To bid for these contracts, a contractor must submit a Letter of Intent (LOI). Purchase
bid documents and must meet the following major criteria: a.) Prior registration with the Office of
the Governor or Provincial General Services Office (PGSO), b.) Filipino Citizen or 75% Filipinoowned partnership Corporation, Cooperative or Joint Venture, c.) with PCAB Licensure
applicable to the type and cost of these contracts, d.) Completion of similar contract costing of at
least 50% of ABC within a period of 10 years and e.) Net Financial Contracting Capacity
(NFCC) at least equal to ABC, or credit line commitment at least equal to 10% of ABC.
Bidding will be conducted through open competitive bidding procedures using a nondiscretionary “pass/fail” criterion as specified in the Revised Implementing Rules and
Regulations (RIRR) of Republic Act 9184, otherwise known as the “Government Procurement
Reform Act”. Bidding is open to all interested bidders, whether local or foreign, subject to the
conditions for eligibility provided in the Revised IRR of R.A. 9184.

Prospective Bidders must study carefully the specifications, terms and conditions called
for in the call for bids. If necessary they should ask for clarification so as to preclude erroneous
tenders. Participating bidders are charged with the knowledge and all the terms and conditions
of the call for bid and assumes all risk attendant.Bidders shall accomplish bid forms provided
therefore by filling all the blank spaces properly and fully. Erasures should be initialed by the
person signing the bid.Bids shall be signed by the responsible officer of the company or firm
duly authorized for the purpose.
The BAC will issue a hard copies of Bidding Documents upon payment of a nonrefundable fee of =P=500.00 for Item 1, =P=5,000.00 for Items 2 to 4 and =P=500.00 for Items 5
to 11 to the Provincial Treasurer’s Office. Bids must be accompanied by a bid security in the
amount and acceptable form, as stated in Section 27.2 of Revised IRR of R.A. 9184.
All proposals will be publicly opened at the time and place stated above in the presence
of the members of the BAC, the observers and the participating bidders or their authorized
representative.
The Provincial Government assumes no responsibility whatsoever to compensate or
indemnify bidders for any expenses incurred in the preparation of their bids.
The Provincial government of Masbate reserves the right to accept or reject any bid and
to annul the bidding process before Contract Award without incurring any liability to the affected
bidders.
