Narrative Description of Project:
Angora rabbit breeding and rearing has emerged as an important income generating enterprise in

the hilly regions of India in the last 30 years. This livestock system has been viewed to provide a
sustainable source of income under small or zero agriculture land holding. The agro-climatic
conditions of the hilly regions between 4500 to 7000 feet above sea level in Uttarakhand are viewed
as the potential areas for such an enterprise. Keeping in the view the importance of angora wool
fiber and its potential for income and employment generation, there is need to increase production
and productivity of the angora wool by making angora rabbit breeding and rearing a popular
occupation. High profitability, vast potential of income and employment generation, huge potential
for earning foreign exchange and role of angora rabbit husbandry in ecological rehabilitation are few
of the many positive factors, which call for coordinated efforts, so that the farmers take up angora
rabbit breeding and rearing in a big way.
The woman and educated unemployed youths can take up this profession and traditional farmers
can supplement their income through this profession. Rearing of angora rabbits needs less space,
time and money and any family member with minimum experience and training can manage it.
Angora rabbits have a fast multiplication rate, which increases approximate 10-12 times annually.
The climatic conditions of the hilly regions of Uttarakhand are found suitable for angora rabbit
breeding and rearing.
Objectives of the Project:

To open up a germplasm resource centre to develop high yielding angora rabbits that would
make available quality breeding stock for the beginners as well as replacement of males to the
existing rabbit units for upgrading their flocks.

To provide basic training in angora rabbit breeding, rearing and wool processing for women and
educated unemployed youths who can take up this profession and traditional farmers can
supplement their income.

To develop improved package in the field of breeding, feeding, management, disease control
and treatment and availability of quality feed to the angora rabbit breeders.

To provide necessary inputs and guidance for development of new farms as well as to extend
this facility to the existing operational units and to strengthen extension, monitoring and
consultancy services to the existing and the up-coming new units.

To extend marketing support to producers through auctions, exhibitions, emporiums, cooperatives, federations, etc. in the National and International markets.

To provide facilities for on-farm testing of various technologies developed by Agriculture
Universities, Research Institutions, Government Departments and Non-Governmental
Organizations in the field of angora rabbit production and wool processing.

To encourage women and rural unemployed youths in this fast development income generating
enterprise and to revive the tradition of household spinning and processing of this costly fiber as
being done by the rural households since long.

Narrative Description of Project:
The hilly regions of Uttarakhand especially Chamoli, Uttarkashi, Pithoragarh, Bageshwar and Almora
have been quiet popular Nationally and Internationally for the handicrafts and handloom products.
In these districts woolen shawls, lohies, caps, mufflers, tulma, chutka, woolen carpets, aasan, sofa
cushion, etc. and variously designed products are manufactured by handlooms.
Apart from this the various types of stone carving, engravings on wooden sticks, baskets, mats,
bamboo products, rambans products, copper utensils, wall hangings, purses, decorative items,
variously engraved wooden items and many other items are manufactured. But in the present time it
is seen that due to the lack of money for buying and processing the raw material, lack of improved
technology, tools and equipment required for the quality handicrafts and handlooms inability to
produce better quality and newly designed goods/products, insufficient level of production and
problem of marketing has lead to the decline of handicraft and handloom industry of hilly regions
which was once very popular Nationally and Internationally. This all lead to the ignorance of coming
generation towards there tradition and they are forced to migrate to the plains in search of jobs
leaving their women folk in villages to struggle for their life.
Objectives of the Project:

To provide stable and sustainable market for rural products made by the rural producers and
artisans at household level.

To provide market information to the rural producers and artisans.

To conduct Research and Development (R&D) work in terms of improvement in technological
input and upgrading the traditional machinery and equipments.

To provide basic facilities in terms of product development, design development and product
diversification.

To organize exhibitions and trade fairs for rural producers and artisans to sale their products
directly to the buyers.

To participate in the exhibitions and trade fairs organized by the various Government and NonGovernment Departments and Agencies at National and International level.

To establish and develop a permanent and sustainable sale system and infrastructure for rural
products produces at rural household level.

Narrative Description of Project:
The agro climatic condition of India has ranked it third in the world, with an annual production of
102 million tones of fruits and vegetables per annum. Despite such huge production, there is an
annual loss of about 30% due to meager utilization by fruit and vegetable processing Industry and
almost negligible processing being done at home. Others factors for destruction of the crop are lack
of transportation and low prices offered to the growers. Though India has witnesses a shift towards

the use of dehydrated fruits and vegetables, there is always a growing demand for home made
processed food both at the rural and urban levels.
In addition to bringing about a check and control over the pre and post harvest losses, the act of
setting up economically viable and non-energy intensive processing and preservation units at the
village level by employing the local labour augments to the family income thereby raising the socioeconomic condition of the growers and beneficiaries. The other long term sustainable benefit would
be linking the small and marginal farmers in the area with the production and marketing system
involving their full participation at all levels. Another immediate benefit of processing is that it
increases the shelf life of the horticulture produce thereby increasing the bargaining power of the
small and marginal farmers.
Objectives of the Project:

To augment the income of small grower families through value addition to their produces.

To train the selected beneficiaries, particularly women in processing, semi-processing and
preservation of horticultural produces.

To establish a nodal production facility and satellite units with decentralized functions.

To establish linkages with Science & Technology based resource agencies for technical back up

Narrative Description of Project:
Scattered and fragmented land holdings are a continuous trend to become a complex comb of
problems in view to increase cash incomes from per unit area of holdings. Examples are often
quoted from Kashmir, Himachal Pradesh and North-East hills by doubling the value of problems,
because Uttarakhand hills farming is quite tough to rejuvenate for production purposes without
ownership consolidation of land.
Nevertheless the approach is optimistic, but our Organization foresee many of the socially inbuilt
problems like family disputes, fertility status of land, money involved in making process illegal etc. If
wisdom really needed at this venture, then it must be for functional purposes i.e. productivity
increase and there is no guarantee whether land consolidation on papers for purpose of ownership
will increase yield. Our doubt is it will be a helpful mean to negotiate for land trading between single
owner and land Mafias.
No doubt, yield must be increased and for this purpose, large holding is an essential. Rationally we
can look for alternatives? It could be done with the approaches like cooperative farming, lease
farming, contractual farming etc. Our experience says theoretically that co-operative farming is ideal
one, but benefits distribution among the beneficiaries remains always a matter of disputes. Similarly
contractual or lease farming have been opted since antiquities under heads “TIHAD” or “ADHEL”
systems and then under new settlement Act of 1952 it become a motivational tool to go people to
the course for justice.
No need to say how long this disputes remained persistent among societies and how it disturbed
socio fabric. Similarly, the next example of leased farming being done by Nepali labourers narrates
the same story of agony accumulations between locals and these. However, it also brought few
social evils also viz., liquor addiction, flash trading and inhabitable problems of diversified crimes. It
means the only solutions is among the people, for the people and by the people with the help of any
prevalent local Voluntary Organizations and that too with Joint Farm Management means identified
the land, identified the people of similar interest and plan for them with their full participation by the
involvement of any facilitator agency.

Objectives of the Project:

To increase the off-season vegetable production and unit area production in terms of cash and
volumes.

To increase the self employment opportunities.

To facilitate adoption of appropriate technologies for removal of drudgery, increased efficiency
and higher income of farm women and youths.

To introduce and integrate the appropriate technologies to increase the vegetable productivity
with marketable surplus in commercial, on and off farm production systems.

To facilitate adoption of appropriate post-harvest technologies for conservation and on-farm
value addition of vegetable products, by-products and wastes for greater economic dividend.

To find out right type of crops between two vegetable based crop rotations (as cash crop) so
that the risk for multiplication of disease and pest inoculums in the same affinity crop will be
interrupted (Breaking repetitive crop rotations).

To strengthen backward linkages with the farmers for assured supply of external inputs like
organic fertilizers, agriculture equipments, seeds, advisory services, etc.

Narrative Description of Project:
HIFEED since its very inception in 1995 had been concerned with health status and wellness
situation of mountain communities specifically women and children. This concerned took HIFEED to
work with the communities in preventing HIV/AIDS and STDs/STIs and spreading the awareness for
various family planning programmes, even without any financial support of project.
HIFEED’s effort and experience of working with community resulted into its getting the Targeted
Intervention Project for HIV/AIDS implemented in Dehradun by HIFEED during the year 2004-2005,
successfully intervened 250 FSWs and 150 Street Children was well appreciated and discussed in
wider circles. The programme delivered successfully completed interventions and achieved set goals
in creating effective awareness to prevent and control HIV/AIDS in Dehradun.

The project continues for the next year, 2005-2006, with increasing the target among high risk
groups HIV/AIDS prevention and healthy behaviours by intervening through BCC, among 400 FSWs,
300 Street Children for the year 2005-2006 in Dehradun city. Due to the good and satisfactory
progress of the project, the Uttarakhand State AIDS Control Society (USACS) has extended the
project.
The programme is being continued for the year 2006-2007, with a target of 400 FSWs and 300
Street Children. The project was also extended for the year 2007-2008 and 2008-2009 with the
target of 550 FSWs, 60 IDUs and 60 MSM. During the year 2009-2010 and 2010-2011, the target
allotted to HIFEED is 300 MSM. This project helped us in experiencing the ground realities of
HIV/AIDS problems in its cause and effect matrix. This lead us to find that the targeted groups i.e.
FSWs, Street Children, IDUs and MSM was in the project area as mainly as one who came from
outside the State of Uttarakhand. And potential of such future heavy down pouring influx remains
very high because the new State of Uttarakhand is proving as PULL for people particularly labours
and daily wage earners from outside the state due to its vast economic potential and growing high
spending tourism Industry.
Objectives of the Project:

To minimize the further spread of HIV/AIDS/STD/STI infections and maximize the awareness
about HIV/AIDS prevention and healthy behaviors by intervening through BCC, among Female
Sex Workers (FSWs), Street Children, Men Having Sex with Men (MSM) and Injecting Drug Users
(IDUs) in District Dehradun.

To provide innovative and effective BCC to FSWs, Street Children, IDUs and MSM to enhance
their health seeking behaviours over a period of twelve months.

To increase the levels of awareness, knowledge and risk perception on HIV and STI amongst
FSWs, Street Children, IDUs and MSM.

To promote consistent and correct use of condom including condom negotiating skills to FSWs,
IDUs and MSM.

To provide care and support services to stake holders.

To create an enabling environment that ensures easy access to services and assists in
community development.

To create meaningful options for FSWs, IDUs and MSM that can ensure sustainability of the
programme.

To provide condoms and safe needles to FSWs, IDUs and MSM.

To achieve above mentioned objectives, HIFEED provided its expertise to community through well
trained outreach workers, pear educators and professionals. HIFEED’s project implementers work in
the following steps and process during the project implementation. This in turn also helps workers in
acquiring specific HR skills in the field of Targeted Intervention Project for HIV/AIDS. Services

Uttarakhand is a veritable emporium of medicinal and aromatic plants as it possesses climatic
conditions varying from torrid to frigid zones and embraces various tracts of tropical and temperate
plains, hills, valleys, irrigated soils, moist climates, cheap labour but yet it has not been able to reach
a place of eminence in respect of essential oils as in the case o the medicinal plants. It is not that
the people of hills are unaware or do not realize the worth of their soil, climate and biodiversity
which had been the talk of the hour at every environment related conference and seminar, but the
lack of proper guidance and financial resources makes them to sit tight. The farmers are excited and
looking forward to be involved in a systematic farming rather than continuing up with the traditional
and not so profitable farming. It is not only going to benefit them but also makes them self-reliant
especially the women and the youth who are migrating to the plains in search of employment, which
is marked as the soul cause of our economic backwardness. Rose-scented geranium oil is obtained
by the steam distillation of the tender parts of the plants of various species of the Genus
Pelargonium, which contains geraniol, citronellol, and rhodinol forms the important constituent of
the cosmetics and perfumery thus, demand for geranium oil is increasing with unprecedented rate
and is not met with the present supply. Thus, if farmers of hill regions do take up the geranium

farming then this is not only going to help them in generating employment opportunities but also
the economy could be strengthened. This project is thus planned in uplifting hill economy only if
certain problems associated to it are worked out such as processing, packaging and finally marketing
and fetching the right price and this all requires a sound financial infrastructure and strategies
designed in such a way that are simple and up to the convenience of an ordinary farmer.
Objectives of the Project:

To utilize the wasteland or so called low yielding arable land to its full extent with this aromatic
crop fetching good economic returns.

To create people’s awareness towards the potential of geranium farming.

To establish temporary and permanent nursery.

Narrative Description of Project:
The population explosion, industrial development and migration of people from rural to urban areas
have resulted in the speedy growth of the urban sector in the country. Rapid urbanization has
created many socio-economic problems making life miserable particularly for migrants and deprived
communities who normally live in inhuman condition in the slums, on pavements, in settlements and
labour colonies. Many are first generation migrants exposed to the stark realities of complex urban
life and the industrial milieu. Similar conditions affect people living in the peripheral rural areas who
have links with the neighbouring urban agglomerations for employment, business and services. Lack
of education and skills, both vocational and technical, have left migrants unemployed/underemployed. Even those who have got job in factories/industries/business establishments receive a
meager sum as wage/salary and hence, they are frequently unable to make both ends meet. Many,
particularly youth, have fallen prey to anti-social elements.
An urgent need therefore exists for specialized education integrated with awareness and functional
improvement for such people. Adult education is vitally important for these groups to improve their
lives, decrease their dependency, increase their work efficiency and sharpen their capabilities for
adaptation to social, economic and technological changes in the midst of their lives and work. The
educational and vocational needs of these deprived sections constitute a specialized area of
continuing education demanding its own strategy, Institutional arrangements and techniques. Mass
campaigns for literacy in India have been essentially campaigns for social mobilization for awakening
and arousing people in all walks of life.
As people’s participation in literacy campaigns begin to increase, their involvement in socio-economic
activities also becomes more meaningful. More than 85 percent of the country has been covered by
the literacy campaigns and over 150 million learners in the 9-25 age groups, of whom about 62
percent are women have been brought within its ambit. Literacy has become a significant instrument
of empowerment for poor, neo-literates and oppressed groups.

The Jan Shikshan Sansthan is an Institution for conducting programmes of non-formal, adult and
continuing education and for providing academic and technical resource supports to Zila Saksharata
Samiti, in taking up vocational and skill development programmes for neo-literates in both urban
and rural areas. Its primary responsibility is to explore, innovate, work out alternatives, try new
methodologies and thus, meet the needs of different target groups through programmes of
education and training. Since the multi- sided development of adult learners cannot be visualized
without their families being involved in that process, and also considering the fact, that generally
their spouses are also engaged in some kind of work, the Jan Shikshan Sansthan programme should
also be extended to their families.

The hill economy is mainly based on agriculture and animal husbandry practices. The agro-climatic
conditions and difficult terrain of the hills, limit the production potential of both land and the animal.
It has been a known fact that, under the shrinking pastureland and grazing problems, the tradition
of sheep rearing is declining while the demand of wool is still there. To meet out the demand of
woolly fiber, angora rabbit farming can play an important role. In addition to this, it can contribute
towards improving the quality of apparels as well as upliftment of rural economy. In the rural set up
of hilly regions of Uttarakhand, a strong need is felt to develop and propagate this livestock species
to make a positive impact on the economy of rural households. Presently, agriculture and animal
husbandry are witnessing poor economic returns in the hill areas. Angora rabbit breeding and
rearing through diversification of land related activities would be instrumental in boosting the hill
economy. Due to high quality of fiber produced by this livestock species, it fetches great demand
and commands high price in National and International market. Hence, angora rabbit breeding and
rearing can add a new dimension to the economic set up of the hilly regions of Uttarakhand. Besides
this, angora farming in hill areas has the following advantages:






Suitable agro-climatic conditions
Simple food habits
Space requirement
Efficient feed converter
Easy management practices
Employment opportunities
Over the years, the wool production has shown an increase from 300 to 400 gms. per animal per
year to 700 to 800 gms. per year due to introduction of breeds varieties like German angora. There
is high degree of genetic variability within the breeds of angora, i.e. Russian, British and German,
which can be exploited to further improve the present status of qualitative and quantitative traits in
this livestock species. The fast reproduction rate and short generation interval gives an opportunity
for early selection and improvement as compared to other livestock species. Use of scientific tools
for planned breeding selection, feeding, management, wool quality assessment, processing and
marketing with regard to the agro-climatic and topographic location of the rabbit units can
effectively improve the present wool production status and level of returns of the existing angora
rabbit units. The project will not only improve the technical know-how but also ensure continuous
flow of inputs and assured marketing facilities for the existing and the new angora rabbit units on
small as well as commercial lines in order to boost this promising enterprise and for better economic
returns.
Objectives of the Project:

To develop new and improved package of practices in the field of breeding and management,
feeding, disease control and treatment.

To strengthen facilities for disease diagnosis and to ensure proper and regular health care.

To provide basic training in angora rabbit breeding and rearing, so that women and the

In recent years, there has been a tremendous growth of interest in plant based drugs
pharmaceuticals, perfumery products, cosmetics and aroma compounds used in food flavours and
fragrances and natural colours in the word. There is a definite trend to adopt pant based products
due to the cumulative derogatory effects resulting from the use of antibiotic and synthetics; and
except for a few cultivated crops, at available of plant based materials is mainly from the natural
sources, forests and wastelands. But due to the ever inversing utilization of land for food crops,
devastation of forest and the concurrent indiscriminate exploitation of these crops, there availability
from natural sources has declined. On the other hand, the demand for internal use and for export
has been increasing, necessitating the production of these crops on a large scale, there so a need to
introduce these crops into the cropping systems of the country, which besides meeting the demands
of the industry, will also help to maintain the standards on quality, potency and chemical
composition. Since theses crops are new and uncommon to growers and they often lack knowledge
of their scientific cultivation, there is hesitation even among the interested growers, to take up their
cultivation. Plants have been one of the important sources of medicines even since the field of
allopathic during the 20th century; plants still remain one of the major sources of drugs in modern as
well as traditional systems of medicines throughout the world.
Since majority of the medicinal plants are collected from the wild by unskilled people, problems of
inconsistent quality, adulteration, destructive method of collection leading to extinction or
endangered status of a number of plants, are serve. On the other hand, the demand for herbal

Narrative Description of Project:
The potato is one of the most important food crops both in developed as well as in developing
countries. Due to its diversified uses in developed countries as food, feed raw material for producing
starch, the potato was generally regarded to be a crop suited for western world. Potato is next only
to rice, wheat and maize cultivation in India. It is potentially a crop which can be harvested and the
tuber can be consumed any time after sixty days of planting. As a source of energy it surpasses
cereals like wheat and rice. The potato is a dicot plant belonging to the family solanaceae and the
genus solanum. The Indian Council of Agriculture Research (ICAR) has identified two new hybrid
varieties of potato kufri chipsona- 3 and kufri himalini. Nearly 8% of the total area under potato in
the country lies in the hills, where potato is the important cash crop. Late blight disease
(phytopthora infestans) appears in the hills in epiphytotic form every year and is the most important
impediment in potato cultivation. Kufri himalini shows 100% resistance against Late blight disease of
potato.
Potato cultivators are tetraploid vegetatively propagated crop. It poses several problems in seed
production. Generally tuber of potato is used as a seed. Due to progressive accommodation of viral
diseases in seed stock, availability of good quality seed is a major constraint in potato production,
which is approximately 50% of the total production cost. Besides high cost of seed potato,
propagation is also characterized by low multiplication rate of only 4-6 times. Hence to produce the
disease free planting material and for decreasing the production cost, new methods of propagation
are to be derived and adopted. Micro propagation is the better alternative over to conventional
propagation of potato. The in vitro propagation method is the most suitable alternative to produce
micro tuber seed material of potato. By using this technique, the large scale clonal material can be
produced in short time duration. Use of micro-propagation for commercial seed production has
moved potato from test tubes to fields. The advances are the being second “green revolution” in
agriculture and are expected to make farming more efficient, profitable and environmentally safe.
Development of micro tuber is a best alternative of conventional method. Micro tubers are a small
seed material of potato, which solve many problems of farmers. In hills the main problem is late
blight diseases of potato and farmers get loss through conventional method of cultivation. Farmers
use pieces of potato in the field by which many viral diseases may take place. The other problem is
that the whole potato tuber is used as a seed by farmers. Micro tuber have a good quality and
uniformity in all seed material and gives a diseases free planting material of potato to the farmers.
Micro tubers help the farmers economically, socially and commercially.

Narrative Description of Project:
Dairying is an important source of subsidiary income to small/marginal farmers and agricultural
labourers. The manure from animals provides a good source of organic matter for improving soil
fertility and crop yields. The biogas from the dung is used as fuel for domestic purposes as also for
running engines for drawing water from well. The surplus fodder and agricultural by-products are
gainfully utilized for feeding the animals. Almost all draught power for farm operations and
transportation is supplied by bullocks.
Since agriculture is mostly seasonal, there is a possibility of finding employment throughout the year
for many persons through dairy farming. Thus, dairy also provides employment throughout the year.
The main beneficiaries of dairy programmes are small/ marginal farmers and landless labourers. The
success of livestock farming is largely dependent on the continuous supply of good quality nutritious
feeds at competitive price. Feed alone constitute about 60-70 per cent of total cost of production of
livestock products. Therefore, it needs more attention though other factors are also important for
remunerative return from livestock enterprises.
The farmers used to feed the crop residues to the cattle and buffaloes, however, sheep and goat are
normally maintained on grazing/browsing with supplementary feeding of broken grains/other byproducts. Therefore, feeding of balanced concentrate feed to these animals was not common,
because of low productivity and un-remunerative prices for the livestock products. The requirement
of food of animal origin like milk, meat and eggs is increasing at a faster rate due to increased
awareness about the significance of protective proteins for the maintenance of human health. The
farmers realised the importance and started rearing good quality and high productive animals under
stall fed conditions.

Handicrafts constitute an important segment of the decentralized/unorganized sector of our
economy. Originally, started as a part time activity in rural areas, it has now transformed in
flourishing economic activity due to significant market demand over the years. Handicrafts have big
potential as they hold the key for sustaining not only the existing set of millions of artisans spread
over length and breadth of the country, but also for increasingly large number of new entrants in
the crafts activity.
Presently, handicrafts are contributing substantially in employment generation and export. The
Handicraft sector has suffered due to very nature of being in the unorganized sector with additional
constraints like lack of education, capital, poor exposure to new technologies, absence of market
intelligence and poor institutional framework. In order to overcome these constraints, Baba Saheb
Ambedkar Hastshilp Vikas Yojana (AHVY) has been introduced wherein the main thrust is on a
projectised, need based approach for integrated development of potential handicrafts clusters with
participation of the craft persons at all stages of implementation of the scheme with the ultimate
objective of their empowerment and hence sustainability.
The scheme envisages a package of support to the cluster of handicraft artisans, which inter-alia
includes basic inputs and infrastructure support in addition to capacity enhancement to cater to
target markets. While it is an undisputed fact that the Government of India and the State
Governments have intervened in meaningful ways that have led to the revival and survival of crafts
in the past few decades, in the light of new economic developments of one global unified market,
handicrafts sector of India has to be strengthened further to be globally competitive. There is
therefore, compelling urgency to fill in critical gaps, which have been taken care of in the newly

The System of Rice/Crop Intensification (SRI/SCI) has come a great boon to farmers who would
apply lesser water to the water-intensive crops and get better yields. Rice yields increase in the
range of 7 to 15 tons per hectare, depending upon the region. The SRI achieves improvements in
yields and factor productivity by changing some of the plant, soil, water and nutrient management
practices. It promotes greater root growth that is easily verifiable and more soil biological activity.
Interestingly, the System of Rice Intensification does not depend upon purchased external inputs
like chemical fertilizers and pesticides. Instead, it increase the productivity of the land, labour, water
and capital devoted to irrigated rice production by capitalizing on existing genetic potential and by
biological processes, particularly in the soil.
There is a notion that higher yields in rice come with high investments on seed, irrigation, high
doses of fertilizers and pesticides. Contrary to this popular view, SRI method of cultivation produces
higher yields with less seed and less water. SRI emphasizes on the need to shift from chemical
fertilizers to organic manures. This method of cultivation of rice has already helped millions of
farmers to at least double their yields.
SRI is not a new variety or a hybrid. It is only a new method of cultivation. SRI is showing promising
results in all rice varieties- local or improved. SRI method is emerging as a potential alternative to
traditional way of flooded rice cultivation and is showing great promise to address the problems of
water scarcity. In the state of Uttarakhand, the Kharif crop is cultivated in major part under paddy
cultivation. Hence rice is a major crop here. If the SRI method is adapted by farmers for paddy
cultivation in Uttarakhand, not only this will potentially cut water requirement for paddy cultivation
by 50% but also boost the rice production by 50%.

Narrative Description of Project:
Swajal, a World Bank funded project dedicated for the cause of water supply and environmental
sanitation was introduced in the year 1996. Swajal as name denotes gives the sense of ownership.
The philosophy of the project is to generate the feeling of ownership among the users. Uniqueness
of this programme is to involve the communities since planning to the completion and aftermath
operation and maintenance of the project. This is the first project in the world which is able to
ensure the participation and contribution of the communities for the water supply schemes. One
more feature of this demand driven and need based project is involvement of Voluntary Agency
equally as Support Organization in entire processes.
This is the project which does not talk about the supply of water only but encourages and sensitize
the users towards the protection of the catchments areas too. In addition to it, the program possess
a holistic approach and build the capacity of the communities for programs like income generation
programs, women development initiatives, health and hygiene and promotes adult education. Thus
this is a perfect blend of both the software and hardware activities. The success of this initiative can
be gauged in its new form SWAP which talks all the water supply schemes build in the line of Swajal.
Swajal has all the features which talks community participation, planning from bottom etc. similar
sentiments as Panchayat Raj possess.
Objectives of the Project:

The objective of the project is to improve the effectiveness of rural water supply and sanitation
services through decentralization and increased role of Panchayat Raj Institutions and
involvement of local communities in the State of Uttarakhand.

The project is also expected to bring associated benefits, including improved health resulting
from reduced water- borne diseases, environmental sustainability through protection and
management of water catchment areas, time savings in fetching water would enhance the rural
population, especially women.

The project envisages upgrading no or partial coverage of water supply to full coverage with
sustainable service, benefiting the rural population.

The project will also improve sanitation in about 30% of rural communities, to be declared free
of open defecation.

Handicraft consist both type of importance i.e. cultural as well as economic. The cultural importance
of the handicraft contains to conserve heritage and aesthetic beauty of traditional in art forms. The
economic aspect of handicrafts on other hand is its role as the source of livelihood. Today handicraft
needs to conserve cultural heritage promotion and expansion of handicraft to increase in
employment opportunities, process and design inputs. Experience shows that lack of market, finance
and advertisement are the basic barriers hampering the broth resulting deviation of traditional
artisans to other occupations.
In Uttarakhand Bhotiya communities inhabiting in three boarder districts namely Pithoragarh,
Uttarkashi and Chamoli have been engaged in the woolen cottage industry since time immemorial.
They have been traders with Tibet prior to 1962 China invasion. After the 1962 war the trade was
banned and this Bhotiya community was confined up to sheep rearing and production of woolen
garment. After the Forest Act, sheep rearing was banned. It proved a setback for this community
resulting lack of raw material for industry. Keeping all these facts in mind it has become the need of
the hour to enhance the capacity of the artisans engaged in these industries who have kept alive
this art with great zeal and dedication. With the support of TRIFED, a Primary Level Training course
on spinning and weaving mainly on Bageshwari Charkha and Handlooms was organized by HIFEED
in different Tribal districts for selected Scheduled Tribe participants.

and hand made products of different kind of wool.

Narrative Description of Project:
Protected cultivation of vegetables offers distinct advantages of quality, productivity and favorable
market price to the growers. Vegetable growers can substantially increase their income by protected
cultivation of vegetables in off-season. Presently the vegetables produced during their normal
season generally do not fetch good returns due to easy availability of these vegetable in the
markets. Poly tunnels are also suitable and effective to raise off-season nursery and off-season
vegetable cultivation due to their low initial cost. Insect proof net houses can be used for virus-free
cultivation of vegetables mainly during the rainy season. These low cost structures are also suitable
for growing pesticide-free green vegetables. Low cost poly tunnels can be used for high quality
vegetable cultivation for long duration (6-10 months) mainly in peri-urban areas to fetch
commensurate price of produces. Poly tunnels have proved extremely useful for growing vegetables
under cold desert conditions in upper reaches of Himalayas.
For protected vegetable cultivation various kind of model like poly house, poly tunnels is used by
farmers. Low cost poly house and poly tunnels can be made by every farmer. The project has
distinct advantage of the marketing setup. This will enable the women and marginal farmers to sell

their vegetable at the same point on cash payment basis. Only those crops are selected that have
ample market demand in market. Protected vegetable cultivation is used as a tool to neutralized
unfavourable conditions like extreme low temperatures, high range, unfavourable humidity, hail
storm etc. In protected vegetable production all above risks are not involved and quality along with
quantity, maximum production using less agriculture area is the chief objective of the protected
vegetable cultivation. Such type of cultivation is better for those places in which climatic factors are
not favorable for vegetable production where as natural resources like water, land and man power
available. Decreasing land and increasing population may loss our productive land; protected
vegetable cultivation may solve this problem.
Objectives of the Project:

Establishment of quality nurseries, poly houses, poly tunnels, etc. to produce superior quality
seeds and seedlings, R&D, experiments, better quality planting materials, etc. at farmer’s field.

Establishment of regular supply system of quality seeds/seedlings, manure, fertilizers, pesticides,
insecticides, improved agriculture implements, etc. to the farmers.

Strengthen backward and forward linkages with the farmers for assured supply of external

Narrative Description of Project:
Angora rabbit breeding and rearing through diversification of land related activities would be
instrumental in boosting the hill economy. Due to high quality of fibre produced by this livestock
species, it fetches great demand and commands high price in National and International market.
Hence, angora rabbit breeding and rearing can add a new dimension to the economic set up of the
hilly regions of Uttarakhand. The angora wool can be used by mixing with other fibre like lamb’s
wool, nylon fibre, silk, etc. in knitwear, shawls and woolen suiting.
At present, very few mills in Ludhiana region are processing this fibre on woolen systems to produce
weaving and knitting yarn. The angora wool production in the country not of uniform quality making
it difficult to develop a suitable processing system. Consequently, we are importing yarn of angora
wool for knitwear sector. Apart from it, we are also importing angora wool and wool sliver, which is
blended with lamb’s wool and silk in the Country due to absence of significant angora wool
processing technology in India.
Keeping in the view, the importance of angora wool fibre and the potentiality of income and
employment generation, there is need to increase production and productivity of the angora wool by
making angora rabbit breeding and rearing a popular occupation. High profitability, vast potential of
income and employment and income generation, huge potential for earning foreign exchange and
role of angora rabbit husbandry in ecological rehabilitation are few of the many positive factors,
which call for coordinated efforts, so that the farmers take up angora rabbit breeding and rearing in
a big way, particularly the women and educated unemployed youths. The people of the village have
understood the favourable economics and livelihood potential of angora rabbit farming. The women
and educated unemployed youths can take up this profession and traditional farmers can
supplement their income through this profession.

sanitation was introduced in the year 1996. Swajal as name denotes gives the sense of ownership.
The philosophy of the project is to generate the feeling of ownership among the users. Uniqueness
of this programme is to involve the communities since planning to the completion and aftermath
operation and maintenance of the project.
This is the first project in the world which is able to ensure the participation and contribution of the
communities for the water supply schemes. One more feature of this demand driven and need
based project is involvement of Voluntary Agency equally as Support Organization in entire
processes.
This is the project which does not talk about the supply of water only but encourages and sensitize
the users towards the protection of the catchments areas too. In addition to it, the program possess
a holistic approach and build the capacity of the communities for programs like income generation
programs, women development initiatives, health and hygiene and promotes adult education. Thus
this is a perfect blend of both the software and hardware activities. The success of this initiative can
be gauged in its new form SWAP which talks all the water supply schemes build in the line of Swajal.
Swajal has all the features which talks community participation, planning from bottom etc. similar
sentiments as Panchayat Raj possess.
Objectives of the Project:

The objective of the project is to improve the effectiveness of rural water supply and sanitation
services through decentralization and increased role of Panchayat Raj Institutions and
involvement of local communities in the State of Uttarakhand.

The project is also expected to bring associated benefits, including improved health resulting
from reduced water- borne diseases, environmental sustainability through protection and
management of water catchment areas, time savings in fetching water would enhance the rural
population, especially women.

The project envisages upgrading no or partial coverage of water supply to full coverage with
sustainable service, benefiting the rural population.

The project will also improve sanitation in about 30% of rural communities, to be declared free
of open defecation.

The overall objective of the project is the conduction of entire planning phase activities in the
identified Gram Panchayats including all its habitations and prepares the Implementation Phase
Proposal (IPP) of water supply scheme and community development activities i.e. Detailed
Project Report (DPR) and Community Action Plan (CAP).

For mankind water remains a basic need. It influences and alters the social, cultural, political and
religious heritages of different communities. The need for plentiful supply of water is universally
perceived and demanded. However, much importance is not given for the quality of water. Water is
derived from different sources and on our planet only 0.1% of water is potable. The water attains its
quality based on the source from which it is derived. It may be found as rainwater, surface water or
ground water. The water may contain suspended matter, dissolved substances and microorganisms
and these parameters decide the quality of any water. The lack in people’s perception, if any, lies in
the quality of water. People are often unaware that water can act as a harbinger of death, can be a
cause for so much morbidity and mortality. This is because, for thousands of years people have
followed a practice of drinking water that is clear and colourless, has no objectionable odour or
taste, and have accepted that as safe water. Germ theory was not known to the people, neither was
the fact that harmful chemicals could remain dissolved in water without causing objectionable taste,
odour or colour. India has achieved remarkable success in providing safe drinking water to majority
of her rural population through rural water supply programme. The nation is committed to provide
safe drinking water facilities to all the rural habitations in the country. Today people should be made
aware that checking water quality is something more than its appearance or taste, and if possible,
they should be provided with the tools by which they could assess the quality of water. This is what
community based water quality surveillance is all about.
Objectives of the Project:
The primary objectives of the National Drinking Water Quality Monitoring and Surveillance
Programme was to improve the performance and cost effectiveness of the on-going programmes in
the field of rural drinking water supply and to ensure the availability of an adequate quantity of
drinking water of acceptable quality on a long term basis. The programme included monitoring the
quality of water after identification of problems, tackling the same by the application of science and
technology to ensure that the water available is of acceptable quality and ensure that the quantity
and quality of water is sustainable on a long term basis by proper water management technique and
implementations of management information system. The programme also included survey of
various kinds of water sources, prevention of pollution of drinking water; and educating the public in
conservation of the quantity and quality of water through awareness campaigns, community

Narrative Description of Project:
Rabbit farming is extremely climatic specific. Only temperate zones of the country are ideally
suitable for angora rabbit farming. Rabbits are very sensitive to temperature, rainfall, sunshine hours
and wind velocity of the environment. They cannot tolerate high environmental temperature and
humidity. They can be reared between –2 to 35C temperatures with desirable humidity between
60% to 80%. Therefore, only hilly regions are best suited for angora production.
Due to several constraints like inconsistent supply of superior angora germplasm, ignorance about
the profitability of this farming, poor marketing avenues for wools and other by-products of this
enterprise, non-availability of complete pelleted feed, aflatoxicosis, poor recognition and some
sentimental issues in specific pockets, the angora rabbit farming could not be popularized and
expanded to desired levels.
In spite of the efforts being made by various development agencies to popularize angora rabbit
rearing there is a dearth of high yielding germplasm, quality feed and other inputs as well as
adequate processing and marketing facilities, to effectively market the produce, to ensure the

breeder his/her timely returns. An urgent need is there to provide a concrete base to this promising
income generating enterprise.

Narrative Description of Project:
Angora rabbit breeding started in late 1990s in the mountain region of Uttarakhand and presently
there are about 800 viable small-scale units growing properly in the State of Uttarakhand. The
average wool production per animal varies annually between 600 to 800 gms. Because of lack of
suitable germplasm, supporting processing and marketing facilities for angora wool, the progress
has been slow or rather stranded over the years. In spite of sincere efforts made by the NonGovernmental Development Agencies, Government Departments and Research Institutions, the
angora rabbit breeder lacks technical know-how pertaining to management, rearing, shearing,
processing and marketing of this new kind of costly fiber.
The dependency on woolen mills for sale of raw wool has made it difficult for the producer to show
any progress in terms of multiplication to higher numbers as well as to introduce new germplasm to
boost the angora wool production and its quality. However, a very small amount of wool is being
processed under the rural set up by traditional hand spinning methods or by modifying the existing
tools, the quality of yarn and the product does not fetch the desired returns. The available
germplasm on the Research Institutes, Agriculture Universities, Non Government Organizations as
well as the farmer’s level has poor production potential. It is highly inbred and has low variability to
exploit. Hence, it seems difficult to improve the present production level unless high yielding angora
breeding farms with different lines are introduced for upgrading of breeds.
In view of the topographic location of the present angora rabbit units, the expert opinion is for
setting up of germplasm resource centre in hills of Uttarakhand to meet the requirement of breeding
stock and improving the existing flocks through upgrading. Advice is for to create centers for
training and assistance in processing and marketing of angora wool after blending it with other

fibers like silk and sheep wool. A concentrated effort is required by the authorities to develop
procurement and marketing facilities of raw angora wool to ensure returns to the angora rabbit
breeders.
HIFEED has demonstrated some blended products of angora fiber with sheep wool and silk.
Provision of necessary inputs and technical know-how combined with regular monitoring is another
aspect to be seriously considered for introducing angora rabbit breeding and rearing as successful
income generating enterprise along with other existing animal husbandry practices in hill area of
Uttarakhand. Proper record management, ear tagging of animals, awareness about importance of
selection based on qualitative and quantitative traits needs to be introduced to give a forward thrust
to this industry in this region. In view of the existing status of angora rabbit breeding and rearing,
processing and marketing conditions in the State, it would be fruitful to incorporate the concept of
processing about 75% of the angora wool produced in every household in to yarn and finished
products and thereby reducing the dependency on fluctuating market of raw angora wool and also
to boost the returns through sale of finished products and angora blended yarns. The handlooms
and handicrafts sector and the cottage industry, which is an integral part of every household in this
region, can play a very important role in this aspect. This will not only ensure higher returns but also
generate substantial employment opportunities for the unemployed population, especially rural
women in their respective areas.
Improvement in agriculture and animal husbandry will take a long time, but for the immediate
return, the HIFEED has planned to initiate the Integrated Angora Rabbit Wool Development
Programme in large scale for production and marketing of angora wool, yarn and handmade angora
woolen products to generate employment and raise family income, keeping young men and women
in their native villages. It has started some action also in this direction. Rearing of angora rabbits
needs less space, time and money and any of the family members with minimum experience and
training can manage it. HIFEED has decided to involve largely the families headed by women and
educated unemployed youths, as the women are habituated in animal husbandry, sole responsible
for the family and the youths are hunting for jobs.

Livestock is part of human life Cows, Bullocks, Buffalos, Sheep, Goats, Pig, Rabbit, Poultry, Horses,
Mule etc. form the major segments of the live stock which has a prominent place in the lives of rural
people. India especially hilly state is predominantly, an agrarian economy with more that 75% of the
population in villages depending upon agricultural, animal husbandry and allied actives for their live
hood. Among many livestock related enterprises, preparation and sale of milk and milk products is
the most ancient occupation established in rural setting of our country. The history of Indian milk
products is perhaps as old as an Indian civilization itself.
Our ancestors over the year began to domesticate milk animals and they develop innovative ways to
convert highly perishable milk into more stable and long lasting milk products which fetched high
income compared to selling directly is the form of milk. During recent year India has become one
among the high milk producing countries of the world. Milk is being produced in abundance. Hence,
there is a need to show the people the avenues through which they can earn more profit by
converting the perishable milk in to long shelf life products. There is lot of opportunities of people to
take of preparation of milk products as their profession and lead a decent livelihood. Cattle are
integral part of the Indian way of life.
The cow had been eulogized in the past and our ancient books are full of her promise. Cow is
worshiped and is held in high esteem. India was once a vast pastoral country where domestic
animals were synonyms to wealth. Livestock have been playing an important role in our economy.
Dairying has been one of the principle occupations and one of the important sources of our income.
It has now been possible to start commercial venture is dairy production, poultry production, meat
production in rural area. Thus, animal husbandry has contributed in great way for the national
economy.
It is observed that availability of trained personnel with technical knowhow to attend the emergency
for veterinary service is very scarce in this region. It is essential that the livestock maintained in a
scientific way to enhance their contribution to the economy. Due to lack of health care facilities, feed
and fodder, disease control and prevention measures and the geographical condition the people
cannot access the Government facilities. Due to these problems the HIFEED organized veterinary
health camps in animal husbandry prone area especially in those areas which are affected by Tehri
Dam under the Corporate Social Responsibility (CSR) of THDC. The outcomes of these camps are
very enthusiastic as many people of different caste and creed have participated in these camps.
Objectives of the Project:

To provide basic information about important aspects of different veterinary animals.

The handloom weaving throughout the Country is characterized by exquisite designs with different
colour combination and where weft is used to basically for bringing out the character of the design.
In other words the use of dyed yarn is essential for the handloom weaving and producing products,

Narrative Description of Project:
Uttarakhand Urban Sector Development Investment Programme (UUSDIP) is an Asian Development
Bank (ADB) assisted programme under Multi Tranche Financing Facility to support the Government
of India and Government of Uttarakhand in their policy of balanced regional socio-economic
development and poverty reduction through improvements in urban governance, management and
infrastructure and service provision throughout the urban sector in Uttarakhand. The Investment
Programme is designed to improve the quality of life of urban residents and promote sustainable,
efficient, and responsive service delivery in the urban areas of Uttarakhand.
The physical investments include rehabilitation and expansion of systems for (i) water supply, (ii)
sanitation and sewerage, (iii) solid waste management, (iv) roads and transport, and (v) slum
upgrading, in about 63 Urban Local Bodies (ULBs) of Uttarakhand. Physical improvements are
coupled with a capacity development programme to support the implementation of the urban
governance, finance, and service-delivery improvement action plan, and to strengthen institutional
capabilities of urban local bodies and other service providers. Primary responsibility for providing
urban infrastructure and services (except for water supply and sewerage), including on-site
sanitation, solid waste management, drainage, road maintenance, street lighting, and slum
improvement, lies with ULBs. However, ULBs cannot perform their duties effectively as they lack
required organizational capacities and operational and management skills. More importantly,
financial resources obtained through urban-based taxes and user charges are insufficient to fund the
tasks of urban service delivery.
For slum improvement, interventions will include the provision of bulk water supply and sewerage
mains at the entry to slum areas, and improvements to solid-waste management, access roads,
street lighting, and drainage in poor communities and slums, which accommodate around 300,000
poor people, accounting for about half of the slum population in the state. The selection, approach,
and strategic responses to the broader issues of slum population and poor communities will be
based on a state slum upgrading strategy to be developed at the outset of the Investment
Programme. A demand-led approach to developing community-level infrastructure and services will
be followed. Slum upgrading subprojects will be generated through a participatory planning process

by communities with the assistance of Community Based Organizations (CBOs) and Non Government
Organizations (NGOs). Support will be provided to ULBs and communities for effective joint
functioning in developing, implementing, and sustaining community-based urban upgrading
schemes. The component will benefit from, and build on, existing CBOs and NGOs efforts and the
Uttarakhand Government’s poverty reduction schemes. The baseline survey would benchmark the
current status, physical infrastructure and situations, socio-economic profile of slum-dwellers, access
to various on-going schemes, satisfaction level of dwellers for various services including identifying
the key problem and issues.
Objectives of the Project:
The objective of the Investment Programme is economic growth and poverty reduction through
provision of urban infrastructure and services, and better governance and management in selected
major towns. The activities and subprojects under the Investment Programme are designed to
operate within the framework of national and state financial policies for the urban sector. The
Investment Program will complement the state Government effort in implementing the financial
reform at ULBs proposed under the 74th CAA and the JNNURM. Also, the Investment Programme
will initiate accounting system reform at the state and ULBs, and introduce O&M cost recovery
through continuous revision in user charges and property tax. The main objective of the study is to
provide the necessary database for the UUSDIP and 63 ULBs in programme towns for designing the
slum infrastructure improvement and socio-economic programs that will improve the lives of the
urban poor under the UUSDIP. Documentation of the existing slum situation will typically include
four sets of information. They are:

Slum level information such as area, population, legal status, service delivery status,
predominant economic activities, ongoing slum improvement and livelihood promotion
programs, etc.;

Household socio-economic information and their satisfaction level of various services;

Ongoing successful initiatives on slum improvement and social development undertaken in
these towns; and

A sketch of the slums that contains current physical infrastructure and social capital.

The household survey of slums has covered both macro and micro level assessment of the resource
base, systems and institutions, etc. This would be done with the help of interview suggested by the
Government of India in formats and guidelines for survey and preparation of slum profile, household
profile and livelihood profile of cities/towns. The study will focus on collection of all relevant details
about the quantity and quality aspects that could be useful in generating sound database for the
slums in the state. The baseline study would consist of PRA based macro (slum) level assessment
and survey based micro (household) level assessment.
The unit of data collection will be households, as well as community organizations, people’s
representatives/office bearer, officials from Uttarakhand Jal Sansthan (UJS), Uttarakhand Jal Nigam
(UJN), Urban Local Bodies (ULBs), Mayor, Chairperson, ward corporators, NGO etc. While the data
for the baseline will be collected, the major focus would be given on physical infrastructure and to
socio-economic parameters/variables directly related to project objectives. Greater emphasis was
given to capture quality data and at the same time also ensuring coverage of desired sample size.
Therefore, it would be ensured that qualified survey professionals are hired and adequately trained
to administer the interview schedules. Field survey would be supervised by key professionals. The
aim of the assignment is to undertake a study on existing slums and informal settlements
approximating 571 in some 63 towns of the State, and to cover all households dwelling in such

Angora fiber is considered one of the world’s finest luxury fiber. It is eight times warmer than
sheep’s wool. It is slippery fiber to spin and requires a lot of twist to hold the fibers firmly in the
yarn. Owing to its fine quality and smoothness, it is spun only on the hand driven ‘takli’ (i.e.
spindle). Also, due to its fibrosity it is extremely difficult to weave a 100% Angora products, they are
hence woven using Merino for the warp and Angora for the weft. Due to these limitations of Angora
fiber, the productivity reduces and fiber loss increases and thus it limit the product range. Angora
wool is produced in Himalayan north east region. It is produced by village industry particularly
driven by women. Facilitation Centre for Industrial Plasma Technologies (FCIPT), Institute for
Plasma Research has developed an innovative Atmospheric Pressure Air Plasma Technology for the
surface modification of Angora wool to improve processing with the financial support from
Department of Science & Technology (DST), Government of India. After plasma treatment of angora
fibers, it has now become possible to hand spin as well as mill spin the yarn and later hand weave
the fabric. The most attractive feature of Atmospheric Pressure Plasma System is that it works in a

continuous mode and does not require any special plasmagen gas. Also plasma processing cost as
well as the maintenance cost of the system is very low as compared to other plasma techniques.
Besides this it is an environment friendly technique. The above features make this technique ideal

India is a fast growing economy with a rising demand for skilled workforce which enhances the
efficiency and flexibility of the labour market, reduces skills bottlenecks, and improves mobility and
productivity. The Directorate General of Employment & Training (DGE&T), Government of India
initiated Craftsman Training Scheme in 1950 by establishing 50 Industrial Training Institutes (ITIs)
for imparting skills in various vocational trades to meet the manpower requirements for technology
and industrial growth of the Country. The demand for skilled manpower has increased substantially
due to rapid economic growth, changes in technology and work process, and globalization of

economy. As on 01.01.2007 there were 1896 Government ITIs in the Country. Out of these 500 ITIs
are being upgraded into “Center of Excellence” under a scheme started from 2005-06. The
Upgradation of the remaining 1396 Government it is started in 2007-08 through Public Private
Partnership (PPP) mode.
Objectives of the Project
The objective of the scheme is to improve the quality of vocational training and make it demand
driven so as to ensure better employability of the graduates.
Description of Actual Services Provided by Your Staff with in the Assignment:
To run the ITI in PPP mode, an Industry Partner (HIFEED) is associated to lead the process of
upgradation. An Institute Management Committee (IMC), headed by the Industry Partner (HIFEED),
is constituted and registered as a Society. A Memorandum of Agreement is signed among the
Central Government, the State Government and the Industry Partner (HIFEED) defining the roles
and responsibilities of all the parties.
An interest free loan up to Rs. 2.5 Crores is given by the Central Government directly to the IMC on
the basis of Institute Development Plan (IDP) prepared by it. For the repayment of loan, there is a
moratorium of ten years from the year in which the loan is released to the IMC. After the
moratorium, the loan is payable by the IMC in equal annual instalments over a period of twenty
years.
Under this programme the IMC has been given financial and academic autonomy to manage the
affairs of the ITI. The IMC is allowed to determine up to 20% of the admission in the ITI. The
Industry Partner (HIFEED) may provide financial assistance as well as machinery and equipments to
the ITI. It shall arrange to provide training to instructors and on the job training to trainees.

Narrative Description of Project:
Ministry of Micro, Small & Medium Enterprises, Government of India has launched Prime Minister's
Employment Generation Programme (PMEGP) which is being implemented through KVIC and KVIBs
in rural area and through DICs in urban and rural areas. In view of the large number of projects
expected under PMEGP and the inadequate staff available, it is proposed by the Ministry to go in for
outsourcing of this activity which could be conducted in a professional manner by competent

nodal banks, EDP training centers, meeting schedule and place of DLTFC and information about

proposed project area is an important source of supply of off-season vegetables. However, in spite
of this due attention has not been given to promote economic development in the region.

various programmes of development. In spite of these problems, farmers have shown their
willingness in vegetable cultivation. Most of the farmers have given top priority to vegetable
cultivation besides other agriculture products.

Standardizing techniques and development of package of practices of mass scale production of
seedlings in vegetables.

Monitoring and standardization of regulated environmental factors like temperature, humidity,

Popularization of suitable varieties/hybrids in selected vegetable crops for commercial production
under protected cover for export as well as home market.

Narrative Description of Project:
The Ministry of Rural Development places special emphasis on Monitoring and Evaluation of its
programmes being implemented in rural areas. Effective monitoring of the programmes is
considered very important for efficient delivery at the grass root level particularly in view of the
substantial step up in the allocation of funds for rural development programmes. Appropriate
performance indicators have been developed for each of the specific programmes both by the
Ministry of Rural Development and the State Governments for effective monitoring at the District,
Block, Gram Panchayat and Village levels so that alarm signals are captured well in advance for midcourse corrections. The implementation of various Rural Development Schemes especially the wageemployment, self-employment and rural infrastructure/amenities schemes have helped in reduction

Narrative Description of Project:
The Uttarakhand State Road Sector Investment Project (USRIP) is an Asian Development Bank
(ADB) funded project and is a State Government’s initiative to support economic growth and reduce
poverty by improving connectivity and access to development opportunities and social services,
including health and education. The Project also supports State Government’s initiative to improve
the effectiveness and efficiency of the state road sector management and provide the sector with
the capacity to ensure efficiency of road investments and sustainable road development impacts to
support Uttarakhand’s social and economic development. The project is to be implemented through
the Project Management Unit (PMU) of ADB-PWD at the State level. At the District level there is
Project Implementation Unit (PIU) of ADB-PWD and HIFEED is coordinating at both with the PMU
and PIU to implement the 5 Resettlement Plans in the State. HIFEED was provided responsibility by
the Project Management Unit of ADB-PWD to execute the 5 Resettlement Plans (RPs) in the ProjectIII roads in the Districts of Dehradun, Rudraprayag and Bageshwar.
Objectives of the Project
The project was to implement 5 RPs in the Phase- 3 of the ADB funded project in three Districts.
The broad objective was to improve road connectivity thereby to improve accessibility and reduce
poverty and open opportunities for people in the interiors of the State. The improved road
connectivity will improve access to market and will also improve health and education in the hills.

Information Campaign on Resettlement Entitlement. HIFEED designed, planned and
implemented information campaign in the affected areas primarily to inform the Affected
Persons (APs) about entitlement policy and how to avail their respective entitlements.

Identification of Affected Persons (APs) and issuance of Identity (ID) Cards.

Updation of Affected Persons (APs) database and creation/computerization of database and
affected persons files. Primary survey and consultation was done at the field level by HIFEED to
update the APs in the 5 RPs.

Participation in grievance redress. HIFEED has so far handled the issue of APs grievance at the
field level though community level discussions and interaction with the individuals at the
household level and have held meeting with individual households with the ADB-PWD staff at
the Project Implementation Unit (PIU) level.

Livelihood Restoration. On primary examination, no DPs were found to be losing its livelihood
due to the implementation of the resettlement plans (RPS). However HIFEED plans to still have
training workshop in the villages where the roads are being expanded. The training workshop
will likely be on the subject related to agriculture and will involve village youth.

Relocation and Rehabilitation Assistance. This was one of the task to be performed under the
project, however there are no DPs which will be needing relocation in the project, though
HIFEED was capable to assist in the rehabilitation of the DPs, through livelihood training
programme.

Community Participation and HIV/AIDS Awareness. In addition to the Resettlement Plans (RPs),
HIFEED is also to conduct HIV/AIDS awareness activities in the project location. HIFEED in the
past has been one of the initially partner Organizations of Uttarakhand State AIDS Control
Organization (USACS) and has the expert team to impart awareness on HIV/AIDS issue. This is
the task proposed to be done at the end of the project, when the DPs are given all assistance

The Operational Guidelines of the National Afforestation Programme (NAP) are being issued to
further decentralize the project cycle management of the Scheme with a view to expedite fund
transfer to the village-level implementing Organization, that is the Joint Forest Management
Committees (JFMCs) and Eco-development Committees (EDCs), to embed the Scheme in the overall
forestry development programme of the State, build capacity of the institutional actors and
institutions, and promote livelihoods of JFMC members by linking forest development to value
addition and marketing of forest products. The scheme would provide for implementation of new
projects as well as completion and maintenance of plantations undertaken earlier under the Scheme.
The Scheme will be implemented by a three-tier institutional set-up, namely State Forest
Development Agency (SFDA) at the State level, Forest Development Agencies (FDAs) at the forest
division level, and Joint Forest Management Committees (JFMCs) or Eco-development Committees
(EDCs) at the village level. The focus of the institutional work would be towards regeneration and
management of forest resources while strengthening the village level capacity for the same.

The SFDA will commission independent evaluation of each FDA project twice during the project
cycle. The first will be called 1st concurrent evaluation, and will be done in the 24-36 months of
project operation. The 1st concurrent evaluation will focus on assessment of the degree of people’s
participation in the functioning of JFMCs, in particular during micro-planning and implementation of
initial project activities. The second evaluation will be the final evaluation of the project, to be done
after 3 years of the last tranche of tree planting in the project. The final evaluation will focus on the
quality of people’s participation, success of regeneration, in terms of expansion and improvement in
vegetation, and poverty impacts of the project. Both 1 st concurrent evaluation and final evaluation
will be undertaken by reputed independent Organizations. For this purpose, an independent
Organization will be such Organization which is not under the full administrative control of the FDA
or the NAEB. Independent Organization will also include reputed academic institutions, NGOs,
professional consultants and experts who have qualification and experience in forestry, natural

While hydropower is considered by many as a clean source of energy it is both affected by, and
impacts, local environmental quality. Since 1994, Environmental Impact Assessment (EIA) has been
required for clearance to build Hydro-Electric Projects (HEPs). In addition to the EIA report, the
process mandates a public hearing, and Environmental Management Plans (EMPs) designed to
mitigate environmental damage and impacts of displacement. One of these plans is the Catchment
Area Treatment (CAT) Plan which aims to improve the quality of environmental and especially
watershed services from the catchment.

provisioning services like fuel, fodder, small timber and NTFPs. It aims at increased forest/tree cover
on 5 m ha forest/non-forest lands, improved quality of forest cover on another 5 m ha forest/nonforest land, improved ecosystem services, increased forest based livelihood income of about 3
million households and enhanced annual CO2 sequestration. In the state of Uttarakhand, as a part of
Green India Sub-Mission 3, the Perspective Plan for Urban, Peri-Urban areas of Uttarakhand is to be
formulated. HIFEED was given the assignment to get data and information to make a Perspective

Plan for Urban forestry in selected 10 cities. The activities proposed by the Forest Department is the
conservation of existing greenery and development of urban greenery in the industrial premises,
institutional lands, community/public lands, residential colonies, roadsides, railway lines, other
barren & degraded lands. It is envisaged to cover about 2000 hectares of land in these cities.
Objectives of the Project

To find the total geographical area of each of above 10 cities and find the areas available for
Plantation/Greening. The areas to be included are Municipal Corporations/Municipalities and also
Cantonment Boards.

To find the ownership of land in broad categories for 10 cities- say-residential area, institutional
area, industrial area, public land (under State Government, Central Government, local authority),
any other-e.g. School, Trusts, etc., where plantations can be done.

To plot major roads, railway lines, canals passing through 10 cities, which has potential for
greening/plantations.

To look into the green zones proposed by statutory authorities (town planning authorities) for 10
cities along with maps.

To get specific information through field survey on basis of reconnaissance of the 10 cities to
now the area available for plantation/greening and also find if any existing green belts needing
protection/enhancement.

An Urban Forest Master Plan is a road map, providing detailed information, recommendations, and
resources needed to effectively and proactively manage and grow a city's tree canopy. More
importantly it provides a shared vision for the future of the urban forest to inspire and engage

perspective plans for the 10 cities mentioned above, after getting the following information from
primary and secondary sources.

The hydro-power sector is witnessing a rapid growth in India, particularly in the Himalayan region.
While hydropower is considered by many as a clean source of energy it is both affected by, and
impacts, local environmental quality. Since 1994, Environmental Impact Assessment (EIA) has been
required for clearance to build Hydro-Electric Projects (HEPs). In addition to the EIA report, the
process mandates a public hearing, and Environmental Management Plans (EMPs) designed to
mitigate environmental damage and impacts of displacement. One of these plans is the Catchment
Area Treatment (CAT) Plan which aims to improve the quality of environmental and especially
watershed services from the catchment. The Ministry of Environment & Forests, Government of India
has been stipulating the condition of preparation and implementation of Catchment Area Treatment
Plan in cases related to diversion of forest land for medium and major irrigation projects and for
hydroelectric power projects under Forest Conservation Act (FCA), 1980. The Catchment Area

The Ministry of Rural Development places special emphasis on Monitoring and Evaluation of its
programmes being implemented in rural areas. Effective monitoring of the programmes is
considered very important for efficient delivery at the grass root level particularly in view of the
substantial step up in the allocation of funds for rural development programmes. Appropriate
performance indicators have been developed for each of the specific programmes both by the

Ministry of Rural Development and the State Governments for effective monitoring at the District,
Block, Gram Panchayat and Village levels so that alarm signals are captured well in advance for midcourse corrections.
The implementation of various Rural Development Schemes especially the wage-employment, selfemployment and rural infrastructure/amenities schemes have helped in reduction of poverty in rural
areas. The Government has instituted an in-built monitoring mechanism in the guidelines of each of
the rural development schemes so as to ensure that the objectives of the schemes are achieved, in
full measure. Monitoring is the continuous internal assessment of project implementation in relation
to agreed schedules and the use of inputs, infrastructure and services by projects beneficiaries.
Monitoring can provide qualitative and quantitative data using indicators that can serve as inputs to
evaluation exercises.
Ministry of Rural Development recognizes the importance of independent monitoring of its

The soul of India resides in villages. Rural people constitute more than 70% of India’s total
population. The march of independent India for assuming its rightful place in the comity of nations is
not complete unless it is associated with significant improvement in the quality of life of its rural
population. The Organization Himalayan Institute For Environment, Ecology & Development
(HIFEED) is committed to improve qualitatively as well as quantitatively the life of rural people
through a series of well structured and demand driven rural development programmes. Protected
cultivation of vegetables offers distinct advantages of quality, productivity and favorable market
price to the growers. Vegetable growers can substantially increase their income by protected
cultivation of vegetables in off-season. Presently the vegetables produced during their normal
season generally do not fetch good returns due to easy availability of these vegetable in the
markets. Off-season cultivation of cucurbits under low plastic tunnels is one of the most profitable
technologies under northern plains of India.
Walk in tunnels are also suitable and effective to raise off-season nursery and off-season vegetable
cultivation due to their low initial cost. Insect proof net houses can be used for virus-free cultivation
of tomato, chilli, sweet pepper and other vegetables mainly during the rainy season. These low cost
structures are also suitable for growing pesticide-free green vegetables. Low cost greenhouses can
be used for high quality vegetable cultivation for long duration (6-10 months) mainly in peri-urban
areas of the country to fetch commensurate price of produces. Poly-trenches have proved extremely
useful for growing vegetables under cold desert conditions in upper reaches of Himalayas in the
country. For protected vegetable cultivation various kind of model like green house, poly house, poly
tunnels, mist chamber is used by farmers. Low cost poly house and poly tunnels can be made by
every farmer. Low cost poly house made by bamboo, rattan and iron angle on the life span of low
cost poly house may be 5-10 years. The project has distinct advantage of the marketing setup. This
will enable the women and marginal farmers to sell their vegetable at the same point on cash
payment basis. Only those crops are selected that have ample market demand in market.

In developed countries protected cultivation is used as a tool to neutralized unfavourable conditions
like extreme low temperatures, high range, unfavourable humidity, hail storm etc. In protected
vegetable production all above risks are not involved and quality along with quantity, maximum
production using less agriculture area is the chief objective of the protected vegetable cultivation.
Such type of cultivation is better for those places in which climatic factors are not favorable for
vegetable production where as natural resources like water, land and man power available.
Decreasing land and increasing population may loss our productive land, protected vegetable
cultivation may solve this problem.

Training of selected marginal farmers through demonstrations and implementation for
differences in productivity in inorganic and organic farming, to harass the use of chemical

in the allocation of household resources such as food, education, access to health care and at
puberty, sometimes coerced into early marriage. Most women in the rural areas suffer from double
burden of carrying out less quantifiable work like cooking, fetching water, sending children to school
along with agriculture labour, feeding cattle, milking cows etc., while the men folk perform defined
activities like selling milk and grains produced by the household. Women in the minority
communities fare badly too. They are not just a minority, but the 'marginalized majority' and are
sidelined in decision making in the family, and usually cut off from full involvement in the workings

women per se is not only essential for equity, but also constitutes a critical element in our fight for

Under the project, 10 SHGs will be formed in 10 villages covering nearly 90 tribal families/women for
cultivation of pulses and spices. They will be given training and exposure for production and value
addition and also for savings and funds management. Similarly, the training on polyhouse fabrication
and maintenance will also be imparted through installing demonstrative polyhouse in each village.
The beneficiaries will be given partial assistance for installing their own polyhouse/polytunnel and
will be supplied high quality new varieties of seeds and planting material.
The market linkages will be made with nearby mandies viz. Sahia and Vikas Nagar. Farm gate
assured market will also be provided by HIFEED by developing backward and forward linkages with
external marketing agencies like TRIFED, Mother Dairy, and Corporate Retailers etc. Meanwhile the
pulses and spices grown under organic conditions will be accredited through Uttarakhand Organic
Commodity Board (UOCB) for making value addition in terms of prices. In addition, the farmers will
be provided training on cleaning, grading, packaging and storage for all crops to make value
addition of commodities.
The programme will ensure the 50% of total produce will be reserved for seed purpose. Therefore
the better/higher prices will be guaranteed through (i) cultivation under organic practices and (ii)
sale of produce for seed purpose.

Narrative Description of Project:
Hybrid Pulses and Spices cultivation has recently attracted few farmers. As far as seed availability is
concerned personal efforts of farmers are there. However, the apparent threat is whether the supply
line will be strengthened spontaneously or someone will intervene. Improvement in agriculture is
possible only if some agency will come forward for strengthening the supply line with developing
viable mechanism for backward as well as forward linkages. Because the aborigine farmer’s legacy
lies with women folk in the villages who are struggling on various fronts of day-to-day needs.
Often it is said that hill economy is predominately depends on migrated males and in money order
mode. However, this faulty vision neglect the facts of those essential means which at least making
the livelihood condition of women farmer’s compromising to stay them at home. In fact this wrong
concept giving faulty notion to the planners for neglecting of the condition improvement planning of
villages.
The proposed project area is an important source of supply of Pulses and Spices. However, in spite
of this due attention has not been given to promote economic development in the region.
Consequently, the region continues to be economically depressed and has been by-passed by

various programmes of development. In spite of these problems, farmers have shown their
willingness in Pulses and Spices cultivation. Most of the farmers have given top priority to Pulses and
Spices cultivation besides other agriculture products.
Objectives of the Project
 To provide hands on training to the selected small and marginal farmers from the project villages
in preparation of land, nursery raising techniques, protected organic cultivation techniques,
constructions of poly house/poly tunnels/walking tunnels, post harvesting, value addition,
packaging and labeling, market simulations etc.
 To cultivate and demonstrate the vitality of Pulses and Spices in protected conditions as low
volume and high value cropping in the farmers field for an alternate livelihoods option for the
selected beneficiaries.
 To establish master poly houses in the land of the farmers in each of the selected villages for
preparation of seed and seedlings and planting material and to construct poly tunnels/walking
tunnels in the land of the farmers for cultivation of Pulses and Spices in protected conditions.
 To establish the seed bank and agro service center in the project villages for providing agriculture
inputs to the farmers such as hybrid seed and seedlings, planting material, organic fertilizer and
manure, improved agriculture implements, poly sheets, bio-pesticides and insecticides etc.
 To construct and rejuvenate water ponds in community land for recharging the ground water and
moisture retention in the farmer’s field and repair and maintenance of existing water channels for
providing irrigation facilities to the farmers.
 To demonstrate and disseminate the organic way of cultivation by constructing vermi-compost
pits through adopting internal control system as per organic farming manual.
 To provide package of practices of mass scale production of pulses and Spices and establish
technical support system for value addition of the produces such as sorting, grading, processing,
packaging and labeling, marketing etc.
 To raise the living standard of community by involving the women as main programme
stakeholders and adding other ancillaries as per the gender priorities of the families in the
community.
Description of Actual Services Provided by Your Staff with in the Assignment:
 The proposed project is going to provide a platform to the farmers in uplifting their socioeconomic status and would help the farmers to realize the worth in Pulses and Spices cultivation.
Not only this provides them employment but also brings in institutional help that supports
benefits from many angles. The small farmers would be able to capture the market and thus this
project is going to help them in generating good income. In the long run the project shall help
the farmers to become self reliant only if the processing and marketing strategies are worked
upon very concisely.
 Some farmers who cultivated Pulses and Spices did get low benefits as compared to some other
farm income directly related to their lack of value added inputs and enough focus where it was
required. Quickly improving upon their mistakes helped them to strengthen their income levels.
Thus, this project is designed in such a way keeping in mind the previous problems faced by the
farmers and also to provide them with the maximum benefit.
 The project would play a major role for the socio-economic and ecological development in the
area. Traditional and not much benefiting agricultural practices could be replaced by Pulses and
Spices cultivation to check soil erosion. Even those small land holdings that hitherto were not

considered good for conventional farming could be used for Pulses and Spices farming. Success
of the projects will create good impact on the people of nearby areas and they will certainly come
forward to adopt such type of farming in their villages. This will not only make people aware
regarding the environment but they themselves will be responsible and accredited for
employment and income generation.
 Project is certainly viable from technical and commercial aspects because the Pulses and Spices
are a daily use items for almost entire civil society. Farm produce are a daily use items for homes
and hearths. There are no special, tedious or highly technical skills involved that cannot be
explained or adopted by cultivators. Technical and commercial information is available, affordable
with support from various quarters. Farm inputs being not too cost intensive, we do not foresee
any difficulty in procuring all inputs. Weather and climatic risks are minimized as the area
identified for cultivation has already registered a mark of success through decades of high and
timely farm outputs.
 Project site falls within the area of Pulses and Spices producing belt and as such adds to the
benefits of having clusters of skills abound. Cultivation of Pulses and Spices, when managed
purposefully can provide eight to ten times more income than the investment. Working capital,
deployed to procure seeds and seedlings, fertilizers, pesticides, insecticides, improved agriculture
implements, etc. returns the cash inflows in short time as the process time to harvest the farm
produce is barely few months making it possible for beneficiaries to reap cash much over and
above the supported investments.
