Invitation to Bid- Upgrading and Replacement of Network Infrastructure
Equipment
The Ocean Springs School District (OSSD) is requesting bids for the Upgrading and
Replacement of Network Infrastructure Equipment at the following school sites.
Ocean Springs Alternative Education School- 2401 School St., Oak Park Elementary2230 Government Street, and Pecan Park Elementary-504 Hanley Street.
This bid will be advertised in the Mississippi Press and specifications and guidelines
may be obtained by contacting Cindy Wilson, Director of Technology or visiting the
Ocean Springs School District website at the following address: www.ossdms.org.
All proposals are to be delivered to the Ocean Springs School District Business Office,
2300 Government St. Ocean Springs, MS 39564, ATTN: Cindy Wilson, Director of
Technology. Bids are to be in a sealed envelope clearly marked: Upgrading and
Replacement of Network Infrastructure Equipment and returned no later than
11:00AM CST, Tuesday, February 28th, 2012 at which time proposals will be opened in
the Technology Department conference room. The Board reserves the right to reject
any and all bids. Late proposals will not be accepted.
This is an equipment only bid, no installation services are being sought. All equipment
and cost must be submitted and totaled by school site. All shipping and delivery cost
are to be included as part of bid.
The use of brand name specifications is to provide prospective vendors with a product
standard and/or guidelines for equipment needed; all equipment meeting or exceeding
the brand name specifications used will be given equal consideration. Any substitution
must be approved in advance by OSSD IT Dept.
In addition to issuing this bid, OSSD has posted a 470 with USAC for Erate discounts
for this project therefore the responsive proposal must agree to provide an Erate Spin
Number, aid in the application for E-rate funding and agree to all Erate requirements
and payment terms included in the specifications as required for the Erate Program.
Erate funding for each school site may be approved at different times. This will involve
the possibility of the project work being completed during different time periods. In the
event that Erate discounts are not approved, the district reserves the right to cancel any
or all of the product purchases and/or services required to complete this project. Prices
quoted and listed in the Erate funding request (471) must be honored until the
completion of the project.
The District also reserves the right to reject any or all bids, to waive informalities and
when multiple items or supplies for a period of time are involved, to award bids on an
individual basis or an all or none basis, whichever is in the best interest of the District.
Qualification of Bidders
This bid shall be awarded only to a responsive and responsible bidder, qualified to
provide the goods specified.
Instructions to Bidders and Bid Conditions









Proposals are due and will be read 11:00AM CST, Tuesday, February
28th, 2012 in the Technology Office of the Ocean Springs School District,
400 Holcomb Blvd, Ocean Springs, MS 39564.
Proposals are to be submitted in sealed envelopes, clearly marked:
Upgrading and Replacement of Network Infrastructure Equipment
The Board reserves the right to reject any and all proposals either in whole
or in part, or to reject a proposal which is any way incomplete or irregular
and to waive informality or waive any part thereof.
The Ocean Springs School District may terminate the contract, in whole or
in part, in the event funding is either in proration or otherwise no longer
available

Ocean Springs School District is exempt from Mississippi sales tax and
most Federal taxes. Exemption certification information appears on all
purchase orders issued by the District.
Any licenses or permits that may be required to perform any of the work or
provide any equipment anticipated by this request for proposal shall be
obtained by and at the expense of the service provider. Evidence of any
required licenses or permits shall be provided to the School District upon
request. Any fines or penalties levied by any governmental entity for
conduct by the service provider in connection with the work contemplated
by this request for bids shall be paid for by the service provider.
The scope of this contract may be scaled up or down to meet funding
guidelines with the Ocean Springs School District budget.
This project will be a deliverable based engagement


The bidder must state assumptions for this project, including how pricing
was calculated and on what it was based, and any other assumptions
used to determine the amount of work necessary to ensure success.
The Ocean Springs School District will not award this project based solely
on lowest bid, but rather most qualified bidder and the following criteria will
be taken into account

Price of the eligible goods and services
Meets or exceeds the minimum specifications
Vendor qualifications, certifications, etc.
Prior experience, references, and resumes of local engineering
staff
The Ocean Springs School District reserves the right to review resumes,
check credentials and approve or disapprove the assignment or
reassignment of vendor personnel.
All equipment and work will be in accordance with specifications and
funding deemed acceptable by the Ocean Springs School District.
Bid Qualifications





Financial stability. Responsive proposals must provide proof of ability to
handle this project with lines of credit from manufacturer that will allow
shipment of product on credit until project is signed for, accepted and
completed. No payment will be provided for any equipment installed until
the final inspection and acceptance has been approved by the district.
Each responsive proposal must be able to supply local response service.
Established in providing products and/or repair service.
In good financial standing with manufacturers of all products proposed in
this bid.
Each bidder must list all areas of the qualifications they are not able to
meet and provide an explanation where the qualification was not met.
General Equipment Requirements




All equipment and materials used shall be standard components, regularly
manufactured, regularly utilized in the manufacturer’s system.
All systems and components shall have been thoroughly tested and proven in
actual use.
Equipment of like standards or specification may be substituted in the bid, but
must meet or exceed the specifications listed in the scope of work. If a
substitution is made, details specifications should be shown for the
equipment.
Individual components should be itemized as specified including equipment,
materials, software, licenses, and warranties, with a combining total shown for
the entire proposal
Specifications
1. All equipment must be new in box. (Used or refurbished equipment are not
acceptable)
2. UPS’s must support full functionality of district’s Powerchute UPS Management
software.
3. Distribution and core based fixed port switches must be able to support for
current and future expansion
*Layer 3 routing and switching EIGRP protocol
* PoE+ with 30W power on all ports in 1 rack unit (RU) form factor
* IPv4 and IPv6 routing, Multicast routing, advanced quality of service (QoS)
*Lifetime warranty or (LLW) with next business day (NBD) advance hardware
replacement
* Enhanced (built into fixed port switch OS) energy management features for
operational cost optimization by measuring actual power consumption of the
PoE devices, reporting, and reducing energy consumption across the network
*Autosensing power features that automatically negotiates correct power
requirement to PoE devices in current or future use. This is important as energy
conservation and reduction requirements are mandatory.
*Ability to support a stacking power feature for sharing power among stack
members in a stacked switch configuration.
