Maryalice Fischer is a Principal Regulatory Scientist in the Waterpower group of Normandeau
Associates, Inc. She has over 25 years of experience in environmental protection and
regulatory compliance as a consultant and former electric utility manager. In her previous
positions with New England Power Company and its successors, she was responsible for
environmental management of transmission and distribution operations in New Hampshire, and
later, for the hydropower division. As a consultant to the energy industry, she has worked on
hydropower, wind, fossil and nuclear projects, as well as land-based and undersea HVDC
transmission projects. She is currently the consulting team project manager for federal
relicensing of TransCanada’s Wilder, Bellows Falls and Vernon hydroelectric projects on the
Connecticut River. She received her B.S. in Applied Math and Physics from the University of
New Hampshire and M.S. in Environmental Studies from UMass-Lowell.

Mr. Cassida has over 22 years of experience administering local, state and federal
environmental laws in Maine. He has a strong background in utility project development
including electrical transmission, wind project and natural gas facilities. His experience includes
permitting, compliance, organizing and conducting scoping meetings, evaluating environmental
impact statements, and assessing mitigation options to compensate for lost natural resource
functions and values. Prior to joining Normandeau in 2011, he served for 22 years with the
Maine DEP where he last served as Director of the Division of Land Resource Regulation. Jim
holds an MS in Public Policy and Management from the University of Southern Maine Muskie
School of Public Policy and a BS in Botany from the University of Maine.

David Cedarholm has been the Town Engineer in Durham New Hampshire for 7 years, and
worked as a consulting water resource-environmental-geotechnical engineer for 12 years prior;
most recently with Sanborn Head & Associates. He earned a BS in Geology from SUNY, and a
MS in Water Resource Engineering from UNH. As Durham’s Town Engineer, he is responsible
for all aspects of the Town’s water, wastewater, and stormwater systems in addition to dams,
bridges, and roadways, and improvement projects associated with both Town owned and jointly
owned Town/UNH infrastructure, in addition to providing technical support to all the Town
boards and commissions. Mr. Cedarholm was the chair of the New Hampshire State
Stormwater Study Commission under HB 1295, and sits on the Board of Selectmen in Lee, NH.

Brian Fitzgerald is the Streamflow Protection Coordinator for the Vermont Agency of Natural
Resources. He has worked in streamflow protection and river restoration at the Agency since
1996. His work focuses on regulation of hydroelectric projects and water withdrawals, mitigating
the impacts of dams on Vermont’s rivers and dam removal. He holds B.S. and M.S. degrees in
biology and ecology from the State University of New York – College of Environmental Science
and Forestry in Syracuse.

Nancy McGrath is the Outreach Coordinator for the NHDES Dam Bureau. She has over 20
years of experience in many facets of the Bureau, including dam safety inspections, dam
construction and permitting review, historic and cultural resources, and over the last several
years has provided outreach and education services on behalf of the Bureau.

Slade Moore has worked as a fish and wildlife ecologist for the past 20 years with a focus on
habitat research and management in upland, freshwater, and marine systems. Since 2009, he
has been the Habitat Restoration Coordinator for the Maine Coastal Program and the Gulf of
Maine Council on the Marine Environment where he works on site-specific restoration projects,
building capacity for stream habitat restoration, and coordinating the Gulf of Maine CouncilNOAA Habitat Restoration Grants Program.
