We are asking participants who register if their technology is able to handle participating in a paperless event. We will plan for handouts based on participant feedback. Overview: The purpose of this workshop series is to prepare local districts to make informed decisions about teacher leadership and compensation models. The goals are to enable each participating district team to submit a compelling and competitive plan to implement a local teacher leadership and compensation system to the Iowa Department of Education and be well positioned to implement their plan, if funds are awarded. As a participant, you will learn about the purposes and intended outcomes of the state’s process to plan and implement a statewide teacher leadership and compensation system. In a facilitated workshop setting, you will gain information about how to develop a leadership plan that will benefit students, teachers, leaders, and families. The workshops will offer ways to organize your grant application process. You will have opportunities, in the large group and as a team, to review exemplars, consider the critical elements of potential models of teacher leadership and compensation, and discuss how the elements fit within existing district systems and initiatives. The role of families and ways to communicate with and engage the community will be addressed. Teams will engage in facilitated discussions about how to use the planning process to think “big-picture,” set your vision, gather input from stakeholders and increase buy-in, determine goals, plan your course of action, develop communication plans, access resources, and design an evaluation process. Protocols and templates will assist teams as they progress through writing each section of the grant. FAQ sessions with representatives of the Iowa Department of Education will be scheduled periodically. Specialized webinars and/or conference calls will provide targeted technical assistance as needed. Some districts may choose to join another district and form a consortium to work through the application process and collaboratively implement a teacher leadership plan. The workshops will assist with the formation of consortia and support consortia’s planning. Team Composition: Districts that plan to apply this year can bring a team of up to four individuals. Carefully consider the composition of your team. The grant application is explicit about including teachers, administrators and parents in the process of developing the TLC plan. The assumption is that this team represents your larger grant planning team in your district. If districts are working with AEA staff on this grant, we encourage you to invite them to attend. Regional directors will review the participant list and try to have a staff member in attendance from each region. Suggested team composition: - 1 teacher: Select a teacher who has experience in representing his or her peer and will be intentional about sharing information with and gathering input from all faculty. - 1 administrator: Select a leader who works well with teachers and has experience with designing and advancing district/building vision and goals. - 1 individual who is active in your district’s association. - 1 parent who has access to family and community groups to share information and gather input. Districts that intend to apply next year may bring a team of two individuals. An administrator and teacher would be the best team configuration. If Heartland offers grant planning support to districts in year two and three, it will not be as intense as this year. Team Preparation: All team members are encouraged to bring a computer or tablet since materials will be available on a Google Site. The Iowa Department of Education is providing a lot of guidance and information to school districts in October. The planning workshops will build on this guidance. Planners are assuming all participants will have participated or viewed the information on the DE website. Prior to the October 30th workshop, all attendees should go to the Teacher Leadership and Compensation section of the Iowa Department of Education website and read/view the following: Guidance on the Iowa Teacher Leadership and Compensation System. The registration deadline is noon on October 21, 2013. Heartland’s 4-day workshop series is described below. Please note that objectives may be adjusted based on workshop evaluation data. October 30, 2013 Workshop 1: Gather Information Hear Iowa Department of Education and Heartland Area Education leaders set the stage for this work and field initial questions. Discuss how teacher leadership and compensation (TLC) systems benefit students, teachers, leaders, and families. Consider what a quality district TLC plan should include and study the application requirements. Discuss stakeholder representation and how to engage stakeholders. Learn about the planning process, data collection, and timelines. [Grants Part 1-10] Assignments to prepare for the next workshop: 1) Build a larger stakeholder team to help with planning throughout the grant writing process and (hopefully) help implement the awarded grant. a) Complete vision setting activity with full team b) Gather data identified during the first session and generate ideas for additional data sources 2) Consider Assurance #1: The school district will have a minimum salary of $33,500 for all full-time teachers. 1. 2. 3. 4. 5. Review what was learned from DE webinars and SAI workshop and apply to planning/grant writing. Discuss 3 Models (as per IA DE guidance). Review existing school improvement priorities.
