard manned ships sank 11 enemy subs.
Douglas Munro was awarded the Medal of Honor for his actions during the initial landings at
Guadalcanal in Aug 1942.
The Coast Guards role during the Korean War was marginal and mainly a support role.
Coast Guard cutters saw action during operation “Market Time” during the Vietnam War; Ocean going
cutters augmented the Navy.
During Operation Desert Storm Coast Guard strike teams were NOT placed solely in charge of oil cleanup.
The federal Life Saving Service began to take shape in 1848.
OIC’s were called wreck masters.
1871 the LSS was reborn under the leadership of Sumner L Kimball.
The Coast Guards ENVIROMENTAL PROTECTION mission was started in 1822 when congress created a
timber reserve for the Navy.
The refuse act of 1899 started the Coast Guards mission to protect waterways from pollution.
Drug interception became a major focal point in the 1970’s
1794 cutters are charged with preventing more slaves from being brought into the country.
The sinking of the Titanic started the international ice patrol.
Marcus Hanna was awarded a medal Of honor during the civil war and later was awarded a Gold life
saving medal.
The only manned light house in the CG is Boston Harbor light.
Title 14USC cites that the CG is a military service.
The SPARS were formed Nov 23 1942
After WW2 Aux were given ratings, ranks and uniforms.
In 1918 twin sisters Genevieve and Lucille Baker become 1st uniformed women to serve in the CG.
1945 the 1st five African-American women enter the SPARS Olivia Hooker.
1958 YNCM Jack Kerwin Becomes the 1st CG E-9
1959 Alex Haley retires as a Chief Journalist, the journalist rate was created because of him.
1969 BMCM Charles Calhoun is instated as the 1st CG E-10.
1973 Women are integrated into Active duty and the reserves.
1978 All jobs in CG are opened to women.
1987 BMCM Donald Horsley retires after serving 44 yrs 4 months and 27 days, serving on 34 vsls.
The original 10 cutters that made up the RCS were Vigilant, Active, General Green, Massachusetts,
Scammel, Argus, Diligence, South Caroline, Virginia and Eagle.
1915 RCS and LSS merge to form CG.
Joshua James was credited with saving more than 600 lives and is our most celebrated lifesaver.
The 1st of the recently built Keeper Class of Buoy Tenders was named after Ida Lewis.
OCS candidates must be between the ages of 21-26.

CG Academy 18-22 yrs old with NO dependants.
SELRES Direct Commission applicants must be between 21-36 yrs old.
An E-6 designated as XPO can mark another E-6
Supervisors must route EER to marking official within 9 days.
Counsel evaluee within 30 days.
A regular EER should NOT be submitted if a Special EER has been completed within 92 days E-6 and
below or 184 days for E-7 and above or if an evaluee has been at a new unit for less than the days
mentioned above.
A special EER is always done for NJP and conviction by court martial and for advancement to E-7.
CG foundation grants are for active duty folks E-3 – E-9 with 2 or more years of CG service.
CG property is FOUO.
A report of survey is not required for property with a value of less than 500.00 dollars
A PR is a document that provides the KO (KONTRACTING OFFICER) the authority to begin the acquisition
process.
The certification of funds availability is the most important signature on a PR.
A requisitioner determination form is required for a PR that contains items that can be made with
recycled materials.
A micro-purchase PR for supplies shall not exceed 3K, for services 2.5 K if they do then you need 3
quotes.
A PR for construction cannot exceed 2K.
COMDTINST remain in effect until replaced or cancelled by the originator or higher authority and are
reviewed and validated every 4 yrs.
Manuals are reviewed annually by the originator and canceled when no longer applicable.
Notes are urgent in nature, contain info of a one time or brief nature and are automatically canceled
after 12 months.
SOP’S have no defined format and is for internal procedures at a unit.
The DPRI lists all current CG directives alphabetically and numerically.

The 4 categories of leadership are Leading Self, Leading Others, Leading Performance and Change and
Leading the Coast Guard.
Leading self includes your VALUES and preferences.
Leading others includes working with and influencing others to achieve a common goal.
Leading the CG includes understanding how the CG fits into the bigger picture.
EMI CANNOT be used as a punishment. And should not deprive someone of normal liberty.
You can withhold certain privileges such as special liberty, base parking and exchange privileges.
There are 7 different types of page 7’s, Accession, advancement and reduction, assignment and transfer,
performance and discipline, separation, SRB and SELRES Bonuses.
A summary of action is NOT required for Achievement or Commendation medals; it IS required for
Meritorious Service Medal. Fill out a CG 1650 for awards.
Addiction prevention specialists are not supposed to be the CDAR also, APS are assigned to MLC’s.
CDARS handle most alcohol problems and training at the unit and may be assisted by the APS.
Antabuse is a non-toxic drug that makes people sick when they drink alcohol.
Active Status List/Standby Reserve are members who have been transferred from the ready reserve
temporarily. They may participate in training without pay, but can earn points and be advanced.
Inactive Status List/Standby Reserve are members that do not earn points, or get paid and they are not
able to advance. Includes members with 20+ years of service and less that 30% disability.
RET-1 Are reservists who are age 60+ and are getting paid.
RET-2 Are reservists who are not getting paid and are NOT 60 yrs old yet.
ORM has 7 steps they are Define Mission Hazards, Identify Hazards, Assess risk, identify options,
Evaluate risk v gain, Execute decision and monitor situation. DIAIEEM or MADEIIE or Made 2 E.
SPE is Severity X Probability X Exposure.
Mishap investigations try to prevent future mishaps.
USCG MACROS II has templates used for correspondence.
3 Star Admirals Lead the LANT and PACAREA.
1 or 2 Star Admirals are in Charge of MLC’s and Districts.
Cutters over 180’ are under area control.
Cutter’s 180’ and less are under district control.

Helpful hint:
In 1915 The LSS and RCS Merged 3 years later the 1st women joined, 24 years later the SPARS were
formed, 3 years after that the 1st African American women joined the SPARS, 28 years later women were
integrated into the CG 5 years later all jobs were opened to women.
In 1958 YNCM jack Kerwin was the 1st CG E-9, the next year Chief Journalist Alex Haley retires, 10 years
after that BMCM Charles Calhoun becomes the 1st E-10, 18 years later BMCM Donal horsley retires after
44 yrs of service aboard 34 VSL’S.
