Assignment Description After severe flooding at the beginning of the year (January 2015), the Government of Madagascar requested support from the World Bank to address its water issues in Antananarivo. A scoping mission in March 2015 led to a recommended approach of integrated urban water management (IUWM) that can bring together the different agencies and stakeholders that play a role in different aspects of water management. This assignment will provide a rapid institutional assessment of the key entities involved in water management in Antananarivo and will form the basis for developing an IUWM planning process. In terms of water management in Greater Antananarivo, some of the key sector institutions include ANDEA (regulator), JIRAMA (urban water utility), Commune Urbaine dAntananarive (CUA) as well as other Greater Tana municipalities, SAMVA (solid waste, storm water drainage), and APIPA (drainage canals). In Antananarivo, the CUA is in charge of collecting solid waste from households and transferring to collection points. CUA is also in charge of the maintenance of parts of both the sewerage network and storm water drainage system. SAMVA is a public corporation created in 1995 and reorganized in 1996 to provide services to the city of Antananarivo. This institutions role is to transport solid waste from the collection points in the city to the public dump outside the city and to also maintain 47 km of the sewerage network. However, at times SAMVAs scope of work conflicts with the CUA in certain geographic areas. APIPA is an agency under the umbrella of the Ministry of Water, Sanitation, and Hygiene established to manage flooding in the plains of Antananarivo and maintain all main drainage canals. These main canals, while outside the scope of work of CUA and SAMVA, are the receptors of secondary drainage systems managed by SAMVA and CUA. The assignment will consist of understanding how each entity operates, provides services and makes decisions; how they interact during their regular operations as well as during emergencies (e.g. January 2015 floods); and identifying opportunities for collaboration. Outputs: reports, institutional mapping, service delivery mapping, ppt summaries, workshops Firm Profile: The consultant will be a firm with requisite skills in urban water institutions, institutional development, budget planning processes, service improvement, integrated planning processes. Qualification Criteria 1. Provide information showing that they are qualified in the field of the assignment, specifically in urban water management (water supply, sanitation, storm water drainage) as well as solid waste management; experience in Africa and ability to operate effectively in French. 2. Provide information on the technical and managerial capabilities of the firm., with evidence and having managed team contracts for analytical knowledge work. 3. Provide information on their core business and years in business,and the relevance to this assignment. 4. Provide information on the qualifications of key staff, including, fluency in French and English, to be able to work with French-speaking clients and prepare reporting in both French and English. * - Mandatory Selection and contracting will normally be made from responses to this request for expression of interest.
