What are the characteristics of a grant, contract and gift? A gift is funds or goods that are given voluntarily to to Washington University, with no reciprocal obligations. There is no quid pro quo expectations. A grant is an arragement under which there is a transfer of funds, property, services or anything of value from the sponsor to the institution to assist the institution in reaching a particular institutional goal or public purpose. A contract is a mechanism for the procument of a specific service or product with specific obligations for both the buyer and seller. This creates a quid pro quo relationship. An “STC” is the summary of terms and conditions of a contractual agreement. The contractual agreement could be a subaward, a modification to a subaward, or a direct contract. The STC is designed as a tool to highlight certain financial terms of the agreement (amount funded, budget/performance dates) or other note-worthy provisions, as well as a roadmap to where common expected terms and conditions of the agreement can be located. Please be aware that the STC highlights only some aspects of the contract, and the full agreement should be reviewed for a complete understanding of all contractual obligations. An STC is prepared at JROC, and is distributed to the principal investigator, the department administrator, the OSRS-Grants team, and SPA, along with the fully executed contract (or modification, subcontract, subaward, etc.), once the agreement associated with the STC has been fully signed. An STC is only issued once an agreement has been fully negotiated and signed by both the awarding party and the recipient (Washington University). How are Requests for Proposals ("RFPs") processed?
