BACKGROUND
This Bulletin is to inform you that UL has introduced the Continuing Certification approach to the
Standards Technical Panel for UL 913, and that STP 913 has voted on the implementation of the
changes associated with the subject requirements.
In the past, when UL transitioned from one set of requirements to another, an Industry File Review (IFR)
would be conducted involving all currently certified products evaluated to those requirements. However,
since the revisions to the requirements for the 7th edition, and upcoming 8th edition, of UL 913 were driven
by an interest in harmonization, rather than any known safety issues, UL has developed a Continuing
Certification approach to maintaining certification of equipment to such requirements.
Under this Continuing Certification approach, the Standards Technical Panel (STP) responsible for the
development and approval of the involved requirements has a voice in determining the implementation of
the requirements. As STP 913 is the STP responsible for the development and approval of the
requirements associated with UL 913, UL requested that each STP member vote on the implementation
of the changes associated with the subject requirements.
The result of this vote is that the change in requirements between the 5th edition of UL 913 and the 7th
edition of UL 913, and between the 7th edition of UL 913 and the upcoming 8th edition of UL 913, do not
warrant all apparatus and associated apparatus presently certified to either the 5th or 7th editions of UL
913 to be brought into compliance with either the 7th or upcoming 8th editions of UL 913 respectively. The
rationale for this position is that the requirements of the 7th and upcoming 8th editions of UL 913 are not
substantially different with respect to safety than the previous editions (refer to UL CSDS work area
opened 2013-05-17 for additional details).
Consequently, UL need not conduct either a 7th or 8th edition UL 913 Industry File Review on Intrinsically
Safe Apparatus and Associated Apparatus for Use in Class I, II, and III, Division 1, Hazardous (Classified)
Locations, and the existing Industry File Review (IFR) for compliance with the 7th edition of UL 913 is
being
cancelled.
CONTINUING CERTIFICATION APPROACH
The result of this vote has also set the future schedule for the transition from the 5th to the 7th to the
upcoming 8th editions of UL 913, and the future use of these three editions of the standard as follows:

On 1 September 2018, the 5th and 7th editions of UL 913 will both be withdrawn. No further new
certifications of US Division 1 intrinsically safe apparatus and associated apparatus involving the 5th
or 7th editions of UL 913 will be allowed after this date.

After 1 September 2018, only the 8th edition of UL 913 can be used for establishing new certifications
of US Division 1 intrinsically safe apparatus and associated apparatus.

Existing certifications of US Division 1 intrinsically safe apparatus and associated apparatus to the 5th
and 7th editions of UL 913 will be allowed to continue after 1 September 2018. These certifications
will not be withdrawn provided there are no changes to the design of the apparatus that require a
certification decision to determine compliance. Changes that require a certification decision to
determine compliance will require an evaluation of the apparatus, in its entirety, to the 8th edition of
UL 913.
This schedule enables manufacturers to transition to the 8th edition of UL 913 based on their own
schedule and their market demands. It will also allow manufacturers to continue producing intrinsically
safe apparatus and associated apparatus certified to the 5th and 7th editions of UL 913 provided there are
no changes made to the apparatus that require a certification decision.
