POSITION DETAILS 3.1 Position Context This position is responsible for leading, developing, implementing and monitoring a multidisciplinary integrated service unit. The position provides leadership and management of: Oral Health program General Practice services Fee for service Allied Health services Post Acute Care program Alfred Health partnerships such as Disease Management Unit and Community Rehab This role has a strong focus on: financial sustainability, risk management, policy development, clinical governance, systems development and service coordination / integration. The position leads a team of approximately 50 staff to provide high quality care to the community. As part of the management team, the Program Manager contributes to the strategic development and leadership of the broader organisation. The senior management team comprises all the CEO, General Managers and Program Managers. This team seeks to be collaborative and dynamic in providing operational leadership and contributing to strategic service development and review. In particular, each Program Manager has individual and collective responsibility to actively engage in building a strong, effective and resilient organisational culture. 3.3 Key Responsibilities Program specific: a) Lead, develop and implement service system development /integration: Facilitate expansion of general practice / allied health services Develop and review systems in an ongoing manner to ensure services are integrated, efficient, effective, sustainable and safe, within ISCH frameworks. b) Strategic management of existing services: Develop, monitor and review ongoing business planning for above services Optimise relationships with relevant organisations (such as DHSV, Alfred Health, Primary Health Network, PCP, relevant networks etc). Management of budgets and financial systems / resources; manage, maintain and optimise a range of funding sources Program performance monitoring, improvement and reporting. Participate in the preparation of relevant tenders and submissions. c) Lead, develop and implement quality and clinical governance: Take a leadership role in accreditation across the program. Develop and oversee clinical governance systems and risk management processes that ensure the delivery of safe, high quality service delivery in a manner congruent to organisational frameworks. Maintain a working knowledge of relevant legislation and guidelines to ensure compliance. Policy and procedure development in the program scope and contribution to wider service policy formulation. Management of OH&S systems and processes. Lead and engage the team with the program plan and vision. Provide leadership of multidisciplinary integrated services in a manner which promotes pride in the workplace and a collegiate approach to service goals Management, participation and facilitation of organisation wide committees and working groups. e) Leading change management: Facilitate and lead cultural and organisational change within the program. Participation and contribution to senior management forums. Marketing and communication of new services. Organisation wide: ISCH Model of Care - An understanding of relevant policy and guidelines which underpin the ISCH Model of Care and the ability to integrate implementation of the model within the program. Report Writing and Submissions - Responsibility for identifying and managing the preparation of tenders and submissions. Accountability includes developing the process, the standard and timeliness of the submission, consultation with stakeholders and preparation of final documentation. Quality Improvement - Responsibility for leading their Program’s commitment and involvement in the planning, monitoring and implementation activities of Quality improvement including requirements for QICSA Accreditation. Responsible for completion of related reports with input from their coordinator and all upward reporting to ISCHS Board and external bodies. Community Participation - To undertake active and meaningful community participation and engagement. Health Promotion - Contribute to the development, implementation and evaluation of organisational Health Promotion strategies. Professional Development - Attend and contribute to staff development and supervision programs, and to attend relevant courses and mandatory in-house training and participate in peer review/practice. Occupational Health & Safety - Ensure that work and services are provided in a safe manner at all times by regularly reviewing practices and environment and abiding by our Smoking Free Workplace Policy Performance Management Framework - Actively participate in an annual individual performance plan, which determines key responsibilities, strategies and performance indicators. KEY SELECTION CRITERIA (Must be submitted with your Application) Mandatory a) Tertiary qualification in relevant clinical or management related area; relevant post graduate qualifications are desirable. b) Experience in developing and managing integrated, multi funded, multidisciplinary services c) Experience in taking a lead role in applying clinical governance and risk management frameworks d) Demonstrated ability to meet the ISCH competencies as defined in the position description e) Ability to lead, develop and implement workforce development and management systems: Experience establishing and leading multidisciplinary teams Well demonstrated leadership skills including the ability to lead and manage a program and the capacity to plan work, motivate staff and monitor performance Demonstrated experience in designing, leading, implementing and evaluation change management in a complex service environment. Salary Level: Grade 5 (above award) with 5 weeks annual leave Hours Per Week: 38 (40 with provision to accrue an ADO) Duration: Permanent, ongoing Probationary Period: In accordance with our usual practice, there will be a probationary period of three months, during which time a review process will be undertaken. At the expiration of the probationary period, employment may be confirmed as an ongoing employee, employment may be terminated or the probationary period may be extended up to a maximum of 6 months with further review. During the probationary period either party can terminate for any reason. This offer applies while Inner South Community Health Service continues to be granted "public benevolent institution" status and enjoys exemption from the provisions of the Fringe Benefits Tax (FBT). Should our status change salary packaging will no longer be available. We offer 3 types of Salary Packaging:o Standard tax free salary packaging amount $15,900 [per annum o Meal Entertainment Expenses $12,000 per annum o Entertainment Facility Leasing Expenses - no threshold per annum It is not compulsory for employees to take up the offer to ‘package’ their salary; however the benefits from packaging are considerable.
