Summary Statement: State the major function(s) of the position and its role in the university. Reporting to the Associate Vice President for Enrollment Services, the Director of the Office for International Students and Scholars (OISS), is the campus leader in international student recruitment, develops strategic initiatives that ensure a rich diversity of international students on campus, designs and implements student retention programming, and supports the enhancement of global opportunities for all students and scholars. The Director serves as the point of contact for all faculty initiated exchange programs and supports the entire university community with international student and scholar concerns. The Director oversees the coordination of a full range services offered to nonimmigrant students, faculty, and their dependents by providing guidance and expert knowledge concerning visa options and federal compliance. The Director is responsible for ensuring federal compliance with all regulations governing student eligibility for enrollment at the university. 2. Provide enough detail to enable a person outside the department to understand the job (percentage first with heading and then bulleted information). 40% - International Student Recruitment/Student and Scholar Advising Design strategic recruitment initiatives that result in international student growth in both undergraduate and graduate populations. Work cooperatively with departments to develop international initiatives related to recruiting international students (2 + 2 programs, dual degree programs, transfer of credits, etc.) Implement student retention strategies to ensure satisfactory progress toward degree attainment Coordinate international alumni section, work to increase alumni networks overseas to assist with recruitment and future development opportunities Counsel international students and scholars on immigration, personal, academic, and cultural issues Provide oversight and serve as primary designated officer/responsible officer for the F-1 and J-1 program Work with departments and international faculty/employees to procure work authorization in H1B status and serve as institutional representative to process permanent residence petitions for faculty who qualify (EB-1 and EB-2) Prepare and submit proper immigration forms to government agencies Oversee and present intercultural programs to assist international students and scholars in their adjustment and foster an inter-culturally sensitive campus community (International Orientation and Plunge Seminar, programs on adjustment, workshops on intercultural counseling and communication) Directs strategic use of OISS scholarship resources to maximize enrollment and retention 35% - OISS Operations Management/Assessment Manage overall operation of the OISS Supervise, train, and evaluate professional, clerical, interns, and student staff Refine office procedures to ensure efficiency, quality, and productivity Manage all budgets (self-funded, visa recharges, and endowments) Ensure compliance with all regulations pertaining to SEVIS system for F and J programs; coordinate certification and recertification of these programs when required Assess effectiveness of all OISS initiatives Position Description – Director, Office of International Students and Scholars Page 3 25% - International Liaison and Partnership Agreements/Campus Community Coordinate and manage institutional partnership agreements (memorandum of understanding, student exchange agreements, cooperative agreements); work with legal counsel, departments and faculty on the language of agreements; define the infrastructure necessary to receive and send exchange students; track exchange student reciprocity; work with program administrators to manage and update agreements; maintain communication with foreign institutions regarding the agreements Serve as a university representative and liaison, when requested, with government agencies, international organizations, and various consulates and embassies Work with Nevada Congressional representatives on international issues Advise the university community in group settings and individually on international, immigration, and intercultural issues (Network training, resident assistant and teaching assistant training, student worker training) Represent the interests of international students and scholars on various university committees (International Activities Committee, Intercultural Collaborative, Health Center Committee, etc.) 3. Level of Freedom: The incumbent makes decisions regarding policies and procedures that ensure university compliance with federal regulations for student enrollment and student visa issuance. The position functions independently, seeking the guidance from the Associate Vice President for Enrollment when issues or problems that may have a significant international, University, or community impact for the University. Impact: The decisions and judgments made by the Director have significant implications for the entire University, including the university’s authorization to host international students on campus. Failure to comply with SEVIS regulations could negatively impact the university’s ability to administer Title IV funds. Immigration violations or hiring individuals not authorized to work legally can have serious repercussions for the university. The position is visible to the public eye, directly influencing public perception of the University and its reputation. 4.
