No.CB/EAP/Online/2015-16 Date: 18.01.2016 NOTICE INVITING TENDER Assistant Director I/c Capacity Building, Khadi and Village Industries commission, 3, Irla Road, Vile Parle (W), Mumbai, invites limited tenders from eligible and competent parties in a two bid system, Technical & Financial, for design and development of e-learning module on Entrepreneurship Awareness and Development Programme. The document is intended solely for the information of the party to whom it is issued (“the Recipient” or “the Vendor”) and no other person or organization. The Bids which are not submitted in the prescribed manner and are not accompanied with the Earnest Money deposit of Rs. 5,000/- and the other prescribed documents are likely to be rejected summarily. The Bids prepared in the prescribed manner with the outer envelope being super-scribed as “Tender for development of e-learning modules” should reach in this office latest by 2:30PM on 28th Jan, 2016. The Terms and Conditions of the Work including details of the eligibility conditions, technical specifications etc. are enclosed. Assistant Director I/c (C.B.) TERMS AND CONDITIONS 1. Eligibility Criteria: The firm should have sufficient experience in the field of e-learning content development for other clients. The bidder must be registered entity in India registered under Company’s Act 1956 and all relevant statutes including Service Tax. The Bidder must be able to assign a dedicated team to the KVIC’s project. The Bidder must have a Subject Matter Expert (SME) who has sufficient years of experience in learning &development. The attested copies in support of each of the above shall be invariably enclosed without which the Bid may not be considered at all. (Packet No. 1.) 2. Project Details: 2. a. Purpose KVIC intends to develop E-learning modules on Entrepreneur Awareness & Entrepreneur Development Programme. KVIC proposes to outsource the design and development of E-courses suitably customized for KVIC. The course content for these courses would be provided by KVIC in text, pdf or ppt formats either in hard or soft copy or both. The E-courses will have to be SCORM 1.2 compliant. The vendor team will deliver by working with the KVIC's staff/e-learning project managers to develop e-learning. KVIC will host the e-learning module on its NIC Server. 2. b. Project Scope KVIC will select the Solution Provider and the broad scope of their work would include the following: a) Development of one SCORM 1.2 compliant e-learning module on Entrepreneurship Awareness Programme based (pre EDP) on the content that would be provided by the KVIC. b) The design and content will be developed in collaboration with KVIC based on the following outline: How to be an entrepreneur Selection of business: which business to start Requirement to start business Avail schemes in PMEGP PMEGP in detail: how to apply, what document, how to fill formalities. Application form for download c) Monthly Information System (MIS) in PHP form to be developed for generating periodical reports. 2. c) Language ofe-learning The e-learning module will be developed in English language. The Bidder will be required to quote the costs for translation of Voice over into any regional language including Hindi. d) The bidders will need to quote the rates for development work of one module of level III interactivity. Refer to the table given in this document for the description of the three Levels. Clarifications: 3. a. The Bidder should clearly read all Terms and Conditions. Any observation on any aspect of any clause may please be communicated to KVIC duly signed in the prescribed manner along with the Tender not later than 1 week from the date of floating of this document. 3. b. The observations will be evaluated by KVIC and any necessary amendments issued by KVIC will form an integral part of Terms and Conditions, which will be updated on the KVIC website if required. 4. Mode of Submission and Receipt of Tenders: 4. a.The original proposal, both Technical and Financial Proposals shall contain no interlineations or overwriting, except as necessary to correct errors made by the bidders themselves. The person who has signed the proposal must initial such corrections. Submission letters for both Technical and Financial Proposals should respectively be in the formats. 4. b.The proposals should be in spiral binding format. Loose, filed or any other format submitted proposals will not be accepted. Mathematical miscalculations will not be considered. 4. c. An authorized representative of the bidder shall initial all pages of the original Technical and Financial Proposals. The proof of such authorization, in favour of the person, signing the Tender should be submitted along with the Tender (Packet I). 4. d.The Packet I shall contain Notice inviting the Tender, the Terms & Conditions (except the Financial Bid). The technical proposal should be submitted in MS Word document. The EMD of Rs. 5,000/- should be enclosed in Packet I and should be submitted in a separate envelope marked as ‘Earnest Money Deposit’. This sealed envelope should be clearly marked as “Technical Proposal" followed by the name of the Assignment/job. 4. e.Similarly, the Packet II shall contain the Financial Proposal on the Letterhead duly filled in words and figures, signed and stamped. This sealed envelope should be clearly marked as “Financial Proposal" followed by the name of the Assignment/job. 4. f. Both the above mentioned envelopes containing the Technical Proposals, Financial Proposals, shall be placed into an outer envelope and sealed. This outer envelope shall be super scribed as “Tender for Development of e-learning modules”. 4. g. KVIC shall not be responsible for misplacement, loss or premature opening if the outer envelope is not sealed and/or marked as stipulated. This circumstance may be the case for proposal rejection. 4. h.Telegraphic/ Tele fax /Telex /E-mail submissions / quotations will not be accepted. 4. i. If the Financial Proposal is not submitted in a separate sealed envelope duly marked as indicated above, this will constitute grounds for declaring the Proposal non-responsive. 4. k. The Proposals must be sent to the address mentioned below no later than the time and the date indicated in this document or any extension to this date. The proposal should be prepared in English in MS Word/Excel format. 4. m. Vendors are requested to check the website frequently for any update. 5. Opening of the Tenders 5. a. The Technical Bid(s) (Packet No. I) shall be opened at the KVIC office at 4.00 p.m. on 28.01.2016 by a Committee duly constituted by the competent authority of the Institute for the purpose, in the presence of the Bidders or their representative(s) who wish to be present on the occasion. 5. b. The Bidders or their representative(s) who are present at the time of opening of the Technical Bid(s) shall sign attendance sheet evidencing their attendance on the occasion. 6. Evaluation criteria: 6. a. The Committee shall scrutinize the Tenders/Bids for satisfaction as to their completeness and acceptability with regard to the Earnest Money Deposit, the prescribed papers and responsiveness to the Terms and Conditions of the Tender etc. 6. b. The Financial Bids of only those Bidders shall be opened who are successful in scrutiny as at 6. a. above on a date and time specified by KVIC 6. c. KVIC reserves the right to declare a firm ineligible, either indefinitely or for a stated period of time, to be awarded a contract if at any time it determines that the firm has engaged in corrupt or fraudulent practices in competing for or in executing thecontract. 6. d. KVIC will notify the vendors in writing as soon as practicable after the evaluation is completed, about the outcome of the evaluation process, including whether the Bidders response has been accepted or rejected. KVIC is not obliged to provide any reasons for any such acceptance or rejection. 7. Right to Seek Details KVIC reserves the right to seek the details from the Bidder(s) in order to ensure inter-alia that the specifications/features of the offered product meet the requirements and/or are in accordance with those prescribed by KVIC. 8. Earnest Money Deposit (To be Attached with Packet No. I) 8. a The Vendors must furnish the Earnest Money Deposit of Rs.. 5,000/- (Rupees five thousand only) in the form of a Demand Draft/ Bankers Cheque of a Bank drawn in favour of “Chief Executive Officer,, KVIC, Mumbai 56” failing which the Tender is liable to be rejected summarily. 8. b. The Earnest Money Deposit of the unsuccessful Bidders will be returned latest within 15 days of decision on the Tenders. No interest shall be payable on the Earnest Money Deposit. 8. c. The Earnest Money Deposit of the Bidder may, however, be forfeited: - If the Bidder withdraws his Tender during the specified period of validity of Tender or does not respond/comply with the instructions to clarify or supplement the information as may be asked for or fails to demonstrate/present the product as may be required by the KVIC and in case of the successful Bidder, if he/she fails to submit the prescribed Performance Security within the stipulated time. 9. Release of Payment for the Work: 9. a.The Service Provider will invoice KVIC immediately after completion of an assignment. KVIC shall make payments by cheque / demand draft//NEFT to Service Provider.. 9. b. All taxes, charges, duties, levies, cesses etc by whatever name called whether past, present or future under the local, state, central, and any other prevailing laws, rules and regulations as may be in force or introduced during the validity of this Agreement on the Services will be borne by the solution provider. 10. Confidentiality: The details of the e-learning or any other information of KVIC as may come to the notice of the successful Bidder shall not be shared with any other party without prior permission of KVIC. 11.Sub-contracting of the Work: The Work shall not be sub-contracted to any other entity/party. If any specific component of the Work has to be outsourced that shall be resorted to only after obtaining written permission from KVIC. 11. General Conditions: 11. a. The Conditional Tenders shall not be entertained. 11. b.) KVIC reserves the right to accept, cancel or reject the Tender and to annul and reject all the Tenders at any time prior to award of the Work without assigning any reason or incurring any liability/obligation to the Bidder(s) as regards the communication of the grounds for such an action or otherwise. 11.c.. The rates quoted shall be valid for a period of 60 days from opening of the Bids. 11. d. All disputes regarding Tender/Work shall be subject to jurisdiction of the Courts in Mumbai Maharashtra.
