School of Biological Sciences Pool Vehicle Procedures Departmental Pool Vehicle Procedures Introduction All users of departmental pool vehicles in the School of Biological Sciences (SoBS) are bound by the conditions outlined jointly by the University of Sydney WHS guidelines for Use of Vehicles and the SoBS vehicle procedures document you are currently reading. As users of the school vehicle fleet, the onus is on the user to ensure that appropriate care is taken while using a vehicle; the vehicle will be returned clean both internally and externally, and that all faults or damage are reported promptly to the Resources Officer to ensure vehicles are maintained at the appropriate standard. Please note that failure to comply with the above documents may result in loss of vehicle use rights. Remember that the fleet is a privilege, not a right. Table of Contents 1. Gaining Permission to Use Vehicles □ □ □ □ 2. Who can drive o School staff, postgraduate students and honours students are eligible to use the School’s vehicles. o Other drivers such as visitors, honorary appointments and volunteers need to be authorised by the School before they can drive. They will need to show their licence to and gain written permission from the Resources Officer, Resources Manager or the Head of School. See the non-university employee driver requirements for more details. Who cannot drive o Drivers holding a Learner’s permit or a red Provisional license are not authorised to operate a University owned vehicle. This requirement extends to immediate family members and/or specifically approved persons. International Drivers o Drivers holding an international driver licence must have and provide a permanent address of residence for the purpose of processing roads and traffic infringements for the State Debt Recovery Office. o All international drivers must read the Roads and Maritime Service (RMS) Guide for International Drivers. o If you are not an Australian citizen or a permanent resident of Australia you are considered to be a temporary overseas visitor. You do not have to get a NSW driver licence but can do so once you have been in Australia for 6 months. o Drivers holding International licences not written in English must by law carry a translation booklet at all times whilst operating a vehicle on Australian roads. Refer to the RMS website for a list of accepted translation providers. o If you are an Australian citizen or permanent resident who has moved to NSW from interstate or overseas you can use your existing licence for up to three months, after which you must have a NSW licence in order to drive a vehicle. Gaining Access o To gain access to the car booking system, contact the Resources Officer. o By doing so, you are declaring that you have read, understood and will follow the conditions outlined by the University WHS guidelines for Use of Vehicles and the SoBS vehicle procedures document you are currently reading. Passengers in School Vehicles □ □ □ In addition to authorised drivers, the Head of School has issued a blanket authorisation for the following people to travel as passengers: o undergraduate students o visiting scholars o volunteers who are formally registered with the School. Permission must be obtained to carry other passengers in School departmental pool vehicles. The Resources Officer, Resources Manager or the Head of School may give this permission. All non-staff members must have an accident insurance cover valid for the period in which they travel in the School's vehicles. 3. Driver Training All vehicle users engaged in field work must conduct a risk assessment of vehicle use and seek appropriate driver training if required by the risk assessment. Driver training is Revised May. 2014 2 School of Biological Sciences Pool Vehicle Procedures recommended for inexperienced drivers wanting to drive large vehicles, and drivers wanting to drive off-road. The costs of driver training are funded by the lab group to which the driver belongs. □ □ General training: o “National Driver Education” conducts Low Risk Driving Courses at a site near Richmond. This is useful for drivers who are inexperienced in the type of driving required at work, e.g. city driving, country driving, driving large vehicles and driving on dirt roads. o For directions on how to get to the NDE training site, follow this link. Off-road training o You are free to undertake off-road training with any accredited company. ‘Australian 4x4 Driver Training’ in Lithgow, has been used by SoBS in the past and has received positive feedback. 4. Cost of vehicle use Users of School vehicles are charged a fee which covers the cost of fuel, mechanical servicing, repairs, insurance, registration and toll charges. This does not cover cleaning, which is the responsibility of the user. □ □ □ □ Users will be charged $5/hr., (capped at $25 a day), and 30c/km. Late cancellations will be charged $5/hr. (capped at $25). User charges are constantly under review and are subject to change. Any changes will be advertised to School members via email. When making a booking, make sure your RC/Project code is entered in the “Booking Cost Centre” section of the booking page. If you always use the same account, you can enter your RC/Project code in the “Booking Cost Centre” section of the “My Profile” page. The “Estimated Charge” given by the SmartFleet booking system is not in line with our charges so should be ignored. 5. Available Vehicles The School has seven vehicles available for use. □ □ □ Two Toyota Hilux’s and one Ford Ranger o These vehicles are suitable for large loads and off road driving. o They have space for five passengers and have a covered, lockable tray capable of carrying large loads. o All three vehicles have manual transmission. o The Ford Ranger is the only vehicle with roof racks. o These are the only vehicles with towbars. The tow-ball must be collected from the Resources Officer. The Toyota Hilux’ towing capacity is 750kg (not braked) and 2500kg (braked) while the Ford Ranger’s is 750kg (not braked) and 3350kg (braked). Three Subaru Forester’s o These are medium sized AWD wagons suitable for driving on unsealed roads. o They have space for five passengers and a medium sized boot. o All three Subaru’s have automatic transmission. o BV09YX is located in the New Law Building Annex car park on level B1, on the left after exiting the lift. It is not available for booking from 8am to 6pm on Mondays and Fridays. If you need to use BV09YX on these days, contact the Resources Officer to see if it can be made available. Hyundai i30 Revised May. 2014 3 School of Biological Sciences Pool Vehicle Procedures o o o □ This is a small 2WD wagon suitable for driving on sealed roads only. There is space for five passengers and a small sized boot. It has automatic transmission. Other vehicles o There are other vehicles which are owned by lab groups and other Schools, which we are not able to book online but may potentially be used with the permission of the custodian. o If no School vehicles are available, contact the Resources Officer to see if another vehicle can be sourced from within the School or University. o Rental vehicles are available at discounted rates to University of Sydney staff members. 6. Booking Vehicles and Editing/Cancelling Bookings We use the University SmartFleet booking website (compatible with Internet Explorer) to manage our bookings. A complete user guide for this system is available on the SoBS website. A few of the main functions are described here. □ □ □ □ □ Make a booking using the Vehicle Calender This is the only way to book a specific vehicle. o Click the “Vehicle Calendar” link under “Calendar Shortcuts”. o Select the desired Calendar View and Date, then “All Sites” under Managed Sites, and click “Search”. o Check if there are existing bookings and, if not, click “Create”. o Enter the relevant details and click Submit. Make a booking using the Booking Shortcut This allows you to book a particular vehicle type but not a specific vehicle. o Select “Pool Car User” from the drop-down menu in the top right corner. o Click the “For Myself” link under “Booking Shortcut”. o Enter the relevant details for your booking. o If you require a particular type of vehicle, choose from the “Type of Vehicle Required” drop-down menu. Our large 4WDs are listed as “UTILITY”, Subaru Foresters are listed as “LIFTBACK”, and the Hyundai is listed as “WAGON”. o Click “Submit” on the bottom right. Make a booking for someone else This allows you to book a vehicle for another person. o Select “Pool Car Booking Officer” from the drop-down menu in the top right corner. o If the driver is registered in the SmartFleet system, click the “For Pool Car User” link under “Booking Shortcut” and search for them. o If the driver is not registered in the SmartFleet system, click the “For NonSystem User” link under “Booking Shortcut”. o Enter the relevant details for their booking. o If they require a particular type of vehicle, choose from the “Type of Vehicle Required” drop-down menu. Our large 4WDs are listed as “UTILITY”, Subaru Foresters are listed as “LIFTBACK”, and the Hyundai is listed as “WAGON”. o Click “Submit” on the bottom right. Review your bookings This allows you to view all of your current bookings o Select “Pool Car User” from the drop-down menu in the top right corner. o Click the “Employee Calendar” link under “Calendar Shortcuts”. o Select the desired Calendar View and Date then Click “Search”. Edit a booking o Select “Pool Car Booking Officer” from the drop-down menu in the top right corner. o Use the “Booking Search” or “Employee Calendar” to navigate to your booking. Revised May. 2014 4 School of Biological Sciences Pool Vehicle Procedures o o o □ Click “Edit” on the bottom left of the booking page. Enter any relevant changes to your booking. Click Save to confirm the edits. Cancel a booking This allows you to cancel a booking that you no longer require. o Select “Pool Car Booking Officer” from the drop-down menu in the top right corner. o Use the “Booking Search”, “Employee Calendar” or “Vehicle Calender” to navigate to your booking. o Click “Cancel” on the bottom left of the booking page. o Enter any relevant comments at the bottom of the page . o Click OK twice to confirm the cancellation. If you fail to cancel your booking before it takes place, you will be charged for the booking at a rate of $5/hr., capped at $25. 7. Collecting Vehicles □ □ □ □ Collecting the keys o The car keys are kept in a padlocked key-box in the Heydon-Laurence (A08) mailroom. Each lab group should have a key for this box. Remember to return your lab key-box key to the lab in case others need it. o When you collect the keys, you must log into the SmartFleet booking system Select “Pool Car User” from the drop-down menu in the top right corner. Use the “Booking Search” or “Employee Calendar” to navigate to your booking. Click the “Print Completion Slip” tab, print the Word document that opens and take it with you. Click the “Vehicle Pick Up Update” tab. Check that the pickup time is correct then click “OK. Vehicle location map o There is a whiteboard on the wall above the key box. There are maps on the board showing nearby parking areas and the current location of each car is shown by a magnet. o If the car is not where the magnet indicates, and you can’t find it, contact the previous user (details available in booking system). External vehicle check o Before driving, check the vehicle condition. Look for obvious damage and mark it on the Completion Slip. Major damage should be reported to the Resources Officer or SmartFleet Manager. o If you are driving to a remote area you should complete a full pre-trip vehicle check a week prior to your trip. Fill in Vehicle Safety Checklist, and return a copy to the Resources Officer and your supervisor or lab contact. Internal vehicle check o Check the Odometer reading when you get in the car and write it on your Completion Slip. o Check the fuel level so that you can plan when to get fuel. o Check that there is a First Aid kit in the vehicle. The First Aid kit is to remain with the vehicle unless required in an emergency. It is not to be used as a field First Aid kit. If the First Aid kit is missing or requires replenishment, inform the Resources Officer. 8. Using Vehicles □ Refuelling Revised May. 2014 5 School of Biological Sciences Pool Vehicle Procedures o o o o o o o □ □ □ □ Tolls o All vehicles are supplied with a Caltex StarCard, a fuel credit card, which is valid at most Caltex and Ampol petrol stations. Within the metropolitan area we are obliged to use the StarCard. Some vehicles have a Fleet Card as well. This is a fuel card which is valid at all petrol stations. It can only be used when the vehicle is outside the metropolitan area and a Caltex service station is inaccessible. If you think you will need a Fleet Card on your trip, contact the Resources Officer. If your vehicle has ¼ of a tank of fuel or less, you must fill it up before returning it. Our 4WD utility vehicles (Toyota Hilux and Ford Ranger) use diesel fuel. If you add the wrong fuel to a vehicle, do not drive it. Call SmartFleet Management Services (1800 932 353) and inform them of the problem. The fuel tank will have to be drained. All other vehicles use the cheapest unleaded petrol (usually E10). They will not be accepted for premium fuels. After pumping fuel, you must take the fuel card to the counter to be swiped then enter the current odometer reading and the PIN number 2006. Petrol stations near to Camperdown are marked on the map in Appendix 1. You can search for petrol stations that accept StarCard online using the Caltex Locator (select “StarCard Accepted”). The free “Petrol Map” app for smartphones will find petrol stations near you so search the list for Caltex or Ampol stations (it will not tell you whether or not they accept StarCard). All of our vehicles have an e-Tag attached to the inside of the windscreen, allowing use of automatic toll gates. Parking o The driver of the vehicle is responsible for parking legally and paying any relevant parking fees. o Within the University of Sydney, you should make every attempt to park in a “University Vehicles Only” spot. If none are available, park in an unrestricted spot. o Free parking permits for University of New South Wales and Macquarie University are available from the Sydney University Services Building (G12). These are only available for University owned vehicles. Navigation o Each vehicle contains a universal phone cradle (40mm-120mm). o Vehicles do not contain street directories or GPS systems. If you require these items, you will have to bring your own. Some lab groups do keep these items for the use of their members. Security o Make sure you lock the vehicle when it is unattended. o Personal property belonging to drivers and/or passengers which is damaged or stolen whilst being conveyed in a vehicle is not covered by insurance. 9. Roadside Assistance and Repairs There is a Car Safety Kit (look for the red case) in every car which includes a high visibility safety triangle and safety vest. These can be used to make you more visible, particularly when you are broken down at night, on a narrow verge or beside a busy road (e.g. beside a highway with no stopping bay). There is a University Driver Guide in the glove box of every car. □ □ It lists the details of who to contact in the event of an accident or if you require roadside assistance. Our roadside assistance provider will not provide assistance if you are not on a sealed road. If you require assistance when not on a sealed road, phone 1300 288 625 and provide the vehicle registration number for identification. This service is only available for the Hilux’, Forester’s and the Ranger. 10. Damage to Vehicles and Injuries All vehicle damage must be reported to the Resources Officer. If the Resources Officer is unavailable, contact the SmartFleet Manager or SmartFleet Assistant. □ □ □ □ What to do if you are involved in a vehicle collision o Stop immediately. o Use headlights, indicator lights and/or hazard lights to warn other drivers, and to light up the scene if it is dark. o If possible send someone to warn oncoming drivers. o Help the injured. o Dial 000 or 112 to make contact with Police and/or Ambulance if anyone is killed or injured, either your vehicle or the other vehicle needs to be towed away or damage to a third party's property (e.g. house, fence) has occurred. o There is a Car Safety Kit (look for the red case) in every car which includes a First Aid kit, high visibility safety triangle and high visibility safety vest. o It is essential that the other party's name, address, license number and vehicle details including registration number be obtained. Supply your details to the other party if required. o Carefully inspect the damage to the other party's vehicle, especially the area affected and the extent of the damage, within your capabilities. o Under no circumstances should liability be admitted or an offer of compromise made. o If the Police attend the scene, the Officer's name and station should be recorded. If possible, the driver should also obtain details of who is going to be held responsible and whether charges are likely to follow. o For more detailed information on what to do after a crash, visit the RMS website, University of Sydney Audit and Risk Management webpage and the University of Sydney Accident Management and Insurance webpage. Vehicle towing o If you're involved in a motor vehicle accident and your vehicle has to be towed or is not in a roadworthy condition, contact 24 Hour Accident Assist or BPS Accident Assist on the details below. o 24 Hour Accident Assist, ph. 1800 622 120. o BPS Accident Assist, ph. 1800 015 055. o They will arrange for your vehicle to be transported to a secure holding facility from anywhere in Australia, and will assist in getting you home safely. o A police report must be lodged if your vehicle was towed away. Reporting incidents and injuries o Dial 000 or 112 to make contact with Police and/or Ambulance if anyone is injured or killed. o Report any incidents or injuries promptly to your supervisor and online using RiskWare. Reporting damage o If a vehicle is damaged in any way whilst in your care you must report this to the Resources Officer. If the Resources Officer is unavailable, contact the SmartFleet Manager or SmartFleet Assistant. Revised May. 2014 7 School of Biological Sciences Pool Vehicle Procedures o □ Vehicle damage should also be reported online when completing your vehicle booking, at the same time as entering your odometer readings. This is for record keeping purposes and does not negate the need to report damage directly to the Resources Officer. Insurance claims o To lodge an insurance claim, the driver needs to complete a University of Sydney Motor Vehicle insurance claim form and submit it to the Resources Officer within two business days of the accident. o If the Resources Officer is unavailable, submit the Insurance Claim form to the SmartFleet Manager or SmartFleet Assistant. o A police report must be lodged if your vehicle was towed away and/or damage to a third party's property (e.g. house, fence) has occurred. o Any insurance claims relating to School vehicles will not have any effect on your private vehicle insurance. o Personal property belonging to drivers and/or passengers which is damaged or stolen whilst being conveyed in a vehicle is not covered by insurance. o If you are charged by the police after a claim form has been lodged, you must notify the Resources Officer and CGU Insurance (ph. 1300 308 124) (quoting the registration and claim number). 11. Traffic Offences The actual driver of the University vehicle shall be personally liable for all traffic infringements, speed camera violations, red-light camera violations, parking infringements, tow-away charges, toll charges (except those covered by a University issued and fitted eTag) which may be levied on any University vehicle whilst it is under their control. All such infringements will be transferred out of the University's name into the infringement person's name via the statutory declaration requirements from the State Debt Recovery Office within the timeframe provision. Assigned driver/custodians shall ensure that adequate records are maintained to identify any other drivers responsible for infringements incurred. This information must be disclosed to Fleet Management when required to process infringement statutory declarations, otherwise the nominated driver/custodian shall be liable to pay all such charges, fines and penalties. Fleet Management will be responsible for facilitating all infringement processing requirements. When requested, the assigned driver/custodian must ensure a completed Driver Licence Details Form is forwarded to the University's infringement processing Department by the actual person responsible at the time of the infringement. 12. Returning Vehicles □ Fuel o o □ □ If your vehicle has ¼ of a tank of fuel or less, you must fill it up before returning it. See Section 8 for details on refuelling. Mark the level of fuel on your booking completion slip. Completion Slip o Write the final odometer reading and the fuel level on the Completion Slip. o You may also add the details of any problems with the car and pre-existing damage to the Completion Slip. If these problems are serious, they should also be reported to the Resources Officer. Cleaning Revised May. 2014 8 School of Biological Sciences Pool Vehicle Procedures o o □ □ □ □ Keys o o It is the responsibility of the driver to return the car in as clean a state, or better, as when they borrowed it. Cleaning can be done at a professional car wash, funded by the user, or by the user themself. Return the car keys to their correct position in the key-box. There is a key-box key on each set of car keys to make it easier for you to return the keys. Vehicle location map o Use the appropriate magnet to mark the location where you parked the car on the whiteboard maps. o If you parked the car somewhere that does not appear on the maps, describe the location on a note and attach it to the whiteboard with the magnet. Complete your booking online o Select “Pool Car Booking Officer” from the drop-down menu in the top right corner. o Click on your name next to “Complete Booking” in the “Booking Shortcut” section. o Enter any relevant changes to the time of your booking. o Enter the odometer reading from the start and end of your trip. o Enter any comments related to damage or maintenance in the appropriate section. Serious damage should be reported to the Resources Officer or SmartFleet Manager. o Click “Complete” on the bottom right of the page. o DO NOT click Quick Completion or press Enter on your keyboard as this will delete the data that you have just entered. First Aid equipment Report the use of First Aid equipment to the Resources Officer so that it can be replenished. 13. Research Lab Vehicle Use Please note that vehicles purchased on research grants for use in specific laboratory groups remain the responsibility of those research groups. However users must abide by current University, School and laboratory policies and user guides. 14. Private Vehicle Use You must read and abide by the University of Sydney WHS guidelines for Use of Vehicles and the SoBS vehicle procedures document you are currently reading prior to using any car, including your own, for Sydney University business. You should not use a private vehicle for University business unless there are no University vehicles available and the timing of your work cannot be rescheduled. ONLY VEHICLES WITH COMPREHENSIVE CAR INSURANCE CAN BE USED. □ □ If you need to use your private vehicle for University business, you must first complete a Motor Vehicle Allowance Claim and submit it to the Head of School or delegated officer (Michael Joseph or Mark Ahern) for approval. This must be done PRIOR TO THE VEHICLE BEING USED. The Resources Officer can provide you with an electronic copy of the Motor Vehicle Allowance Claim form and a logbook in which you must record your private vehicle use. To receive your reimbursement, Spendvision users can complete a Cash Expense Claim. Those without access to Spendvision will need to complete a Payment Request Form and a Banking Details Form which are available from, and must be submitted to, Semra Yetke. A maximum of 5,000 business kilometres per car can be claimed annually.
