Provincial Coach—Job Description
DESCRIPTION:
Under the direction of the MRA VP of High Performance, the Provincial Coach (“Coach”) is responsible
for the MRA High Performance program (which includes specific coaching services for the development
of Western Canada Games and Canada Games Provincial Team preparation) The goal of MRA is to
improve rower development through quality coaching, effective programming and planning, and to
enhance the effective delivery of coaching services to better manage programming, coaching capacity
and planning - with a focus on leadership and cooperative skills.
As a paid employee of the MRA, the Provincial Coach is a leader, an ambassador to other provincial and
national sport organizations, and the rowing community at large.
Goal: To develop an environment and a rowing system that ensures the MRA is continually producing
athletes capable of transitioning to RCA’s National team Programs, effectively representing Canada, and
Manitoba, internationally.
KEY RESPONSIBILITY AREAS:


Works with RCA’s development system supporting and delivering TID
and development initiatives in Winnipeg.

Provides coaching services to the MRA in the development of Western
Canada Summer Games and Canada Summer Games Team preparation;

Establishes clear criteria to determine what athletes should be
supported by MRA programming and Winnipeg Rowing Club programming;
streaming athletes accordingly.

Promotes and prepares athletes consistent with Rowing Canada

Directly overseeing ongoing development of athletes within the
provincially Targeted talent pool. This includes but not limited to.

Developing and communicating appropriate training and
recovery programs for all athletes within the Excellence
Pathway that is overseen by the Provincial coach.

Creating an annual competition and training calendar
which clearly defines progression on the pathway;

Undertaking regular and appropriate monitoring of
identified athletes;
Establish and deliver recruiting strategies that support High
performance in particular RCA’s Own the Podium talent
identification program.

Creates, Communicates, and posts clear selection criteria to assist
athlete in making the provincial team.

Determines the criteria for use of provincial team equipment;

Organizes and manages winter training camps;
Athlete
Development

Ensures recruitment strategies are integrated with club programs
where applicable.

L2T/T2T/L2C/T
2C/CFL


Directs efforts for recruitment and encourages retention of athletes by
ensuring that all stages of athlete development are running smoothly;
Coach
Development

Mentors coaches in skill specific and stage appropriate practices;

Encourages cooperative coaching with coaches in all MRA programs

Develops a training philosophy to be used by all athletes of all skill
levels and provides direction to all programs.

Supports and provides feedback to individualized learning plans for
coaches based on the identified coach’s strengths and weaknesses, where
appropriate;

Presents and provides input into coaching clinics, boat rigging or repair
clinics, and other experiences as opportunities or needs arise.
Leadership/Cooperation/
Teamwork

Communicates in a clear, concise, and transparent manner.

Supports, adheres to, assesses, improves, and helps to enforce MRA
policies when and where appropriate;

Assists athletes and coaches to transition from stage to stage along
the performance pathway for their optimal development in accordance with
RCA’s LTAD;

Encourages appropriate participation of athletes at MRA sanctioned
events;

Coaches and leads by example; and,

Leads and develops a culture of cooperation with coaching peers.
The MRA VP of High Performance will meet quarterly with the PC to establish and review Key Performance
Indicators that have been established. Additional duties may be assigned at this time if both parties agree that
they are in the best interest of programming in Manitoba.
The Provincial coach will be expected to provide regular reports outlining progress against KPI’s

EMPLOYMENT REQUIREMENTS:
Qualifications: RCA Performance Coach (formerly Level 3 NCCP certification) or equivalent;
Valid Driver’s License;
Pleasure Craft Boat Operator’s Card;
First Aid & CPR certification;
Sport Manitoba “Respect in Sport” Online Education; and,
Criminal Record and Child Abuse Registry Checks.
Experience:
Successful competitive coaching experience; and,
Previous experience running programs.
Skills: Leadership, excellent communication and interpersonal skills to manage coaching personnel and
resolve conflicts;
Organizational, administrative and planning skills necessary to recruit, retain and develop athletes and
programs;
Team orientated and enthusiastic;
Self-motivated and willing to take initiative;
Problem solving skills; and,
Must be capable of mentoring and developing other coaches.
WORK HOURS:
Work hours will be irregular and reflect training and competition schedules and will involve split shifts
(early morning, after-work and weekend work-out sessions) lengthy days (on-water season, regattas,
training camps). Remuneration is in exchange for all hours worked. In that regard, the Provincial Coach
is directed and expected to average, over each year, his/her time spent to achieve an average 40 hour
work week, by taking time off and working shorter days in off-peak times to compensate for heavy work
periods. Because priorities may change during the year and from year to year, MRA may place greater
emphasis on different areas of responsibilities and the Coach will allocate time to reflect those priorities,
but within the 40 hour per week average over the course of the year. In that regard, the Coach agrees to
co-operate with MRA in applying for a standard hours of work permit pursuant to The Employment
Standards Code.
SUPERVISION/REPORTING:
The PC will report to MRA through MRA’s VP of High Performance. The Provincial coach may be asked
to provide seasonal reports and updates to the VP. The PC may also be asked to attend specific MRA
board meetings.
The MRA VP of HP will meet quarterly with the Coach to outline priorities, expectations and time
allocation which will form the basis for the Annual Performance Plan. It will be reviewed at least quarterly
by MRA with the Provincial Coach. If the Coach determines that the responsibilities assigned cannot be
accomplished within allocated time, he will advise MRA and will meet with the VP HP to resolve priorities
and responsibilities and the Annual Performance Plan if it needs to be adjusted.

The Coach will be assessed on his/her results or efforts as set out in his Annual Performance Plan, which
will reflect the strategic priorities of the MRA.
