He has over 18 years experience as a civil/coastal engineer and project manager. Mr. Whitney specializes in planning, routing, surveying and installing High Voltage AC and DC submarine electric transmission cable systems, landfall transitions, and interconnections with local grid substations. He has conducted submarine cable routing, constructability, and installation assessments along the eastern seaboard for some of the largest submarine cable system projects developed in the last 15 years, including projects located within and adjacent to highly used Federal Navigation Projects. He is considered to be among the foremost submarine cable system planners in the industry with several successful projects under his leadership. Mr. Whitney is a registered Professional Engineer in Massachusetts, Rhode Island, and Virginia. He serves as Counsel at Verrill Dana, a Portland, Maine based law firm with offices in Boston, Stamford and Washington, D.C. Mr. Doliner chairs the firm’s Maritime Group and also practices in the Environmental and Energy Groups. He has more than 35 years of experience in these areas of law, including over 15 years as a lead counsel in the matters dealing with the cleanup of Boston Harbor. In addition to his law practice, Harlan is an adjunct professor for the Law Schools at Boston College and at Roger Williams University, and serves as a marine safety and environmental protection officer in the U.S. Coast Guard Auxiliary. Harlan’s writings include all editions of the Fisheries and Wildlife Law chapter in MCLE’s Massachusetts Environmental Law treatise. In 2012, University of Maine published Maritime Cabotage Laws and Wind Power Installations in the Gulf of Maine, a chapter co-authored by Mr. Doliner. Harlan earned his law degree from Boston College Law School and Bachelor’s and Master’s degrees from Johns Hopkins University. Edward G. Since 2001, Mr. O’Donnell has been the chief of the New England District’s Navigation Section where he leads a team of Engineers and project managers in executing the district’s navigation program. The New England District’s program has over 170 authorized Federal navigation projects that need regular maintenance that covers an area from the NY border in the south up to the Canadian border in the north. Currently there are about 80 projects in various stages of planning for maintenance work. Ed is a 1981 graduate from Northeastern University in Boston with a Bachelor of Science degree in Civil Engineering. With over 26 years of combined private and public sector environmental protection experience, her areas of expertise include emergency response & extreme weather preparedness, hazardous waste site assessment and cleanup, risk assessment, brownfields redevelopment, regulatory / policy development and enforcement, natural resources damages and workforce succession planning. Millie has coordinated innovative and sustainable MCP site assessments and closure strategies for sites with contaminated soil, groundwater and sediment, facilitated complex federal, state & local regulatory compliance and permitting; and advocated for the promotion of sustainable remediation and renewable energy components at State c.21E and EPA Superfund sites. Millie is a Scientific Advisory Board member of the AEHS/UMass Annual International Conference on Soils, Sediments, Water and Energy, Team Leader for three Commonwealth of Massachusetts Brownfields Support Team initiatives, and the Commonwealth’s Trustee Representative for the Buzzards Bay B-120 Bouchard Oil Spill NRD case. She has chaired the national Association of State and Territorial Solid Waste Managers Officials’ (ASTSWMO) Federal Facilities Subcommittee and the Policy & Technology Focus. In June 2012, Millie accepted the prestigious New England Environmental Business Council Nicholas Humber Environmental – Energy Award for Outstanding Collaboration on behalf of MassDEP. Eric leads development and implementation of their Integrated Sediment Management (ISM) Practice and growth strategy with a focus on sustainable innovative cross-program applications. Eric was the CoChair of the Battelle 7th International Conference on the Remediation of Contaminated - February 4-7, 2013 / Dallas, Texas USA. Prior to Battelle, Eric spent 24 years in US Government both with the US Army Corps of Engineers, NY District (USACE) and the US Environmental Protection Agency (EPA). He was an Environmental Scientist/Oceanographer with EPA Region 2 New York, Division of Environmental Protection and Planning – Dredging, Sediments and Ocean’s Team. His specialization is in contaminated sediments and dredged material assessment/management, integrated sediment decontamination innovative technology (treatment train) development, beneficial use of sediments, and Regional (Urban) Sediment Management as it applies to sustainable practices in complex watershed systems and applications to regional sediment processing facilities. Eric is an active member of the European Union Sediment Network Research (SedNet) and was a participant/contributor to the SedNet Treatment/Remediation Workgroup. He is a keynote and invited speaker on a global venue in the subject area of sediment treatment/sustainability and Integrated Sediment Management. Eric has a faculty appointment at Montclair State University, Montclair, New Jersey as a Research Associate Professor in the Graduate Department of Earth and Environmental Studies, and the Doctoral Program in Environmental Management. She has extensive experience in preparing impact assessment documents for both public and private sector clients, particularly involving environmental issues associated with activities in coastal and ocean waters. She has prepared multiple documents associated with the planning, licensing, permitting, and leasing needs of multiple Liquefied Natural Gas (LNG) and other offshore energy development projects, including Environmental Impacts Statements, Operations Plans, Mitigation Plans, and Deep Water Port Applications. She is also very familiar with the requirements of and compliance with federal, state, and local laws, regulations, and guidelines for projects related to offshore energy development including National/State Environmental Policy Acts (EA/EIS), Marine Protection Research and Sanctuaries Act, Clean Water Act (including National Pollutant Discharge Elimination System), Coastal Zone Management Act, Water Resources Development Act, Endangered Species Act, Magnuson-Stevens Act, Rivers and Harbors Act, and the Oil Pollution Act. Ms. Wilson has also served as contract manager and technical lead in support of the USACE’s Dredged Material Management (DAMOS) Program, which is responsible for monitoring and assessment of aquatic dredged material disposal sites in New England. She has managed complex field programs including sediment, surface water, and tissue sampling, as well as oceanographic monitoring surveys; conducted statistical analyses to evaluate population- and community-level impacts; and prepared multiple reports addressing environmental concerns for clients, including federal, state and local governments, as well as for major offshore energy development projects along the Atlantic coast of the United States, Gulf of Mexico, and Caribbean.
