JOB DESCRIPTION JOB TITLE: Building Surveyor DEPARTMENT: Glebe and Buildings REPORTING TO: Deputy Diocesan Surveyor (Repairs & Maintenance) 1. JOB PURPOSE To share and manage all aspects of responsibility for the repair, maintenance, refurbishment and improvement to the Diocesan Housing stock, reporting to the Deputy Diocesan Surveyor on a regular basis. To provide support to the Development team on housing and other external projects as capacity and workload permit. 2. PRINCIPAL ACCOUNTABILITIES To carry out quinquennial surveys as required by the Repair of Benefice Buildings Measure 1972 and other Board properties and implement works arising. In association with the quinquennial surveys commission statutory asbestos surveys, and implement any works arising To deal with reactive repairs on a day to day basis and implement all works arising To arrange planned maintenance works from the 5 yearly programme including all tendering procedures in accordance with Diocesan guidelines. To meet with existing incumbents to agree any works necessary before vacating and to implement any works necessary during the interregnum. To meet with prospective occupants and to agree and implement any works necessary before agreed occupation date To prepare detailed drawings, schedule of works and tender documentation for minor alterations and following approval by the Deputy Diocesan Surveyor (Repairs and maintenance), manage all works To prepare detailed drawings, schedule of works and quotation documentation for development projects and following approval by the Deputy Diocesan Surveyor (Development), manage all works 3. DIMENSIONS To implement the maintenance and repair to the Board’s housing stock. To be responsible for approximately 10 refurbishments/extensions per annum (up to £200,000) (shared work with the Deputy Diocesan Surveyor) 1 To implement the works arising from approximately 90 quinquennial surveys per annum. (shared work with the Deputy Diocesan Surveyor) To implement all necessary works arising from up to 40 clergy movements per annum. (shared work with the Deputy Diocesan Surveyor) To carry out condition surveys on prospective purchase properties and prepare detailed reports and schedule of dilapidations. _______________________________________________________________________________ 4. PLANNING & ORGANISATION The post holder is responsible for all aspects of maintenance, repair and improvements to the Boards properties as allocated to him by the Deputy Diocesan Surveyor (repair & maintenance) from initial brief to final account. This involves the following: o Receiving correspondence and telephone calls relating to reactive and planned maintenance and repairs. o Arranging for works to be undertaken, issue orders, settle relevant accounts and authorise payments. o Contacting and visiting with leaving clergy, agree and implement any works during interregnum. o Contacting newly appointed clergy and agree ingoing works and authorise grants available. o Preparing work schedule and arrange for works to be completed prior to occupation dated; agree and authorise final accounts o Managing projects from feasibility through to completion including, planning, tender processes, contract administration and agreement of final account in accordance with Diocesan guidelines. To arrange, carry out and provide detailed reports on quinquennial surveys as required by the Repair of Benefice Buildings Measure 1972 and other Board properties. To maintain current database of housing stock. To commission asbestos survey in conjunction with the quinquennial survey and to arrange the following: o Prepare a schedule of immediate works to be carried out within 12 months. o Prepare a schedule of planned works for inclusion on a works programme to be carried out within 5 years. o To regularly scrutinise and update any deferred works and amend the programme accordingly. _______________________________________________________________________________ 5. DECISIONS To prioritise all works in relation to budget, need and practicality with a long term view of reducing maintenance expenditure. Within the parameters of the assigned budget limit, to authorise revenue expenditure on repairs, maintenance, improvements, refurbishments and extensions. For development work, plans and tender documents will be reviewed by either the Director or, the Deputy Diocesan Surveyor (Development), before they are submitted 2 6. OTHER - Contribute to organisational systems and processes Contribute to the identification and implementation of the Glebe and Buildings strategic priorities as identified in the strategic plan Comply and fully co-operate with the Diocese of Oxford’s health & safety policy. Maintain an up-to-date knowledge of technical competency areas and take a proactive approach to continuous professional and personal development Carry out any other duties and responsibilities as reasonably required in line with operational needs Participate in the Diocese of Oxford performance management processes 7. KNOWLEDGE, SKILLS, AND EXPERIENCE: The job holder will have the following qualifications, skills & knowledge: Membership of a relevant accredited professional body such as CIOB or RICS A thorough knowledge of building construction and associated trades. A good working knowledge of: Planning law; building regulations; construction regulations; British Standards and Agreement Board certificates; Construction Design Management legislation. Proficiency in using Microsoft Office package and experience of AutoCAD, or a similar drawing software package Good communication skills and ability to deal with people at all levels An effective team member but with the ability to work independently when required Strong project management skills with the ability to ensure that contracts are carried out within costs, on time and too the correct quality level Understanding of and sympathy for the work of the Church of England A driver with access to a vehicle, as the position requires regular travel to all parts of this geographically widely spread rural diocese. 3 GENERAL INFORMATION Remuneration Hours of work Place of work Holidays Pension Provision Probation period Notice period Salary scale £34,281 to £37,944 per annum 35 hours, Monday to Friday Diocesan Church House, North Hinksey, Oxford. 22 days paid leave rising to 25 after 1 year. In addition to the public holidays the office is closed on Ascension Day, Maundy Thursday and Christmas Eve. Church of England Pensions Board Defined Contribution Scheme or, Stakeholder Pension Scheme with the Prudential. Six months, during which time progress is regularly reviewed and the period may be extended. During probation, 1 month and thereafter, 3 months from either side, or the statutory minimum (whichever is greater).
